This book was released on 2018-02-28 with total page 352 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Irrigation Development and Public Water Policy This is a study of the economic and social considerations that are part and parcel of irrigation development and public water policy. No longer can an irrigation project be considered solely in terms of the engineering problems it raises. Indeed, its success depends equally upon economic feasibility and social use. Although the federal government has carried on organized activity in this field for more than fifty years, no comprehensive coverage of the problems in irrigation development has been attempted since 1927, when Ray P. Teele published his notable work on the economics of land reclamation. New concepts, new approaches and procedures, have been applied and ever more attention is being paid to the socioeconomic implications. Admittedly, the problems of irrigated agriculture and its place in public water policy are complicated and controversial; nevertheless, a full, up-to-date survey seems necessary to assess the accomplishments of the past twenty-five years. Available in PDF, EPUB and Kindle. Book excerpt: This report contains a collection of papers from a workshopâ€"Strengthening Science-Based Decision-Making for Sustainable Management of Scarce Water Resources for Agricultural Production, held in Tunisia. Participants, including scientists, decision makers, representatives of non-profit organizations, and a farmer, came from the United States and several countries in North Africa and the Middle East. The papers examined constraints to agricultural production as it relates to water scarcity; focusing on 1) the state of the science regarding water management for agricultural purposes in the Middle East and North Africa 2) how science can be applied to better manage existing water supplies to optimize the domestic production of food and fiber. The cross-cutting themes of the workshop were the elements or principles of science-based decision making, the role of the scientific community in ensuring that science is an integral part of the decision making process, and ways to improve communications between scientists and decision makers.
Book Synopsis Making a Large Irrigation Scheme Work by : Djibril Aw
Download or read book Making a Large Irrigation Scheme Work written by Djibril Aw and published by World Bank Publications. This book was released on 2005 with total page 180 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Making a Large Irrigation Scheme Work provides a history of irrigation management in Mali from colonial times to post-independence. It looks at how irrigation management reforms came about at Mali?s Office du Niger and how relevant this reform process is for irrigation schemes in other countries. Mali?s irrigation scheme was an outcome of colonial settlement with the corresponding lack of rights for cultivators to own land, process paddy, and market rice. Post-independence, a coalition of government and irrigation agency staff contributed to governmental unwillingness to reform the scheme?s management. Government interest lay in satisfying the growing demand for rice from its burgeoning urban constituency and a fear of riots in response to rice shortages and high prices. It?s interest also lay with maintaining the support of the agency?s staff. The authors analyze how field teams, funded by bilateral donors, shaped technical and institutional change to fully reform management and how grain market reforms provided farmers stronger incentives and raised yields. The combination of changes inside and outside the scheme gradually shifted the balance of power and led to a stakeholder setup in which organized farmers replaced the agency. Regime change to multiparty democracy and policy change toward economic liberalization then opened a window of opportunity that the government used to consolidate the reforms and the new balance of power. The success of the reform process lies in the way Mali?s government came to commit to the irrigation reforms. The paper indicates how commitment by other governments may be achieved by using the same and other tools. Making Large Irrigation Schemes Work is a useful resource for professionals involved in the transfer of management authority from government to user associations."
Book Synopsis Determinants of Success of Collective Action on Local Commons by : Kadir Osman Gyasi
Download or read book Determinants of Success of Collective Action on Local Commons written by Kadir Osman Gyasi and published by Peter Lang Publishing. This book was released on 2005-01-01 with total page 176 pages. Available in PDF, EPUB and Kindle. Book excerpt: The growing recognition of the potential of local institutions to assure the sustainability of natural resources has motivated the devolution of the management and responsibility over local commons from the state to local user groups. In Ghana, farmer management of irrigation systems has become an important component of policies for irrigation development and reform. While numerous examples of successful local irrigation management exist in different parts of the world, there are several cases of failure that sometimes lead to a complete system breakdown. Using a dataset from community managed irrigation schemes in northern Ghana, this study examines the reasons why communities differ in terms of economic, distributional and environmental outcomes of the devolution program. Among others, the study finds the resistance of landlords to a land redistribution policy to have a detrimental effect on the success of collective action for local management of the irrigation schemes. The ability of the user groups to tackle local asymmetries for promoting equity and forming appropriate institutions to motivate cooperative behavior is essential for achieving sustainable local management of the irrigation schemes.
