Book excerpt: This report summarizes the knowledge shared and issues raised during a conference convened by the World Bank on the above topic held on November 3-5, 2014 in Manila, Philippines. Building on earlier conferences on this topic, the conference aimed to raise awareness about, and share good practice on, building a social protection system that integrates disaster risk management and climate change adaptation. It brought together 17 country delegations from Asia and Pacific region comprised of officials from the ministries managing social protection, disaster risk management, and financing and insurance.2 As such, it was both cross-global practice and cross-regional in focus. The conference offered a range of learning opportunities, including presentations from technical experts from the World Bank, country case studies from Asia, Africa and Latin America, roundtable discussions, and group work sessions. The conference was conducted in collaboration with the Government of the Philippines and was financed by the Rapid Social Response Fund and the Global Facility for Disaster Reduction and Recovery.

Disasters can, in an instant, wipe out decades of hard-fought poverty reduction and development gains and push countless households into poverty. Disasters disproportionally affect the poor: Vulnerable and marginalized groups, including women, children, the elderly, and people with disabilities, are at particular risk. East Asia and the Pacific is the most disaster-stricken region in the world, suffering from small recurrent as well as rare high-impact events. East Asia is rapidly urbanizing, and cities are becoming disaster hotspots. Unplanned or poorly planned urbanization, which puts more people and assets in harm’s way, is the single largest driver of disaster risk. There is deep uncertainty about future disaster and climate risks, challenging our ability to adapt to new developments and changing the physical and natural environment. Decision makers can make a significant difference by effectively managing disaster risk and building resilience. With education and communication, preparedness, and investments, urbanization can be channeled as a tremendous positive force for development. By decreasing disaster exposure and vulnerability through systematic assessments and communication of risks, better land-use planning, and many other practical measures, the impacts of natural hazards can be reduced significantly. At the same time, it is necessary to recognize that the risks of disasters cannot be entirely eliminated, and countries need to plan for failure by considering different scenarios, especially within complex systems and networks. Preventive investments in risk reduction and emergency preparedness can be extremely cost-effective and can greatly reduce the impact of natural hazards. Governments can prioritize actions based on informed decisions about the level of risk to reduce the risks from disasters. Public investments, such as early-warning systems, retrofitting of critical infrastructure at risk, and mainstreaming systematic risk assessments into relevant public investment planning processes, can help to reduce poverty and promote sustainable economic growth. The World Bank supports countries around the world in mainstreaming a comprehensive and integrated approach to disaster risk management into development. The World Bank provides analytical and advisory services, helps to build climate and disaster resilience into core investments across sectors, and offers unique financial solutions to better manage the contingent fiscal risks from disasters.

By way of its four building blocks—programs, information, finance, and institutional arrangements and partnerships—the framework highlights both the elements of existing social protection systems that are the cornerstones for building household resilience, as well as the additional investments that are central to enhancing their ability to generate these outcomes. In this report, the ASP framework and its building blocks have been elaborated primarily in relation to natural disasters and associated climate change. While social protection (SP) is playing an increasing role in tackling chronic and seasonal poverty and wider vulnerability and exclusion, recent disasters in Nepal, particularly in 2015, highlight how making SP more flexible and adaptive could allow a more effective and efficient development and humanitarian response. The World Bank in Nepal contracted the Centre for International Development and Training at the University of Wolverhampton, United Kingdom, and the Nepal Institute for Social and Environmental Research, to carry out the technical assistance (TA) project 'Review of policies, systems and programs in social protection and shock response for adaptive social protection in Nepal'. The overall objective of the work is to make recommendations on possible policy, programmatic, and institutional measures for more adaptive social protection (ASP). The analysis was delivered using a mixed-methods approach. An analysis of existing data (including the Household Risk and Vulnerability Survey [HRVS] data) was used to understand the scope and coverage of existing programs and their links to disasters and shocks. A desk review of literature explored legislation and policies, program documentation and official implementation guidelines, and evaluations and research. Interviews took place with key informants at the national, district, and local government levels as did focus group discussions (FGDs) and individual interviews, especially with recipients of SP programs, at the ward or village level in the districts of Bardiya, Humla, Saptari, and Sindhupalchok.
