Book excerpt: What the contributors to this volume offer is neither a romantic version of the course of Polish history nor a jubilant account of the recovery of national independence and political choice. Rather, they offer a variety of tough-minded analytic perspectives on what comes when "the party's over" - not just the PSPR but the celebration marking its downfall. They focus on Poland's movement toward an internationally competitive market economy, a political democracy in which plural interests compete, and the constitution of a civil society that both tolerates and ameliorates conflict. The multidisciplinary contributors include Jan Mujzel, Keith Crane, Benjamin Slay, Kazimierz Poznanski; Jan Bossak, Wojciech Bienkowski, Wlodzimierz Wesolowski, Edmund Wnuk-Lipinski, Adam Sarapata, Andrzej Sicinski, Piotr Lukasiewicz, Krzysztof Nowak, David S. Mason, Adrzej Rychard, Krzysztof Jasiewicz, Jack Bielasiak, Janusz Reykowski, Stanislaw Gebethner, Miroslawa Marody, Edmund Mokrzycki, and Michael D. Kennedy.

Book excerpt: With the dissolution of the Soviet Union, foreign policy analysts and international relations scholars expected communist Cuba to undergo transitions to democracy and to markets as had the Eastern European nations of the former Soviet bloc. But more than a decade after the fall of the Berlin Wall, Castro remains in power, with no sign that the Cuban government or economy is moving toward liberalization. In Democracy Delayed, political scientist Juan López offers a searching and detailed analysis of the factors behind Cuba's failure to liberalize. López begins by comparing the political systems of three Eastern European states—the former German Democratic Republic, Czechoslovakia, and Romania—with that of Cuba, in order to identify the differences that have allowed Castro to maintain his hold over the government and the economy. López also shows the various conditions promoting change, including the development of civil society groups in Cuba, and discusses why some U.S. policies help the possibility of democratization in Cuba while others hinder it. While the Catholic Church in Poland and the Protestant Church in East Germany fostered change, the Catholic Church in Cuba has not taken a defiant stance against authoritarianism but seems instead to be biding its time until Castro is out of the picture. In conclusion, López argues that a political transition in Cuba is possible even under the government of Fidel Castro. Some necessary conditions have been missing, but it is possible that U.S. policies could lay the groundwork for democratic charge.

Book excerpt: Understanding the dramatic political, social, and economic changes that have taken place in Poland in the mid-1980s is one key to predicting the future of the communist bloc. Jadwiga Staniszkis, an influential, internationally known expert on contemporary trends in Eastern Europe, provides an insider's analysis that deserves the attention of all scholars interested in the region. Staniszkis presents the breakthrough of 1989 as a consequence not only of systemic contradictions within socialism but also of a series of chance events. These events include unique historical circumstances such as the emergence of the "globalist" faction in Mosow, with its new, world-system perception of crisis, and the discovery of the round-table technique as a productive ritual of communication, imitated all over Eastern Europe. After describing the development, collapse, and reorganization of a "new center" in Poland in 1989-1990, she discusses the first attempt at privatizing the economy. Her analysis of the dilemmas accompanying breakthrough and transition is an invaluable guide to the challenges that face both capitalism and democracy in Eastern Europe.

Available in PDF, EPUB and Kindle. Book excerpt: This is the first history of the revolutions that toppled communism in Europe to look behind the scenes at the grassroots movements that made those revolutions happen. It looks for answers not in the salons of power brokers and famed intellectuals, not in decrepit economies--but in the whirlwind of activity that stirred so crucially, unstoppably, on the street. Melding his experience in Solidarity-era Poland with the sensibility of a historian, Padraic Kenney takes us into the hearts and minds of those revolutionaries across much of Central Europe who have since faded namelessly back into everyday life. This is a riveting story of musicians, artists, and guerrilla theater collectives subverting traditions and state power; a story of youthful social movements emerging in the 1980s in Poland, East Germany, Czechoslovakia, Hungary, and parts of Yugoslavia and the Soviet Union. Kenney argues that these movements were active well before glasnost. Some protested military or environmental policy. Others sought to revive national traditions or to help those at the margins of society. Many crossed forbidden borders to meet their counterparts in neighboring countries. They all conquered fear and apathy to bring people out into the streets. The result was a revolution unlike any other before: nonviolent, exuberant, even light-hearted, but also with a relentless political focus--a revolution that leapt from country to country in the exciting events of 1988 and 1989. A Carnival of Revolution resounds with the atmosphere of those turbulent years: the daring of new movements, the unpredictability of street demonstrations, and the hopes and regrets of the young participants. A vivid photo-essay complements engaging prose to fully capture the drama. Based on over two hundred interviews in twelve countries, and drawing on samizdat and other writings in six languages, this is among the most insightful and compelling accounts ever published of the historical milestone that ushered in our age.

Book excerpt: After providing a theoretical overview and discussions of study methodology, Bozoki (political science, Central European U., Hungary) and Ishiyama (political science, Truman State U.) present separate examinations of the development of those parties that are the prime inheritors of personnel and resources from the former ruling parties of Poland, Hungary, Czechoslovakia, East Germany, Romania, Yugoslavia, Lithuania, and Russia. After the single-country case studies, a series of seven comparative case studies are presented, focusing on such issues as organization and ideology, party consolidation, party system institutionalization, cleavage structure, and organizational strength.
