Book excerpt: Teachers play a critical role in the success of their students, both academically and in regard to long term outcomes such as higher education participation and economic attainment. Expectations for teachers are increasing due to changing learning standards and a rapidly diversifying student population. At the same time, there are perceptions that the teaching workforce may be shifting toward a younger and less experienced demographic. These actual and perceived changes raise important questions about the ways teacher education may need to evolve in order to ensure that educators are able to meet the needs of students and provide them with classroom experiences that will put them on the path to future success. Changing Expectations for the K-12 Teacher Workforce: Policies, Preservice Education, Professional Development, and the Workplace explores the impact of the changing landscape of K-12 education and the potential for expansion of effective models, programs, and practices for teacher education. This report explores factors that contribute to understanding the current teacher workforce, changing expectations for teaching and learning, trends and developments in the teacher labor market, preservice teacher education, and opportunities for learning in the workplace and in-service professional development.

Available in PDF, EPUB and Kindle. Book excerpt: With the current emphasis on standards in the schools, one may think that this is a new phenomenon. However, as this pamphlet clearly demonstrates, while standards in American schools have a long history dating back to Reconstruction, the recommendations for what is needed to improve teacher education are remarkably similar—brighter students, more realistic classes, rigorous general education, serious evaluation, and so on. The reports and guidelines share a zeal for the standards they are promulgating, but are thin on research to support their recommendations. The irony is that the 'profession's power is so fragmented, and its prestige so ailing,' that adequate support for teacher education and professional practice remain elusive. The report concludes that only a concerted effort by a coalition of organizations could generate the support needed to achieve a major breakthrough in the quality of schooling and teacher education.

Book excerpt: "For the third time in three decades world leaders reaffirmed their promise of "Education For All" when adopting Sustainable Development Goal 4 in 2015. It is the most far-reaching commitment to quality and equity in education so far, yet, there is no consensus on what the agenda means in practice. With a decade left until the 2030 deadline, Grading Goal Four calls upon the education community to engage more thoughtfully and critically with SDG 4 and related efforts. As an ever-growing number of actors and initiatives claim to contribute to its achievement, it is becoming clear that the ambitious but broad priorities within the goal are vulnerable to cherry-picking and misrepresentation, placing it at the heart of tensions between instrumentalist and rights-based approaches to education. This text, a critical analysis of SDG 4, provides a framework for examining trends and developments in education globally. As the first volume that examines early implementation efforts under SDG 4, Grading Goal Four formulates a critique along with strategies for moving forward. By scrutinising the challenges, tensions and power dynamics shaping SDG 4, it advances rights-based perspectives and strategies for effective implementation and builds capacity for strengthened monitoring and analysis of the goal"--

Available in PDF, EPUB and Kindle. Book excerpt: This report explains the growing evidence that investments in teacher knowledge are among the most productive means for increasing student learning. The creation of rigorous professional standards for teachers is one sign of progress in this area. However, new teaching standards will have little import for students, particularly the most vulnerable ones, if school districts continue to hire teachers who are unprepared and assign many teachers outside their fields of expertise. The report discusses whether it is possible to raise standards and have enough teachers. It describes recruitment initiatives to address the problems of teacher supply, demand, and the need to achieve greater equity in all students' access to high-quality teaching. It also examines variations in standards across states and discusses what states and school districts can do to raise teacher standards while equalizing teacher salaries, establish license reciprocity across states, and expand teacher education programs in high-needs fields. The report offers action steps for governors and state legislators as well as state boards of education, state education agencies, and professional standards boards. An appendix presents the basis for cost and attrition estimates. (Contains 10 charts and 28 references.) (SM)
