Book excerpt: In this report the authors examine high school completion and postsecondary enrollment (a.k.a. "educational attainment") of the cohort of 9th grade students who were in the Milwaukee Parental Choice Program (MPCP) at the beginning of their state-mandated evaluation of the MPCP in 2006. After tracking the MPCP 9th graders following the 2006-07 year and comparing them to a carefully matched sample of 9th graders who were in Milwaukee Public Schools (MPS) during the 2006-07 year, they use a combination of parent surveys and administrative (school) records to estimate attainment. Overall, the primary finding of this report is that MPCP students had slightly higher rates of attainment than their MPS counterparts. This difference is primarily explained by the fact that more MPCP than MPS students both graduated from high school and enrolled in a four-year college. Some of the MPCP attainment benefit appears to be due to family background, as the attainment differences between their MPCP and MPS samples become smaller and lose statistical significance when they control for such factors as mother's education, income, two-parent families, and religious attendance in attending a two-year or technical college. Students in both sectors were far more likely to graduate and enroll in college if they remained in their initial sector (always in MPCP or always in MPS) from 2006-07 to 2009-10. This effect was stronger than any other attainment outcome they estimated, although it was particularly strong for MPCP students. Milwaukee is home to one of the nation's largest and longest-running school choice programs. If there are systemic effects from expanding school choice we should be able to see them in Milwaukee. This paper also introduces a novel method for analyzing systemic effects. Taking full advantage of student-level data, we develop a new measure of those effects based on the extent of voucher options that each student has each year. The idea behind this measure is that school systems face greater competitive pressure to serve students well when students have more options to leave. This type of measure might be useful for future analyses of systemic effects. Using this new approach, we find that students fare better academically when they have more options from Milwaukee's voucher program. The effects are modest in magnitude, but they are robust to multiple specifications of the model. (Contains 8 tables and 6 footnotes.) They consider students enrolled in the MPCP in either 8th or 9th grade in 2006, and a comparison sample of students enrolled in the Milwaukee Public Schools. They find that, as of September 2011: (1) Students enrolled in MPCP in 2006 in either 8th or 9th grade compared to students enrolled in MPS at the same time: (a) Were somewhat more likely to have graduated high school; (b) Were less likely to enroll in a two-year or technical post-secondary institution; (c) Were more likely to enroll in a four-year post-secondary institution; and (d) Dropped out of high school for similar reasons, most notably a poor academic experience; (2) MPCP students who were in 9th grade in 2006 were more likely to both graduate and persist with two years of enrollment in a four-year post-secondary institution; (3) MPCP and MPS students who did enroll in a post-secondary institution were most likely to attend one of three colleges: University of Wisconsin-Milwaukee, the University of Wisconsin-Whitewater, and Alverno College; and (4) Among MPCP and MPS students who attended other post-secondary institutions: (a) MPCP students were more likely to enroll in a religious or otherwise private four-year institution; (b) MPCP students attended institutions with slightly higher average tuition levels; (c) MPCP students attended institutions with slightly lower SAT and ACT scores; and (d) MPCP students attended institutions with statistically similar rates of applicant acceptance. A novel method, using geocoding, was proposed for measuring the degree of competition within the city of Milwaukee and, in turn, for determining whether such competition has increased or decreased the achievement of public school students. Though a more traditional measurement of competition was eventually used in lieu of geocoding, the authors of the study determined that the overall effect of competition on student outcomes was positive over the seven-year span for which data were available. Specifically, it was argued that increased school choice improves the academic performance of students in traditional public schools who are voucher eligible by means of system-wide competitive pressures. Based on a review of several key issues--including statistical modeling and control, effect size interpretation, the role of explanation in causal inference, and the validity of reported conclusions--the practical effect of competition through vouchers appears to be small, if not negligible. It is also suggested that a number of methodological issues would benefit from greater clarity. (Contains 12 notes.) Book excerpt: This paper is the first summary of two studies and 10 years of evaluating the Milwaukee Parental Choice (voucher) Program (MPCP). This paper discusses school voucher evaluations in general terms and how these studies are carried out. The paper outlines the types of studies completed in "Study I" and "Study II" and the results of those studies. The focus of these studies was on student achievement comparisons between voucher and non-voucher public school students using value-added approaches over five-year periods. "Study II" was able--for the first time--to study high school graduation and college enrollment (attainment). Control groups for "Study I" were: a matched random sample of low-income Milwaukee Public School (MPS) students; and, as a secondary comparison, the entire MPS low-income student population. A more complex matching process was used to pick a control group matched to grade-level random samples of voucher students in "Study II". Low-income students were offered educational vouchers in lieu of tuition to attend private schools in Milwaukee. In "Study I", only secular private schools (23 at most) were in the program; in "Study II", both secular and religious private schools were allowed (approximately 115) to enroll voucher students. Both studies were observational with suitable comparison groups. In both studies a wide range of data were collected over five-year periods including standardized test scores, parent and student surveys, teacher and administrator interviews, and school-level case studies. Both studies conclude that there were no major achievement (test score) differences between voucher and non-voucher samples, but that "Study II" voucher students graduated from high school and attended and persisted in four-year colleges at higher rates than their non-voucher MPS counterparts.

Book excerpt: The Milwaukee Parental Choice Program (MPCP) was established in 1990 as the first urban education reform in the U.S. built around the idea of permitting parents to enroll their children in private schools of their choosing at government expense. In its first year of operation, the MPCP or "Choice" program enrolled 341 students in the seven secular private schools participating in the program. This report provides an overview of the MPCP and the author's and his colleagues' plan for evaluating it over the five-year period from 2006-2007 to 2010-2011. The third year of the comprehensive longitudinal evaluation of the Milwaukee Parental Choice Program by the School Choice Demonstration Project has produced an interesting set of medium-term findings as well as the conditions for more far-reaching results in the future. The author and his colleagues have established that, two years after being carefully matched on important characteristics, students in their MPCP and MPS (Milwaukee Public School) panels are demonstrating achievement gains in reading and math that are generally equivalent. They have documented the frequency and patterns of school-switching in the city. They have confirmed that both the MPCP and the MPS have recently shed their respective sectors of many low-performing schools. They have displayed a rough and limited snapshot of the average performance of Choice students in certain grades that suggests they tend to perform at levels roughly comparable to similarly income-disadvantaged students in MPS and better than low-income students in urban areas across the U.S. They have found that Milwaukee families tell that their child's commitment to education and study habits are more important harbingers of academic success to them than are test scores. Finally, they have determined that school choice in Milwaukee has neither worsened nor improved the levels of racial segregation in the city's public and private schools. Since those early years, school choice in the forms of private school vouchers, public charter schools, and public school open enrollment have spread across almost all of the country. Longitudinal evaluations of the effects of the Milwaukee Parental Choice Program (MPCP), the voucher program initiated by Governor Thompson, indicate that student achievement outcomes were not consistently affected by vouchers but other vital student outcomes, including educational attainment, civic values, criminal proclivities as well as parent and student satisfaction were positively influenced by participation in private school choice. A generally similar pattern of results applies to public charter schools and open enrollment. Parents across the U.S. tend to have more educational options in no small part due to the pioneering initiatives of Tommy Thompson. Although the evidence on school choice, and the desirability of the policies themselves, remains fiercely contested 30 years later, our assessment is that, on balance, disadvantaged families in Wisconsin and elsewhere are no worse off and most likely somewhat better off if they have availed themselves of the school choice opportunities that Governor Thompson helped to make possible.
