One side of the armed conflict is composed mainly of the Sudanese military and the Janjaweed, a militia group recruited mostly from the Arab Baggara tribes of the northern Rizeigat, camel-herding nomads. The other side comprises a variety of rebel groups, notably the Sudan Liberation Movement and the Justice and Equality Movement, recruited primarily from the land-tilling Fur, Zaghawa, and Massaleit ethnic groups. The Sudanese government, while publicly denying that it supports the Janjaweed, has provided money and assistance to the militia and has participated in joint attacks targeting the tribes from which the rebels draw support. The conflict began in February 2003. Unlike in the Second Sudanese Civil War, which was fought between the primarily Muslim north and Christian and Animist south, almost all of the combatants and victims in Darfur are Muslim. The combination of decades of drought, desertification, and overpopulation are among the causes of the Darfur conflict, because the Baggara nomads searching for water have to take their livestock further south, to land mainly occupied by non-Arab farming communities.

The Post-Colonial State and Civil War in Sudan offers a thorough examination of the historical development of the Sudanese state, from an analysis of the colonial state structure to the post-colonial state struggles and from the failure of the state-led development project to the impact these had on the Darfur region. It therefore demonstrates how Sudan's political instability, recurrent civil wars and crisis of identity provide an important context for understanding why Darfur became the location of a major rebellion against the government in 2003,and in fact created the very conditions for conflict in Darfur.
