Available in PDF, EPUB and Kindle. Book excerpt: "Budget support has become an increasingly important instrument in the context of a partnership-based approach to development assistance. Compared to traditional modes of aid delivery, it promises greater country ownership, reduced transaction costs, better donor coordination, scaling up of poverty reduction and potentially greater development effectiveness. This book presents a timely and valuable review of key concepts, issues, experiences and emerging lessons relevant to budget support. It provides an overview of principal characteristics, expectations and concerns related to budget support, key design and implementation issues, as well as some practical experiences. The contributors include government representatives from developing countries, leading academic scholars, bilateral development agencies and development practitioners from international financial institutions, including the World Bank and the International Monetary Fund. They present a wide range of views on key issues such as the choice of instruments, alignment of budget support with country programs, predictability, and coordination and conditionality. The authors draw their insightful analysis on the contemporary research and evaluation work, as well as the broad practical experience with budget support. This book will be of great interest to practitioners in aid-recipient countries and international financial institutions, bilateral agencies and civil organizations involved in budget support."

Available in PDF, EPUB and Kindle. Book excerpt: In a world filled with both enormous wealth and pockets of great devastation, how should the well-off respond to the world's needy? This is the urgent central question of Being Good in a World of Need. Larry S. Temkin, one of the world's foremost ethicists, challenges common assumptions about philanthropy, his own prior beliefs, and the dominant philosophical positions of Peter Singer and Effective Altruism. Filled with keen analysis and insightful discussions of philosophy, current events, development economics, history, literature, and age-old wisdom, this book is a thorough and sobering exploration of the complicated ways that global aid may incentivize disastrous policies, reward corruption, and foster “brain drains” that hinder social and economic development. Using real-world examples and illuminating thought experiments, Temkin discusses ethical imperialism, humanitarian versus developmental aid, how charities ignore or coverup negative impacts, replicability and scaling-up problems, and the views of the renowned economists Angus Deaton and Jeffrey Sachs, all within the context of deeper philosophical issues of fairness, responsibility, and individual versus collective morality. At times both inspiring and profoundly disturbing, he presents the powerful argument that neglecting the needy is morally impermissible, even as he illustrates that the path towards helping others is often fraught with complex ethical and practical perils. Steeped in empathy, morality, pathos, and humanity, this is an engaging and eye-opening text for any reader who shares an intense concern for helping others in need.

Available in PDF, EPUB and Kindle. Book excerpt: There are significant weaknesses in some of the traditional justifications for assuming that aid will foster development. This paper looks at what the cross-country aid effectiveness literature and World Bank Operations Evaluation Department reviews have suggested about effective aid, first in terms of promoting income growth, and then for promoting other goals. This review forms the basis for a discussion of recommendations to improve aid effectiveness and a discussion of effective aid allocation. Given the multiple potential objectives for aid, there is no one right answer. However, it appears that there are a number of reforms to aid practices and distribution that might help to deliver a more significant return to aid resources. We should provide aid where institutions are already strong, where they can be strengthened with the help of donor resources, or where they can be bypassed with limited damage to existing institutional capacity. The importance of institutions to aid outcomes, as well as the fungibility of aid flows, suggests that programmatic aid should be expanded in countries with strong institutions, while project aid should be supported based on its ability to transfer knowledge and test new practices and support global public good provision rather than (merely) as a tool of financial resource transfer. The importance of institutions also suggests that we should be cautious in our expectations regarding the results of increased aid flows.

Available in PDF, EPUB and Kindle. Book excerpt: Rules controlling State aid and subsidies on the EU and the WTO level can have a decisive influence on both regulatory and distributive decision-making. This field of law has grown exponentially in importance and complexity over the past decades. Rules on State aid and subsidies control are one of the key instruments to ensure that public spending and regulatory measures do not lead to discriminatory distortions of competition. As a consequence, hardly any part of national law is free from review under criteria of State aid and subsidy regulation. In turn, State aid and subsidies law is linked to economic, constitutional, administrative law of the EU and the Member States as well as to public international law. This book brings together leading experts from academia, the judiciary, civil servants from the European Commission, and practising lawyers to provide expert opinion and commentary on the diverse dimensions of the complex and vital area of law. Critically analysing and explaining developments and current approaches in State aid law and subsidies, the chapters take into account not only the legal dimensions but also the economic and political implications. They address the EU law applicable to State aid in the aftermath of the recent State Modernisation reform, and coverage includes: an in-depth analysis of the notion of State aid as interpreted by the Court's cases-law and the Commission's practice; the rules on compatibility of State aid with the internal market; the rules governing the procedure before the Commission; the litigation before the Court of Justice of the European Union; and analysis of the other trade defence instruments, including WTO subsidy law and EU anti-subsidy law.

Book excerpt: The humanitarian response undertaken in Haiti after the earthquake that struck on 12 January 2010 has been one of the most complex ever. However, as the first anniversary of the quake approaches, the Haitian state, together with the international community, is making little progress in reconstruction. The Haitian authorities need to show greater strategic leadership and take decisions that reflect the priority needs of the Haitian population. They need to initiate public infrastructure projects that put people to work and build skills; support people to return home or allocate land for new houses; and invest in agriculture. The international community should do much more to support these efforts by increasing the capacity and accountability of Haitian institutions.

Book excerpt: Assessing Aid determines that the effectiveness of aid is not decided by the amount received but rather the institutional and policy environment into which it is accepted. It examines how development assistance can be more effective at reducing global poverty and gives five mainrecommendations for making aid more effective: targeting financial aid to poor countries with good policies and strong economic management; providing policy-based aid to demonstrated reformers; using simpler instruments to transfer resources to countries with sound management; focusing projects oncreating and transmitting knowledge and capacity; and rethinking the internal incentives of aid agencies.

Global pandemics, climate change, increased inequality, low economic growth, and conflict have made it increasingly difficult for developing countries to achieve the Sustainable Development Goals. Retooling Development Aid in the 21st Century: The Importance of Budget Support examines the critical role of budget support by both multilateral and bilateral aid agencies to address the 21st century's development goals of eliminating poverty and protecting our global commons. Timely and smartly designed budget support remains a powerful tool to help address the new reality developing countries face, providing fast disbursing finance in support of critical reforms. Set against the background of a dramatically changing international financial architecture, the volume examines how budget support has evolved from its controversial past, addresses the evidence on performance and debates over conditionality, and it reflects on unmet expectations from the 2005 Paris Declaration. With the global financial crisis, the Covid pandemic, and the spillovers from conflict and climate change, budget support re-emerged as a key financing instrument to support policy reforms and catalyze private capital. Drawing on the lessons of the last two decades, the volume proposes a retooling of budget support as a versatile instrument to address both essential global public goods and tackle country-specific development challenges.

Managing Global Issues provides a comprehensive comparative assessment of international efforts to manage global problems. It identifies and explains successes and failures of such efforts, examines the roles of different actors, and outlines lessons that may guide future action by governments, international organizations, nongovernmental organizations, and the private sector. The volume's 16 case studies examine organized crime, drugs, corruption, human rights, labor rights, health, trade, financial markets, development assistance, the environment, the global commons, communications, weapons of mass destruction, conventional weapons, internal conflicts, and refugees. Managing Global Issues is the result of an international multidisciplinary research team composed of experts in specific global issue areas. The book's broad scope, numerous case studies and its rigorous comparative analytical framework offers a unique and valuable contribution to the rapidly growing literature on global governance.
