The Bureau of Mines has made an extensive investigation of condi tions in the coal mines in the segregated Indian lands, with a View to increasing safety and improving the mining methods employed. In the past much waste has occurred, and the steep pitch of the beds, the weak roof, and the presence of much gas makes mining difficult in many. Of the mines. This report describes the systems of mining used, points out their defects, and presents suggestions for improved methods, more especially as regards the applicability of different modifications of the panel system to mining coal in Oklahoma. These changes have degraded water quality and habitat in virtually every urban stream system. The Clean Water Act regulatory framework for addressing sewage and industrial wastes is not well suited to the more difficult problem of stormwater discharges. This book calls for an entirely new permitting structure that would put authority and accountability for stormwater discharges at the municipal level. A number of additional actions, such as conserving natural areas, reducing hard surface cover (e.g., roads and parking lots), and retrofitting urban areas with features that hold and treat stormwater, are recommended.
