Available in PDF, EPUB and Kindle. Book excerpt: The Group of Eight has become a central actor in global governance with a steadily expanding role and agenda. The leaders' summits remain at the apex of the G8 system, but the leaders' work is complemented by intensifying and expanding networks of ministerial fora as well as various task forces and expert groups. Some of these entities, initially launched by the leaders, have taken on a life of their own with an agenda that diverges from the main concerns of the summits. Following on from Hajnal's acclaimed book The G7/G8 System, this volume discusses the origins, characteristics, evolution, role and agenda of the G7 and G8 system, including a systematic survey of its components. It introduces the major debates about the G7 and G8, looks at proposals to reform the G8-G20 and provides a detailed study of the complex, elusive and changing patterns of documentation of the broader G8-G20 system, including electronic information.

Available in PDF, EPUB and Kindle. Book excerpt: This Adelphi Paper is the first concise yet comprehensive analysis of the role of the G8 in international peace and security. It argues that the G7/8 has a long and impressive history in the field of international security. The G7/8 has, for example, spearheaded the introduction of "low politics" and "soft security" to the top table of great power diplomacy and integrated Japan and, later Russia, into the realm of Western security discussions. In questions of war and peace the G8 does not command the legitimacy of the UN Security Council but, for the international community, is a more acceptable vehicle than unilateral action. As such the G8 can be seen as a note-worthy "second best" option after the UN Security Council. This Paper further argues that China should be admitted into the G8 first as an observer and later as a member. There is also a strong argument for the European Union to have one seat at the G8 even if such a change does not seem realistic today. The G8 bears great resemblance to the 19th century Concert of Europe. Whether it will assume a similar role in the 21st century depends in the final analysis on whether the United States welcomes such a role for the G8.

Book excerpt: ÔThis volume provides a welcome overview of the diverse ways in which informal practices and norms shape policy in national states, the European Union, and international relations. The wide range of cases that feature in the volume point to the normative and substantive importance of informality. This volume is a valuable contribution to a fascinating and under-researched topic.Õ Ð Gary Marks, University of North Carolina-Chapel Hill, US and VU Amsterdam, The Netherlands Acknowledging that governance relies not only on formal rules and institutions but to a significant degree also on informal practices and arrangements, this unique Handbook examines and analyses a wide variety of theoretical, conceptual and normative perspectives on informal governance. The insights arising from this focus on informal governance are discussed from various disciplinary perspectives, within different policy domains, and in a number of regional and global contexts. This Handbook is an important contribution that will put informal governance firmly on the map of academic scholarship with its review of the range of the different uses and effects of informal arrangements across the globe. Bringing together multidisciplinary contributions on informal governance arrangements, this Handbook will appeal to postgraduate students in political science and scholars within the field of political science and global governance.

Available in PDF, EPUB and Kindle. Book excerpt: The coup d'état which took place in Turkey on 12 September 1980 was the third in the history of the Republic, and ushered in a three-year period of military rule. Nilgün Önder investigates the economic transformation of Turkey after this coup, examining both the policies enacted under the military regime and those during the subsequent period of civilian government. Önder argues the key aspect of economic policy was that of neoliberal restructuring, and integral to this was the exclusion of organised labour from the political process. In doing so, she highlights the irony of the era: that at an official level, there was an emphasis upon neoliberal economic values, such as limited state involvement. And yet at the same time, policies were enacted which were aimed at a more interventionist position when it came to industrial relations. It was through new legislation and bureaucratisation of the industrial relations system that the state transformed the Turkish economy, attempting to open it up to foreign investment and trade: in effect creating the foundations of Turkey's current economic success. The Economic Transformation of Turkey examines the relations between state and labour during this period by concentrating on the form of state and political regime. As a result, Onder highlights the continuation of neoliberal restructuring and the accompanying anti-labour policy in Turkey throughout the 1980s and 1990s, despite the transition to democratic rule. Shaped by the theory that the form of rule and the actions of organized interests in a particular society are conditioned by the constraints of the world political-economic order, this book explores the networks of interactions between global capital and international institutions, on the one hand, and the state and domestic social forces in Turkey on the other.
