Available in PDF, EPUB and Kindle. Book excerpt: The Solidarity-led government which came into power in Poland in Autumn 1989 faced two enormous tasks. First, to stabilize an economy prone to hyperflation. Second, to replace a crumbling command system in favour of a market mechanism, in a country whose market institutions had been destroyed under forty years of communist rule. This book recounts the events of this period and the course taken by the new government, and analyzes the significance of this for the transition process in Poland and elsewhere.

Book Synopsis Structural Adjustment, Ownership Transformation, and Size in Polish Industry by : Stefano Paternostro
Download or read book Structural Adjustment, Ownership Transformation, and Size in Polish Industry written by Stefano Paternostro and published by World Bank Publications. This book was released on 1999 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: July 1996 The authors argue that significant adjustment took place in Polish industry after Poland's 1990 reforms. They analyze data on two- and three-digit manufacturing industries, disaggregated by firm ownership and size. By applying a statistical model to labor productivity growth, they try to disentangle structural determinants of the recovery from cyclical determinants. They contend that structural determinants outweigh cyclical ones. They find that the productive response of state enterprises was markedly different from that of private firms--private firms outperformed state enterprises (just as anecdotal evidence suggested). Size also matters, at least among private firms. Generally, there seem to be increasing returns to scale for private firms, except for very large enterprises (many of which were previously state-owned and may need further restructuring). The fact that size does not appear to matter among public enterprises suggests that several of them have not yet adopted optimal technologies and production processes.

This book was released on 2005 with total page 344 pages. Available in PDF, EPUB and Kindle. Book excerpt: The term 'adjustment' relates to the use of policy instruments to effect structural changes in the economic environment, in order to help facilitate growth promotion through improvements in productivity and market competition. This publication examines the reallocation of labour and capital to achieve more efficient use of new sources of competition, technological change and shifting consumer preferences, whilst limiting adjustment costs for individuals, communities and society as a whole. Based on specific sectoral case studies, it includes analysis of the adjustment challenge and policy framework in both developed and developing countries, together with practical recommendations for good practice.

Book Synopsis Does What You Export Matter? by : Daniel Lederman
Download or read book Does What You Export Matter? written by Daniel Lederman and published by World Bank Publications. This book was released on 2012-06-18 with total page 153 pages. Available in PDF, EPUB and Kindle. Book excerpt: Does what economies export matter for development? If so, can industrial policies improve on the export basket generated by the market? This book approaches these questions from a variety of conceptual and policy viewpoints. Reviewing the theoretical arguments in favor of industrial policies, the authors first ask whether existing indicators allow policy makers to identify growth-promoting sectors with confidence. To this end, they assess, and ultimately cast doubt upon, the reliability of many popular indicators advocated by proponents of industrial policy. Second, and central to their critique, the authors document extraordinary differences in the performance of countries exporting seemingly identical products, be they natural resources or 'high-tech' goods. Further, they argue that globalization has so fragmented the production process that even talking about exported goods as opposed to tasks may be misleading. Reviewing evidence from history and from around the world, the authors conclude that policy makers should focus less on what is produced, and more on how it is produced. They analyze alternative approaches to picking winners but conclude by favoring 'horizontal-ish' policies--for instance, those that build human capital or foment innovation in existing and future products—that only incidentally favor some sectors over others.
Book Synopsis Reinventing Poland by : Martin Myant
Download or read book Reinventing Poland written by Martin Myant and published by Routledge. This book was released on 2008-03-03 with total page 353 pages. Available in PDF, EPUB and Kindle. Book excerpt: The end of communism and accession to the European Union have had a huge impact on Poland. This book provides an overall assessment of the post-1989 transformation in Poland. It focuses in particular on four key themes: economic transformation and its outcomes; the heritage of the past and national identity; regional development in Poland including the implications of EU accession for regional development; and political developments both before and after EU accession. In addition the book shows how changes in all these areas are related, and emphasises the overall common themes. The book is in memory of George Blazyca, of the University of Paisley, whose work on the political economy of transition in Poland is highly regarded, and who did a great deal to support the work of Polish academic colleagues and to promote the work of young scholars.
Book Synopsis Reforming Infrastructure by : Ioannis Nicolaos Kessides
Download or read book Reforming Infrastructure written by Ioannis Nicolaos Kessides and published by World Bank Publications. This book was released on 2004 with total page 328 pages. Available in PDF, EPUB and Kindle. Book excerpt: Electricity, natural gas, telecommunications, railways, and water supply, are often vertically and horizontally integrated state monopolies. This results in weak services, especially in developing and transition economies, and for poor people. Common problems include low productivity, high costs, bad quality, insufficient revenue, and investment shortfalls. Many countries over the past two decades have restructured, privatized and regulated their infrastructure. This report identifies the challenges involved in this massive policy redirection. It also assesses the outcomes of these changes, as well as their distributional consequences for poor households and other disadvantaged groups. It recommends directions for future reforms and research to improve infrastructure performance, identifying pricing policies that strike a balance between economic efficiency and social equity, suggesting rules governing access to bottleneck infrastructure facilities, and proposing ways to increase poor people's access to these crucial services.

Book Synopsis Legacies of Change by : John Lorne Campbell
Download or read book Legacies of Change written by John Lorne Campbell and published by Transaction Publishers. This book was released on with total page 276 pages. Available in PDF, EPUB and Kindle. Book excerpt: The essays in this volume examine institutional change in five of the most important areas of economic life in central and eastern Europe after 1989: international and regional economic reintegration; the restructuring of the industrial base; how economic interests are to be represented; fiscal and budgetary reform; and reform of the social welfare system. The editors use these research findings to buttress a somewhat heterodox theory of institutional dynamics, one pointing to "discursive structures" and "governance structures" as key dimensions that, in combination, affect institutional change in this part of the world so that an economic "revolution" becomes an evolutionary processes of gradual transition.
