Book excerpt: This study sought to examine the perceptions of superintendents and school board presidents related to the effectiveness of the superintendent evaluation process utilized in their school districts. In addition, this study asked superintendents and school board presidents to rank leadership functions derived from the Pennsylvania Leadership Standards in order to evaluate the degree of alignment between the two. Data for this study were collected through instruments designed by the researcher including an online survey and semi-structured interview. A total of 111 survey responses from superintendents and school board presidents in the state of Pennsylvania were analyzed in order to answer the research questions. Eight survey respondents agreed to participate in the follow-up interview. The findings of this study indicate that superintendents and school board presidents perceived the evaluation process to be effective in holding the superintendent accountable and promoting the professional growth of the superintendent. Further, superintendents and school board presidents generally perceived the superintendent evaluation process to be reflective of best practices. The findings related to the ranking of leadership functions demonstrated that superintendents and school board presidents prioritized certain leadership functions more consistently than others, especially when examined in the context of district size, which highlights the importance of collaboration and communication in implementing the superintendent evaluation process.

A qualitative case study research approach was used to provide the researcher with rich, in-depth, relevant data. The researcher conducted multiple interviews of three superintendents and school board presidents in public school districts in Education Service Region IV of Texas. Additional data was gathered through documents and a reflective journal. There were six themes that emerged from data collected regarding superintendent evaluation: timing, rating, alignment, relationships, performance-based evaluation, and local control. The participating district modified and adjusted criteria and the process to align with the district context to more closely measure the school districts goals and priorities. The perspectives of superintendents and school board members offer insight into the process and struggles that each has with the overwhelming nature of the job of measuring the performance of the superintendent.

Book excerpt: Abstract: School districts face enormous challenges with recent reductions in fiscal resources due to cuts in California's state budget and an average tenure for a school superintendent of only 3 years. School boards are challenged to find a leader who can address the needs of the school district during these difficult times. As numerous school superintendents are retiring, and a new generation of educators is applying for key positions in educational leadership, it is important to better understand the perceptions of school board presidents who have experience in selecting a school superintendent. This study explored the perceptions of the superintendent selection process of five participating school board presidents. The participants in this study shared their perceptions of the superintendent search process and selection criteria, perceptions on the most important leadership characteristics desired in a superintendent, and perceptions in the standards used to measure leadership in the candidates selected as superintendent. The findings revealed several components of the selection process that will serve school boards in evaluating the best strategy for them in conducting the superintendent search. When school boards embark on the process of selecting a superintendent, their actions become very public and ultimately reflect on how they view community involvement and input into on-going district leadership. As a result, a well-defined plan of action will reflect well on the school board, build community trust, and set the stage for a positive transition to new leadership at the superintendent level. The assertion that selecting a superintendent may very well be the school board's most important duty of action, it is imperative that such a process be articulated and integrated within the scope of district need and community involvement.

The purpose of this research was to determine how superintendents and principals perceived the implementation of Performance-Based Principal Evaluations (PBPE) and the impact PBPE had on principals' job performance. This research was guided by six questions regarding the perceptions of superintendents and principals of the implementation and impact of PBPE, and how these perceptions compared. The research also determined what relationship, if any, existed between the implementation and impact of PBPE. Procedures . A questionnaire developed for this research was mailed to the superintendents and principals of 125 randomly selected school districts in Missouri that met enrollment criterion. The questionnaire collected demographic and profile data of the participants. The participants' perceptions of the implementation and impact of PBPE were determined using a Likert-type scale to respond to various components and processes of PBPE. The data were analyzed using frequencies and percentages. Mean responses were computed for each of the components and processes of PBPE and placed in rank order for analysis. Subscale total means were used to compare the perceptions of the superintendents and the principals. A Pearson correlation was used to determine the relationship between perceived implementation and impact of PBPE. Findings . More superintendents than principals reported that PBPE was used in their school districts. When responses by the superintendents and principals were analyzed, superintendents perceived PBPE as being implemented to a greater degree than did the principals. Similarly, the superintendents perceived the impact of PBPE to be greater than the principals. When the perceptions of the superintendents and principals for implementation and impact were examined, a significant positive relationship was found to exist. The completion of a summative evaluation as part of PBPE was ranked highest by both the superintendents and the principals. Conclusions . It was found that PBPE is not implemented in all Missouri school districts, and when PBPE is being used, the components of the formative phase of the evaluation are not fully implemented. The use of evaluation to facilitate improved job performance of the principals was not evident as nearly half the principals reported that professional growth plans were not developed. The relationship found between the perceptions of implementation and impact may indicate that a higher degree of implementation could result in a higher degree of impact PBPE has on principals' job performance. This relationship should be investigated through further research.

Using previous research (Deal & Peterson; 1994; Smith, 1996) as a conceptual framework, this study examined the leadership orientations of district superintendents in a mid-western state. The investigation explored two types of leadership orientations: technical and symbolic leadership. District superintendents as well as their board-president were asked to assess the leadership orientation of the district superintendent. Also, this study analyzed the relationship of the superintendents' leadership orientation with their annual evaluation. Superintendents' evaluations were utilized to explore whether or not the leadership orientation of the superintendent influenced the level of a school board's satisfaction as expressed by the annual evaluation. Leadership orientations were analyzed in relationship to various personal, professional, and district demographic variables in order to provide an understanding of how different leadership orientations were perceived by the school board presidents in particular demographic areas. This study will provide a better understanding of the two types of leadership orientations discussed and how these orientations have an influence on the perceptions of board presidents. Procedures. Two hundred and sixty-two public school superintendents were selected to participate in the study. Three survey instruments were used to analyze leadership orientation and the district superintendent's personal, professional, and district demographics. Quantitative research methods were used to provide information on superintendent and school board president's perceptions of the superintendent's leadership orientation. The superintendent's annual formal evaluation was explored with the perceived leadership orientation. Findings. The findings of this study revealed that superintendents perceived themselves as being symbolic in their leadership, whereas school board presidents' perceptions indicated the superintendents were more technical in their leadership orientation. Yet, school board presidents expressed more satisfaction with the symbolic leadership orientation than technical orientation they perceived their superintendents to have exhibited. Therefore, the findings of this study suggested that school board presidents revealed a preference in symbolic leadership orientation in their superintendents' performance to influence and create satisfaction.
