Download or read book Managing the Coordination of Service Delivery in Metropolitan Cities: the Role of Metropolitan Governance written by Enid Slack and published by World Bank Publications. This book was released on 2007 with total page 67 pages. Available in PDF, EPUB and Kindle. Book excerpt: Abstract: This paper examines different models of governing structure found in metropolitan areas around the world. It evaluates how well these models achieve the coordination of service delivery over the entire metropolitan area as well as the extent to which they result in the equitable sharing of costs of services. Based on theory and case studies from numerous cities in developed and less developed countries, the paper concludes that there is no "one size fits all" model of metropolitan governance. Other observations from the case studies highlight the importance of the process of implementing a metropolitan structure, the need to match fiscal resources with expenditure responsibilities, the need to have a governance structure that covers the entire economic region, and the critical importance of having a strong regional structure that ensures that services are delivered in a coordinated fashion across municipal boundaries.

Available in PDF, EPUB and Kindle. Book excerpt: This study tackles a question largely neglected in the debate in economics about local government structure: What impact does the structure of government have on poverty? Using data from the 2000 Census and the 2002 Census of Governments for 331 Metropolitan Statistical Areas, I model the poverty rate as a function of government structure and other factors and test how the structure of government in U.S. metropolitan areas affects poverty rates. I find that as the number of general-purpose governments per 100,000 population increases, the poverty rate increases. These results offer some support for the conclusion that having more local governments leaves low-income households behind and also present a potential downside to Tiebout's solution for the provision of public goods.

This book was released on 2000 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Citizens in U.S. metropolitan areas receive goods and services provided by sub-county governments that include municipalities/townships, school districts, and special districts. Beginning with Tiebout, economists have theorized that economic factors play an important role in determining the observed variation in local government structure across U.S. metropolitan areas. Earlier cross-sectional studies have shown that greater variation in the economic and demographic characteristics of residents, holding all else constant, exerts a positive effect on the number of local governments in a metropolitan area at a point in time. Here, we examine the effect that a change in the variation in these economic characteristics has on the change in the number of local governments over the decade 1982 to 1992. We find evidence that in even the relatively short period of ten years, increased variation in household income in a metropolitan area leads to more, or smaller, local school districts and special districts within a metropolitan area. Our findings are consistent with Tiebout's model and offer further evidence in support of the theory that has become the cornerstone of economic thinking on local public finance.

Download or read book Governance and Opportunity in Metropolitan America written by National Research Council and published by National Academies Press. This book was released on 1999-09-10 with total page 359 pages. Available in PDF, EPUB and Kindle. Book excerpt: America's cities have symbolized the nation's prosperity, dynamism, and innovation. Even with the trend toward suburbanization, many central cities attract substantial new investment and employment. Within this profile of health, however, many urban areas are beset by problems of economic disparity, physical deterioration, and social distress. This volume addresses the condition of the city from the perspective of the larger metropolitan region. It offers important, thought-provoking perspectives on the structure of metropolitan-level decisionmaking, the disadvantages faced by cities and city residents, and expanding economic opportunity to all residents in a metropolitan area. The book provides data, real-world examples, and analyses in key areas: Distribution of metropolitan populations and what this means for city dwellers, suburbanites, whites, and minorities. How quality of life depends on the spatial structure of a community and how problems are based on inequalities in spatial opportunityâ€"with a focus on the relationship between taxes and services. The role of the central city today, the rationale for revitalizing central cities, and city-suburban interdependence. The book includes papers that provide in-depth examinations of zoning policy in relation to patterns of suburban development; regionalism in transportation and air quality; the geography of economic and social opportunity; social stratification in metropolitan areas; and fiscal and service disparities within metropolitan areas.
