The consultation contributes to a broad reflection on the EU Arctic policy faced with new challenges and opportunities, including the EU's objectives under the European Green Deal and the EU's International Ocean Governance agenda. The results of the consultations will help the European Commission and the EEAS to re-examine the role of the EU in Arctic affairs and update the 2016 Joint Communication on an integrated European Union policy for the Arctic. Fighting climate change and its impacts and protecting the environment are key objectives for the region. Promoting sustainable development in the Arctic to the benefit of those who live there, including indigenous peoples, is another priority for the EU. Therefore, it is essential that the EU continues improving its knowledge of the changes happening in the Arctic regions and identifying sustainable responses. Science, innovation and strong support for multilateral cooperation underpin the EU's approach to the Arctic. High Representative/Vice-President Josep Borrell Fontelles and Virginijus Sinkevičius, Commissioner for Environment, Oceans and Fisheries, have made the update of the EU's Arctic policy to tackle the challenges in the years ahead a priority. The process consisted of a formal public consultation with a wide range of stakeholders. In addition to the consultation, throughout the second half of 2020, the EEAS and the Commission services participated in numerous meetings, presentations and seminars to collect stakeholders' and international partners' views and discuss possible ways forward.

However, it lacks effective provisions or mechanisms to ensure that all ocean space and related problems are dealt with holistically. With seemingly no opportunity for revision due to the Conventions burdensome amendment provisions, complementary mechanisms dealing with such aspects of global ocean governance including maritime transport, fisheries, and marine environmental sustainability, have been developed under the aegis of the United Nations and other relevant international organizations. This approach is inherently fragmented and unable to achieve sustainable global ocean governance. In light of the Sustainable Development Goals (SDGs), particularly Goal 14, the IMLI Treatise proposes a new paradigm on the basis of integrated and cross-sectoral approach in order to realise a more effective and sustainable governance regime for the oceans. This volume focuses on the role of UN as the central intergovernmental organization responsible for global ocean governance. It examines the ocean governance challenges and how the present legal, policy, and institutional frameworks of the UN have addressed these challenges. It identifies the strengths and weaknesses of UN legal structures and offers tangible proposals to realize the ambition of a global ocean governance system.

MARIBE went on to examine with companies, real projects for the combination of marine industry sectors into multi-use platforms (MUPs). The purpose of this book is to publish the detailed analysis of each prospective and established maritime business sector. Sector experts working to a common template explain what these industries are, how they work, their prospects to create wealth and employment, and where they currently stand in terms of innovation, trends and their lifecycle.
