Book excerpt: In the years to come, the effectiveness of the Expeditionary Aerospace Force will pivot largely on the support system that underlies it, termed the Agile Combat Support (ACS) system. One key component of the ACS system is the electronic countermeasure (ECM) pod system. Accordingly, this documented briefing outlines the findings of a study that assessed the utility of the Reliability, Availability, and Maintainability of Pods (RAMPOD) database as an analytical tool in support of the ECM pod system. The study found that RAMPOD has significant potential for supporting ECM pod analysis, particularly in the tracking and displaying of trends for pod removal, repair times, and in-shop queue. The study also found a significant number of missing data elements that could adversely affect the efficacy of the RAMPOD system. In addition, the RAMPOD data warehouse was found to contain data that couldn't be readily accessed through the current web-based tool.

Toward this goal, the Air Force has begun to reorganize itself into an Expeditionary Aerospace Force that can quickly deploy from the continental United States to appropriate forward operating locations worldwide. This report evaluates the manner in which Jet Engine Intermediate Maintenance (JEIM) shops can best be configured to facilitate such deployments. The authors examine a number of JEIM support options, which are distinguished primarily by the degree to which JEIM support is centralized or decentralized. They then assess the performance of each option for three jet engines: the F100-220, the F100-229, and the TF-34. The report concludes that for the F100-220 and F100-229, the most viable options involve establishing a single JEIM in theater during war. For the TF-34, it is recommended either that the above option be exercised or that a single, centralized JEIM be established in the continental United States.

This new environment presents challenges that are quite different from those the service faced when it came of age during the Cold War. In that struggle, the adversary was well known, and the theaters of operation were identified and defended with permanently stationed forces. Today's challenges are more diverse, and in many respects more unpredictable. There are both "pop-up" contingencies in places where the Air Force has rarely before operated and continuing "steady-state" regional security commitments far from any Air Force main operating base (MOB). This has forced a new mode of operation on the Air Force, one that has required frequent deployments of personnel and aircraft to austere forward operating locations. Not being structured to operate continuously in this way, the Air Force has had to pay a price for supporting these forward operations, a price that has been reflected in lower personnel retention rates and lower overall readiness. The service is responding to these challenges by reorganizing itself into an Expeditionary Aerospace Force (EAF). This reorganization represents an historic transition for the Air Force from a military service that has chiefly performed its mission by operating from MOBs to one that can quickly and easily project sizable forces overseas to austere and unanticipated locations, and sustain them there indefinitely. The research described in this report was conducted within the Aerospace Force Development Program of Project AIR FORCE, as part of a project entitled "Implementing an Effective Air Expeditionary Force." It was cosponsored by the Air Force Deputy Chief of Staff for Air and Space Operations (AF/XO) and the Deputy Chief of Staff for Installations and Logistics (AF/IL).

In the words of Air Force Vision 2020, "We will be able to deploy ... in 48 hours, fast enough to curb many crises before they escalate." However, quickly deploying the support structure for aerospace operations is not easy: The consensus of most studies is that moving the support for a force package to an FOL with minimal infrastructure within the notional time frame of 48 hours is almost certainly infeasible given current support process organization and equipment. The equipment and people required to support a combat deployment is simply very heavy. One primary result has been a call for "footprint reduction," i.e., physically reducing the amount of materiel and personnel actually deployed to FOLs. However, for many areas such as munitions, significant mass reduction will require substantial investment in new technology and development: replacing a 2000-lb bomb with a smaller munition may require more sophisticated guidance, new explosives with more power, and other modifications such as new techniques for penetration.

This report presents a vision of the future ACS/mobility system and addresses several options for meeting munitions, War Reserve Materiel (WRM), fuel, maintenance, and other support resource requirements needed for the variety of potential and uncertain scenarios that the Air Force may face. The report provides examples of how support options change with alternative employment scenarios and support technology, policies, and practices. Our goal is to foster discussion about a vision of the future ACS and mobility system that is robust in a number of potential scenarios. Developing such a vision is a complex undertaking requiring a formal integrated ACS and mobility planning process, including continuous review of the ability of ACS and mobility postures to meet defense needs as they evolve. This report also presents a framework for addressing these planning needs.
