Book excerpt: The foreign-born population in the United States increased by 57% from 1990 to 2000 (U.S. Census, 2003). A substantial growth for minority and immigrant population groups is projected to continue over the next 20 years, and these newcomer students tend to have lower measures of achievement (National Center of Education Statistics, 2007). Most of the research available is for early grade students. A paucity of research exists for high school student newcomers. This study reviewed a single public high school as a case study in a Central Texas school district, focusing on newcomer immigrant students in Grades 9 and 10. This study adds to the understanding of educational needs for new immigrants, existing educational services for them, strategies in place to narrow the achievement gaps between immigrant and nonimmigrant students, and policies that should be developed or expanded in order to ameliorate their educational conditions. Research questions were (a) what are the achievement gaps between 9th-grade, newcomer immigrant students in Central Texas and their nonimmigrant peers; (b) what are the academic needs of 9th-grade, newcomer immigrant students in Central Texas; and (c) what strategies exist to narrow the achievement gaps between immigrant and nonimmigrant students? Evidence was found that indeed a subpopulation of immigrant teenagers arrives with significant gaps in schooling. This study revealed value in innovative, visual instructional techniques; encouraged development of interpersonal advocacy; and the most potent contribution, thoughtful and empathetic administration and teachers. Determining effective strategies, support systems, and appropriate school climate while finding other elements that work in other locations make for a successful school for newcomer immigrant students.

This volume is the first comprehensive overview of the studies conducted by ISLDN members engaged in examining how social justice leaders and leaders of high-needs schools address the social conditions, learning experiences, and performance of their students. Other international school leadership research consortia have emerged in the 21st century; however, the ISLDN is the second longest operating project, after the International Successful School Principalship Project (ISSPP). Since its creation in 2010, ISLDN scholars have delivered papers at a variety of international conferences and shared findings in research publications, including books and special issues of journals. Until now, ISLDN research findings have been disseminated separately for the project’s two strands: (a) social justice leadership and (b) leadership in underperforming high-needs schools. Therefore, the purpose of the book is to document the history and evolution of the ISLDN and to provide descriptions and reflections of the project’s research findings, methodologies, and collaborative processes across the two strands. This volume captures studies of school leaders from 19 countries representing six continents - Africa, Asia, Australia and Oceania, Europe, North America, and South America. The authors examine important external and internal contextual factors influencing schools in different cultural settings and provide insights about the values and practices of social justice leaders working in high-needs school settings. Numerous practical strategies are provided for school leaders working in schools with similar conditions. The concluding chapter by the co-editors synthesizes the structural factors, personal beliefs and values, and contextualized change management strategies that shape school leaders’ actions aimed at ensuring the best learning outcomes for their students. Besides capturing the range of findings emerging from various ISLDN studies conducted over the past decade, several chapters critically examine the project’s current contributions to the field. Authors suggest broadening the dissemination of our findings to increase the visibility of the project, expanding the research methods beyond qualitative interviews, incorporating studies from non-Anglophone countries, and augmenting the scope of our analyses and research focus. These researchers’ journeys also reveal the obstacles to and benefits of engaging in these types of international collaborative research ventures.

Book excerpt: The study explored the relationship between program placement policies regarding the education of recently immigrated students and selected outcomes for these newcomers in urban high schools located in Texas under the implementation of NCLB. In an effort to better understand the impact of such policies on immigrant learning opportunities, this research investigated how newcomers' identification and promotion, which were based upon English language proficiency testing, affected recent immigrant students' program placement, course completion and educational achievement. In addition, this study used secondary data analysis to examine how newcomers' background characteristics were associated with their grade retention rates. Finally, the relationship between students' background characteristics and newcomers' academic performance in language arts and mathematics subject areas were examined. This research attempted to answer questions including: 1) How do newly arrived youth students enrolled in newcomer programs, schools, and those enrolled in traditional English as a Second Language (ESL) programs differ with regard to characteristics, such as race, gender, socioeconomic status (SES), course completion, grade retention, and language spoken at home?, 2) How do the differences in characteristics of newly arrived youth students relate to grade retention?, 3) What is the relationship between the growth in academic achievement and newly arrived youth students' demographic characteristics while enrolled in different programs?, and 4) What kinds of learning opportunities and educational supports are provided by traditional ESL programs, newcomer programs, and newcomer schools for newly arrived youth students in northern and central Texas? Findings indicated newly arrived immigrant adolescents are consistently the most disadvantaged group due to their later start age with limited English proficiency facing a new culture. In general, recently arrived immigrant youths appear to benefit more from teachers with ESL certification as well as even much more experience for serving immigrant adolescents in a safe and caring environment, newcomer schools.

Book excerpt: This study is an examination of the social experiences and school processes that high school immigrant students from Mexico encounter during their first year in U.S. schools and the meaning the subjects attribute to those experiences and processes in relation to their academic performance. The study is designed to answer the following research questions. How do high school age, newcomer-immigrants from Mexico characterize their first year in the American school system? How do high school age, newcomer-immigrants from Mexico perceive the social experiences and school processes they encountered during their first year in an American school? What is the role of social experiences and school processes in the academic performance of high school age, newcomer-immigrants from Mexico in their first year in an American school? Thirty high school students, ages 14-20 were interviewed in this study. Parity in gender was controlled for, selecting an equal number of females and males. Data were collected using a semi-structured interview protocol that included a variety of closed and open-ended questions with opportunities for follow-up questions to clarify meaning and add depth to responses. The interview data were analyzed using the constant comparative method in order to examine, compare, conceptualize and categorize data to derive findings. Data suggest that newcomer adolescent students from Mexico generally keep a positive perception of their first year in school. The immediate obstacles faced by newcomers in schools are unfamiliar school processes, structures, grade demotion and their inability to speak English. These obstacles impact academic performance. Positive relationships with peers, teachers and other school agents are critical for confronting and overcoming these obstacles. Additionally, relations with peers were reported to be most significant in determining the academic performance of newcomers, as peers served as academic supports, language brokers, mentors, and champions of other newcomers. Of noticeable concern, however, is that peer relationships were defined almost entirely as relationships with other newcomers, and dominated by interactions in Spanish, suggesting a degree of social and linguistic isolation at schools. Moreover, interview data suggest that only about half the participants felt like their teachers knew them, tried to know them or catered to their linguistic and or academic needs. Only a quarter of the participants reported having minimal relationships with non-teacher school employees. Data analyzed by gender suggest that females have a more positive appraisal of their first year experience than their male counterparts, report more positive relations with peers and adults on campus than their male counterparts, and have a more positive outlook on those relationships than male participants. Data also suggest an association between age and participants' perceptions of school, and the development and perceptions of relationships with peers and adults on campus. Findings for each age group in the study shows that as the participants increase in age, their perceptions of their school experience improves, the nature of their relationships with adults and peers is more positive, and their appraisal of those relationships is also more positive. Lastly, participants reported that learning English quickly, improving relations with peers and adults on campus, in addition to gaining a better understanding of school processes earlier in their experience can lead to improved academic performance.

Book excerpt: This dissertation is a qualitative case study of a program where binational program established by the University of Texas to lower the Hispanic high school dropout rate in the United States. The Language Learners at the University of Texas at Austin Center for Hispanic Achievement (LUCHA) program is the focus of this dissertation. The LUCHA program serves immigrant Hispanic students who account for 34% of the 45% Hispanic dropout rate reported by NCES. The theoretical framework employed included the theories of cultural and social capital and the theory of caring to answer the following questions: 1) What challenges had to be met in order to initiate and develop the LUCHA program, a binational education program to combat the high dropout rate among Latino immigrants?, and 2) What can be learned from the implementation and practice of the LUCHA program in school districts with almost identical, homogenous population, and different levels of success with the program. Data was collected in Mexico and the United States and included participants involved in the program at different levels ranging form political involvement in Mexico to immigrant students in South Texas Valley school districts where the program started operations in 2006. The researcher was a participant in this study. The innovative ideas developed and instituted to reduce the Hispanic dropout rate included equipping schools with essential/core and English as a Second Language courses produced in Mexico, validating prior high school credits students had from Mexico through a transcript analysis service, obtaining Mexican transcripts for immigrant students who could not deliver them to schools, and diagnostic tests produced in Mexico for immigrant students with interrupted schooling. These services and their delivery were modified and adapted to meet the changing needs and graduation requirements of students and the educational bureaucracy in the U.S. This study brings to light the skills sets, assumptions, and characteristics of people needed to create binational agreements of cooperation. This research suggests that the perception of caring (Noddings, 1984) of educational agents in schools and school districts influences the level of success of the program in schools with almost identical populations.

Book excerpt: The central purpose of this qualitative study was to examine, from the transnational and cultural capital perspectives, transition, integration, and success in higher education through the lived experiences of first generation, foreign-born immigrant students legally residing in the U.S. Transnationality and cultural capital theories have been determined as being important for seeking responses to the raised research questions of this study. A transnationality theory allowed me to deeply understand the participants' migration experiences and their influences on the students' educational practices, while acquisition of cultural capital in this study focused on exploring factors such as family background, cultural values and expectations, background education and social class investment that influence academic success. Although this study focused on both genders, it paid specific attention to the female participants' voices in the analysis. In-depth, 55- to 120-minute semi-structured interviews with a brief demographic survey at the beginning of each interview were the major source of data for this study. Additionally, interview field notes and post-interview reflective notes in accordance with the research purpose were employed to ensure triangulation of the data. The findings of the study support researchers and expand awareness of higher educational professionals and policy makers regarding the unique transnational experiences and needs of first generation, foreign-born immigrant students, including women, in their transition and success in the U.S. higher education system.

Historically, Latinos have had lower levels of educational attainment than Whites and other ethnic groups in the United States. The current study explored how a student's social context in sophomore year is associated with his/her college aspirations and college expectations, and how these factors then influence subsequent college preparatory behaviors and college application in senior year. Differences in the role of social context were explored in Latino students and White students. Secondary data analysis was conducted using the Texas Higher Education Opportunity Project (THEOP) dataset, which provided longitudinal data for 2,875 Texas high school students. Hopes and Fears theory of future orientation was used as the guiding framework for the analysis of future orientation. Bivariate and multivariate logistic regression analyses were used to address the research questions. College preparatory behaviors and college application at senior year had the strongest associations with the social contextual variables at sophomore year that were most proximal to the students, namely family and friends. For all students, iv grade point average, graduation track, parent education in sophomore year were all significant predictors of college preparatory behaviors and college application in senior year. Parental encouragement to go to college in sophomore year was a significant predictor of college preparatory behaviors and college application at senior year among Latino students, but not among White students. Conversely, having more than three friends who planned to attend college or having a sibling who dropped out of high school was predictive of college preparatory behaviors and college application among White students, but not among Latino students. Implications for interventions and future research are discussed.
