Available in PDF, EPUB and Kindle. Book excerpt: Professional service firms differ from other business enterprises in two distinct ways: first they provide highly customised services thus cannot apply many of the management principles developed for product-based industries. Second, professional services are highly personalised, involving the skills of individuals. Such firms must therefore compete not only for clients but also for talented professionals. Drawing on more than ten years of research and consulting to these unique and creative companies, David Maister explores issues ranging from marketing and business development to multinational strategies, human resources policies to profit improvement, strategic planning to effective leadership. While these issues can be complex, Maister simplifies them by recognising that 'every professional service firm in the world, regardless of size, specific profession, or country of operation, has the same mission statement: outstanding service to clients, satisfying careers for its people and financial success for its owners.'

This book was released on 2007 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The extent of work being contracted out in government and the type of work being contracted out is growing in magnitude. Government agencies wrestle with the effect this has on government operations as the daily work of many government employees is changing from that of actually conducting government work to overseeing government contractors who are now providing goods and services for government. In effect, many government employees are becoming contract managers. However, most studies of government contracting sidestep or ignore the role of individual employees in ensuring the success of contractual relationships with the private sector. Scholars in public policy are calling attention to the need to look at theories from organizational change research and apply them to the context of changing government organizations. Furthermore, organizational change theorists stress the importance of studying individuals within organizations that are undergoing transformations. Heeding this advice, this dissertation research uses the theory of readiness for organizational change from organizational change literature to develop a readiness for contracting construct to study how individual government employees respond to increasing contracting out in government. The readiness for contracting construct builds on current debates about government contracting by encompassing perceptions on the extent to which government contracting is needed and the concept of management capacity as two dimensions of the readiness for contracting construct. This study explores the relationship between readiness for contracting in the context of contracting out in government and 11 career path, involvement, and competence factors identified in the literature that may influence an individual's readiness. The results of multiple regression analysis show that an individual's readiness for contracting is positively predicted by an individual's perceptions of personal impact, information about contracting out, and management support. Results of this research support the need for more attention to be given to individual government employees in the context of government contracting from both a theoretical and pragmatic perspective.

Book excerpt: This synthesis report will be of interest to department of transportation (DOT) preconstruction engineering supervisors and program managers, contract administrators, and project managers. It will also be of interest to engineering consultants who do work for state DOTs. It describes current practice in contracting with consultants for DOT preconstruction engineering work. The synthesis documents the practices in all stages involved with obtaining consulting services, from the initial designation of projects for consultant work to project completion and acceptance procedures. The study also collected the views of selected consultants on DOT practices. Information for the synthesis was collected by surveying U. S. transportation agencies and by conducting a literature search. This report of the Transportation Research Board provides information on the history and trends in outsourcing of preconstruction engineering activities and compares current levels with those found a decade earlier. The steps in the procurement and management of consulting services are provided in detail. These include deciding on when and what to contract out and the selection, negotiation, and consultant management activities that follow. Finally, the appendixes contain numerous samples of collected forms and procedures used by a variety of states to accomplish this work.

Including lively case studies and research conducted with state and local agencies across the United States, this book provides management advice and tips on compliance to reduce costs, select the best-qualified contractors, manage contractors’ performance, and prevent corruption and waste. Utilizing the results of new research in all fifty states, author William Sims Curry offers updated best-practice documents, methodologies, and templates including: a Request for Proposal (RFP), a scorecard for proposals to select the best-qualified contractor, a toolkit for meeting socioeconomic contracting goals without compromising price, quality, or on-time delivery, and a Model Services Contract (MSC). Special consideration is given to obtaining services and products in states of emergency. Several additional resources for practitioners are available online, including sample contracts and a straightforward, inexpensive tool for tracking contractors’ progress and cost management. The roadmap and templates contained in this book and available online to readers will prove essential to state and local government agency contracting professionals and other officials and employees called upon to participate in the drafting of solicitations, writing sole source justifications, writing scopes of work, serving on advance contract planning and source selection teams, recommending award of contracts, or assisting in the management of those contracts.

Book excerpt: The Texas Department of Transportation (TxDOT) sought the services of a public institution of higher education to conduct a study of TxDOT's professional services contracting program through an Interagency Contract (IAC). The Request for Proposal (RFP) stated that it had come to TxDOT's attention that certain small firms feel disadvantaged under its professional services contracting program. While small firms enjoy success as sub-providers under the program, comparatively few are selected as prime providers. TxDOT wished to enhance the success of small firms in this regard. Two central questions were addressed in the study: 1) Relative to large firms, why are more small firms not awarded prime contracts? 2) What are the measures that can be implemented to improve the success rate of small firms, such that more small firms are awarded prime contracts? The key deliverable for the study was this Final Report.
