Available in PDF, EPUB and Kindle. Book excerpt: A better future for the middle class is no longer an aspiration. It is a necessity. The disintegration of the American Dream is more visible than ever before. The understanding—the contract—that existed between individuals willing to work and contribute and a society willing to support those individuals when they needed it is falling apart. Now is the time to draft a new contract with America's middle class. One that rewards work and service, improves upward mobility, and reduces inequality. In A New Contract with the Middle Class Brookings senior fellows Isabel Sawhill and Richard Reeves outline the foundations of what that new contract should be, based on discussions they had across the country with middle-class Americans. Sawhill and Reeves' recommendations provide solutions to issues that came up time and time again in these conversations: money, time, relationships, health, and respect. Some of the bold recommendations included in A New Contract with the Middle Class: • Eliminate virtually all income taxes paid by the middle class. • Raise the minimum wage and subsidize wages below the median with a worker tax credit. • Offer scholarships for those who undertake at least a year of national service. • Ensure four weeks of paid leave per year. • Align school and working hours and boost child care to help working parents. America is only as strong as the American middle-class. A New Contract with the Middle Class proposes a new way forward.

Book excerpt: In FY 2008, the Dept. of Educ. dist. approx. $96 billion in fed. student financial aid, incl. $14.6 billion in Pell Grants to low- and middle-income students, to help them pay for higher educ. exp. Much of this aid was dist. based on a formula that is used to identify students who need financial assistance. How much a family can afford to contribute to college costs depends on a variety of factors, incl. the cost of living where a family resides. This report addresses these questions: (1) How does the current fed. financial aid formula affect students in different geo. areas? (2) What options exist for modifying this formula to reflect geo. cost-of-living differences? (3) How would adding a cost-of-living adjustment to the formula affect the fed. financial aid system?

Available in PDF, EPUB and Kindle. Book excerpt: As the cost of higher education continues to rise, students and their families find it increasingly difficult to navigate the financial aid maze. In Redesigning the Financial Aid System, economist Robert Archibald examines the history of the system and its current flaws, and he makes a radical proposal for changing the structure of the system. Archibald argues that one of the problems with the current model—in which universities are responsible for the majority of grants while the federal government provides student loans—is that a student cannot know the final price of attending a given institution until after he or she has applied, been accepted, and received a financial aid offer. As a result, students remain largely uninformed about the cost of their college educations until very late in the decision-making process and so have difficulty making a timely choice. In addition, financial aid information is kept private, creating confusion over the price of a college education and the role of financial aid. Under Archibald's proposed reforms, the federal government would assess a student's financial need and provide need-based grants, while institutions would be responsible for guaranteeing student loans. Not only would this new system demystify financial aid and allow students to be better informed about the cost of college earlier in the process, but it would greatly simplify the application procedure and prevent financial aid allocation from contributing to the problem of rising tuition costs. Archibald's clear explanation of the current system—its impact, strengths, and weaknesses—as well as his plans for reform, will be of interest to educators, administrators, students, and parents.

Book excerpt: America's financial-aid system has become almost impossible to navigate and burdensome for those who need it most. Tuition and fees are skyrocketing, forcing almost half of college-going students to borrow. Low and middle-income students are taking on frightening levels of debt. Bachelor's degree recipients leave school with an average of $26,600 in debt, and over 100,000 students are shut out of college each year, with cost concerns acting as a major limiting factor. We must and can do better for students willing to work hard to learn their way into the middle class. The Education Trust proposes a college-aid redesign--a new system that shares responsibility among the federal government, states, institutions of higher education, and students to help low-income students attend and complete college with no loans and middle and upper-middle income students to do the same with no-interest loans. Book excerpt: This volume presents transcripts of seven hearings held in May, 1991, on the reauthorization of the Higher Education Act of 1965. Of the hearings held in the District of Columbia the first focused on the Pell Grant and Stafford Loan programs and featured witnesses from around the country addressing educational finance. The second hearing focused on the process of accreditation, certification and licensing that determines institutional participation in the Federal student aid programs and featured witnesses from educational institutions, and professional associations. The final hearing presented the testimony of college executives, representatives of educational associations and others on Title VI (which supports international education) and Title III (concerned with institutional aid and funding for institutional facilities). The hearings in other cities provided an opportunity for legislators to hear additional suggestions and recommendations from students, teachers, administrators, institutional executives and state agencies on the reauthorization of higher education programs. Included are the prepared statements of the witnesses as well as additional statements, correspondence and supplemental material. (JB)
