Book excerpt: Seventy years have passed since the end of the Asia-Pacific War, yet Japan remains embroiled in controversy with its neighbors over the war’s commemoration. Among the many points of contention between Japan, China, and South Korea are interpretations of the Tokyo War Crimes Trial, apologies and compensation for foreign victims of Japanese aggression, prime ministerial visits to the Yasukuni Shrine, and the war’s portrayal in textbooks. Collectively, these controversies have come to be called the “history problem.” But why has the problem become so intractable? Can it ever be resolved, and if so, how? To answer these questions author Hiro Saito mobilizes the sociology of collective memory and social movements, political theories of apology and reconciliation, psychological research on intergroup conflict, and philosophical reflections on memory and history. The history problem, he argues, is essentially a relational phenomenon caused when nations publicly showcase self-serving versions of the past at key ceremonies and events: Japan, South Korea, and China all focus on what happened to their own citizens with little regard for foreign others. Saito goes on to explore the emergence of a cosmopolitan form of commemoration taking humanity, rather than nationality, as its primary frame of reference, an approach increasingly used by a transnational network of advocacy NGOs, victims of Japan’s past wrongdoings, historians, and educators. When cosmopolitan commemoration is practiced as a collective endeavor by both perpetrators and victims, Saito argues, a resolution of the history problem—and eventual reconciliation—will finally become possible. The History Problem examines a vast corpus of historical material in both English and Japanese, offering provocative findings that challenge orthodox explanations. Written in clear and accessible prose, this uniquely interdisciplinary book will appeal to sociologists, political scientists, and historians researching collective memory, nationalism and cosmopolitanism, and international relations—and to anyone interested in the commemoration of historical wrongs. Roosevelt There is considerable reason to believe President Roosevelt's statement is quite true, thus the "financial element in the large centers" shares responsibility and blame for the tens, if not hundreds, of thousands of war deaths in the last two decades. The people of the world need protection from those responsible for provoking nations to war. In the United States this responsibility lies with all elements in the highest levels of government, the decision makers. It lies with those who tinker with political and economic machinations, most likely for the advantage of "a financial element in the large centers." These are probably people young enough and sufficiently uninformed to have no conception of the atrocity of the nuclear confrontations and conflagrations to which they are quite possibly leading the world. This group of people may include most people serving in the U.S. Congress and from personal experience many in the U.S. Military. I have my doubts whether Presidents have seen all of the results of the world's first nuclear war; they are probably shielded from this. Photographs of the victims were confiscated and held confidential for more than 22 years after 1945. There were well more than 210,000 victims; not many photographs were made and survived. You can learn from this book a tiny fraction of the truth about what happens to people caught in nuclear war. (Although the truth from more than 210,000 will never be heard.) In a future war there would be hundreds of thousands, more likely hundreds of millions, of victims. The United States government has not revealed this kind of truth about its first nuclear war. As of early 2014 no sitting president has ever visited Hiroshima or Nagasaki. In Chapter 5 a solution is suggested to save us all from our "nuclear madness". Tracing the narrative arcs of politically marginalized figures, Watanabe shows how Eiga’s female authors adapted the discourse and strategies of The Tale of Genji to rechannel wayward ghosts into the community through genealogies that relied not on blood but on literary resonances. These reverberations, highlighted through comparisons to contemporaneous accounts in courtiers’ journals, echo through shared details of funerary practices, political life, and characterization.
