In the Committee's view, while the Crossings, currently managed by Severn River Crossings Plc, bring many valuable benefits including reduced journey times and improved access to customers and suppliers, there is a perception that the high cost of the toll represents a barrier to business. The Committee found that much evidence about the toll's impact is anecdotal and recommends that empirical evidence should be gathered about the economic impact of the toll on both sides of the border. The report is also critical that the inflexibility of the Severn Crossings Act does not allow the toll to be reduced without the taxpayer bearing the cost and is disappointed that it has not proved possible for the Toll to be frozen for 2011. The report concludes that the end of the concession projected for 2017, provides an opportunity to re-examine the pricing policy for the Severn Crossings. The Committee argues that once the bridge returns to public ownership and its current debt is paid off, the cost of maintenance and toll operation will be a fraction of the current monies raised by the toll charges and concludes that there is a strong case for significantly reducing the cost of the toll.

Book excerpt: The crannog on Llangorse Lake near Brecon in mid Wales was discovered in 1867 and first excavated in 1869 by two local antiquaries, Edgar and Henry Dumbleton, who published their findings over the next four years. In 1988 dendrochronological dates from submerged palisade planks established its construction in the ninth century, and a combined off- and on-shore investigation of the site was started as a joint project between Cardiff University and Amgueddfa Cymru - National Museum Wales. The subsequent surveys and excavation (1989-1994, 2004) resulted in the recovery of a remarkable time capsule of life in the late ninth and tenth century, on the only crannog yet identified in Wales. This publication re-examines the early investigations, describes in detail the anatomy of the crannog mound and its construction, and the material culture found. The crannog’s treasures include early medieval secular and religious metalwork, evidence for manufacture, the largest depository of early medieval carpentry in Wales and a remarkable richly embroidered silk and linen textile which is fully analysed and placed in context. The crannog’s place in Welsh history is explored, as a royal llys (‘court’) within the kingdom of Brycheiniog. Historical record indicates the site was destroyed in 916 by Aethelflaed, the Mercian queen, in the course of the Viking wars of the early tenth century. The subsequent significance of the crannog in local traditions and its post-medieval occupation during a riotous dispute in the reign Elizabeth I are also discussed. Two logboats from the vicinity of the crannog are analysed, and a replica described. The cultural affinities of the crannog and its material culture is assessed, as are their relationship to origin myths for the kingdom, and to probable links with early medieval Ireland. The folk tales associated with the lake are explored, in a book that brings together archaeology, history, myths and legends, underwater and terrestrial archaeology.

Today we often provide a pat answer about random or systematic sam pling, or perhaps about fieldwalking. This does not do justice to what archaeologists actually do, or to the body of theory and methods we have built up. After decades of carrying out surveys with intuitive designs, in the 1960s some archaeologists began to deal more explicitly with the design of archaeological surveys. Some seminal articles on aspects of archaeological survey design followed over the next two decades but, unlike excavation methods, archaeological survey has received no comprehensive treatment that could serve as a guide to survey practitioners. The main purpose of this book is to fill this gap. In addition, most archaeologists have been reluctant to discuss aspects of survey other than sampling and a few of the factors that influence detection probability. They have also almost completely ignored the large body of literature on search theory that cognate fields have generated. In an attempt to put archaeological survey on a consistent theoretical "and methodological basis, I have drawn on research in archaeology, math ematical earth sciences, and operations research.
