Book excerpt: Once one of the world's largest staple food producers, Angola is now known as a major oil exporter - the second largest producer in sub-Saharan Africa. Angola is also the world's fourth largest producer of rough diamonds in terms of value, with the potential to become one of the leading global diamond producers. In addition to oil and diamonds, the country is well endowed with agricultural resources which remain mostly untapped. However, despite the country's significant natural wealth, a prolonged civil war, the rapid development of the oil sector, and the policies pursued after Independence in 1975 have left the Angolan economy in a unique situation, characterized by very uneven indicators of development. The Angolan economy is now experiencing massive oil windfall gains that are expected to last throughout the next decade. Since oil rents are to a large part concentrated in the public sector, the question of how the oil revenue should be spent and distributed across present and future generations becomes key to any economic development strategy. This study identifies six core areas where a strategic approach for the development of a broad-based growth strategy is required: (i) the incomplete transition to a market economy; (ii) macroeconomic management; (iii) governance and transparency in the management of the mineral wealth; (iv) the business environment; (v) agriculture; and (vi) public service delivery to the poor.

Book excerpt: As governments are major buyers of goods and services, foreign companies are keen to be able to participate in procurement opportunities on an equal footing with national firms. This has given rise to the inclusion of procurement disciplines in trade agreements and to internationally-agreed good regulatory practices in this important policy area. The contributions to this book examine how the dynamic mix of bilateral, regional, plurilateral and international norms on government procurement is reflected in purchasing practices at the national level and whether these are leading to convergence in policies and approaches. The countries studied span both advanced, high-income economies and emerging economies. Some are members of the WTO procurement agreement, others are not. Most WTO members have decided not to commit to binding international disciplines on procurement in trade agreements. This book explores whether there has been nonetheless internationalization of good procurement practices, and what current public purchasing processes suggest as regards the value added of signing on to binding rules of the game in this area. The approach taken in the volume is interdisciplinary. Contributors include economists, political scientists, legal scholars, and practitioners with a solid understanding of both the extant international disciplines and national government procurement policies. This book presents the proceedings of the 33rd International Conference on Legal Knowledge and Information Systems (JURIX 2020), organised this year as a virtual event on 9–11 December 2020 due to restrictions resulting from the Covid-19 pandemic. For more than three decades, the annual JURIX international conference, which now also includes demo papers, has provided a platform for academics and practitioners to exchange knowledge about theoretical research and applications in concrete legal use cases. A total of 85 submissions by 255 authors from 28 countries were received for the conference, and after a rigorous review process, 20 were selected for publication as full papers, 14 as short papers, and 5 as demo papers. This selection process resulted in a total acceptance rate of 40% (full and short papers) and a competitive 23.5% acceptance rate for full papers. Topics span from computational models of legal argumentation, case-based reasoning, legal ontologies, smart contracts, privacy management and evidential reasoning to information extraction from different types of text in legal documents, and ethical dilemmas. Providing a state-of-the-art overview of developments in the field, this book will be of interest to all those working with legal knowledge and information systems.

Many public banks have explicit mandates to finance public water management and related public goods, and they have been doing so for decades. And yet, despite a resurgence of interest in public banks, their roles and potential in funding public water services have been largely ignored by researchers and policy makers. After the abolition of slavery in 1888 and the onset of republicanism in 1889, women's reproductive capabilities—their ability to conceive and raise future citizens and laborers—became critical to the expansion of the new Brazilian state. Analyzing court cases, law, medical writings, and health data, Cassia Roth argues that the state's approach to women's health in the early twentieth century focused on criminalizing fertility control without improving services or outcomes for women. Ultimately, the increasingly interventionist state fostered a culture of condemnation around poor women's reproduction that extended beyond elite discourses into the popular imagination.
