Dieser zentrale Rollenkonflikt entsteht aus der Übernahme eines auf Adressierte bezogenen, stellvertretenden Mandats einerseits sowie einem öffentlich-rechtlichen Mandat sozialer Kontrolle andererseits. Diese beiden Pole, nämlich Hilfe und Kontrolle, welche die Soziale Arbeit konstituieren, existieren in einer grundlegenden und unaufhebbaren Antinomie. Deshalb muss ortsbezogene und somit auch Aufsuchende Soziale Arbeit sich immer wieder erneut reflektieren und positionieren. Eine sich seit den 1900er-Jahren neoliberalisierende Stadtentwicklung zieht Konflikte um öffentliche Räume nach sich, weshalb Kontrolle zunehmend als notwendig erachtet wird. Demnach scheint soziale Kontrolle für ein friedliches demokratisches Miteinander, sowie Kriminalitäts-/Gewaltprävention und demzufolge für die Verteidigung einer öffentlichen Ordnung eine zentrale Rolle zu spielen. Jedoch verschiebt sich die "Waage von Hilfe und Kontrolle‘" ebenfalls in der Sozialen Arbeit deutlich zur Seite der Kontrolle, gleichwohl Hilfe als zentrale und grundlegende Handlungskategorie angeführt wird. Somit hat der bewusste, politisch gewünschte und tolerierte Ausschluss problematisierter Personengruppen in den vergangenen Jahren erheblich zugenommen. Daraus ergibt sich für Fachkräfte eine schwierige Auseinandersetzung mit den eigenen beruflichen Erwartungshorizonten, was eine beständige innere Reflektion der fachlichen Selbstansprüche sowie der berufsbezogenen Gütekriterien erfordert. Hieraus kann die Forderung nach einer kritisch-reflexiven Fachlichkeit abgeleitet werden. Diesen Gedanken fortführend ergibt sich folgende Fragestellung: Welche Effekte kann eine kritisch-reflexive Fachlichkeit auf eine Praxis Aufsuchender Sozialer Arbeit haben, die sich in Verdrängungsprozessen von Problematisierten aus öffentlichen Räumen vollzieht?
