Available in PDF, EPUB and Kindle. Book excerpt: This volume is meant to be a modest contribution to the ongoing debate about the transitions away from the administrative planning environment typical of the former communist regimes. The central subject matter is a fairly special one, namely the privatization of these economies together with the restoration and effective monitoring of property rights. These are paramount tasks of the ongoing transformations once progress toward pOlitical democracy is secured. Though I would not allot divestment of existing state-owned assets the kind of pivotal importance that some observers reserve for it, changing rules on the utilization of these assets is evidently at the core of what the transition toward market-based economic systems should be all about. Rather than examining the entire range of issues that surround the controvery on privatization, this volume is primarily concerned with the economics of taking the state out of the decision making about existing assets. Among the several aspects of this discussion three stand out. One is the establishment of clear property rights. This is fundamental to minimize trans action costs in an environment where decisions will increasingly be taken by independent economic agents acting on their own account. Second, I look only incidentally at the various angles of creating capital markets, particularly for existing assets, in these economies.

David Dyker argues that the current impasse can can only be understood in the context of the failure of 60 years of central planning. He analyses both the problems besetting the centrally planned system and those that have paralysed perestroika and assesses whether the most ambitious attempt ever to reform the Soviet economy will succeed.

Book excerpt: This ground-breaking new volume focuses on the interaction between political, social, and economic change in Central and Eastern Europe and the New Independent States. It includes a wide selection of analytic papers, thought-provoking essays by leading scholars in diverse fields, and an agenda for future research. It integrates work on the micro and macro levels of the economy and provides a broad overview of the transition process. This volume broadens the current intellectual and policy debate concerning the historic transition now taking place from a narrow concern with purely economic factors to the dynamics of political and social change. It questions the assumption that the post-communist economies are all following the same path and that they will inevitably develop into replicas of economies in the advanced industrial West. It challenges accepted thinking and promotes the utilization of new methods and perspectives.

Available in PDF, EPUB and Kindle. Book excerpt: What has happened to Russia since the collapse of communism in 1991 and where is the country going in the new century? Russia has escaped widespread social disorder or political collapse, but few observers would argue that the situation has stabilized. Seventeen distinguished scholars from the United States, Russia, and Europe analyze the institutions, social forces, and ideas that are transforming Russia and are, in turn, being transformed in Russia today. The first multidisciplinary assessment of the Yeltsin era, Russia in the New Century: Stability or Disorder? focuses on superpresidentialism, the Constitutional Court, the military, the virtual economy, the network society, organized crime, the new entrepreneurs, workers, survival networks, Russian political parties and nationalism, and the crisis in Dagestan. Thirteen essays and the editors' introduction offer new perspectives on Russia's prospects for stability and disorder in the twenty-first century.

Available in PDF, EPUB and Kindle. Book excerpt: Published in 1999, this work examines the crucial role played by unofficial and underground activities in the transitional economies of Central and Eastern Europe and new independent states. Countries undergoing radical transformations from socialism to capitalism experience fundamental changes in institutional rules governing property rights, government regulations, taxation and the appropriate conduct of public service. Underground and unofficial activities represents non-compliant economic behaviours involving evasion, avoidance, circumvention, abuse and/or corruption of the institutional rules as well as efforts to conceal these illicit behaviours from the view of public authorities. The book employs the conceptual framework of the new institutional economics to elaborate the theoretical relationship between underground activities and overall performance of transition economies. The social, cultural and economic causes of unofficial activities are examined as well as their consequences for economic policy and performance. Policy issues include the relationship between tax evasion and corruption, the underground economy and organized crime, state and regulation, and methods and consequences of legalization of the underground economy.

As EC integration accelerates there is the prospect of intensified inter-regional competition. This book, divided into five parts, examines in detail the changes and the challenge for policy makers. The introduction draws out the central themes of the book, addressing EC regional performance and future indicators, the enlargement and changing map of Europe and the implications for the EC of Eastern European changes. The second part deals with EC issues, particularly focusing on the economic and spatial impact of European integration. Part 3 addresses Eastern European issues, and Part 4 covers the Peripheral Regions. The final part is devoted to a policy debate, concluding with a policy agenda for the forthcoming decade.
