The TPNs covered are those in a variety of fields including: conflict-prone natural resources, health, energy security, migration, human trafficking, combating of terrorism financing and climate change. The chapters are developed around six main lines of inquiry. The lines of inquiry articulated are: modalities through which the EU influences TPNs around the world, TPNs’ influence of policy and decision-making within the EU, conditions under which engagement between the TPNs and the EU may be regarded as successful, the identity and location of the TPNs and finally the added value or futility of a strategy developed in Brussels to weaken or fortify interactions with the networks studied. The importance of TPNs should be approached from the angle of the heightened attention now placed on informal modes of decision making. Increasingly there is a sense that many international decisions are adopted and internalized through networks that can be efficient yet wanting in transparency. The book unveils complex debates on the inter-phase between inter-governmental / supranational entities like the EU, on the one hand, and networks, on the other. Book excerpt: Diploma Thesis from the year 2006 in the subject Politics - Topic: European Union, grade: 1,5, University of Applied Sciences Bremen, language: English, abstract: The thesis at hand deals with the European programme Trans-European Networks (TEN) as support for infrastructure of a common interest for Europe in connection with Public Private Partnerships (PPPs or P3s). It will be shown that the former encourages the latter and the other way around and that this encouragement is inherent. This is also underlined by the area of applications for PPPs and TEN. Collaborations of public and private sector are not seen as a panacea, but it will be shown that there is much more to gain then to loose from this unconventional way of implementing infrastructure projects, which become more and more important. This is especially underlined through the need of investment in Europe’s infrastructure and tight budgets of the European Union and their member states at the same time. Furthermore, the gain of additional expertise, faster realisation and cost savings through synergetic effects are normally by-products of a rather commercial orientation. However, it is also stressed that such a participation of the private sector shall be accompanied by sharing unprofitable parts of projects, even if different types of Public Private Partnerships are used within such a project. Casting a light on the Trans-European Networks programme as a pillar of European regional policy, this view is supported. Around the world, P3s are used widely in different forms. Three examples will be presented according to the three sectors of TEN. As it is the norm, these different models leave space for inventive solutions to tackle individuality of projects. Rigid PPP structures on European level therefore are not recommended in this work. However, to deal with a variety of problems and to make use of a range of advantages at the same time, a compulsory use of Public Private Partnerships when implementing Trans-European Networks projects is advised.

However, these resources and flows of services are increasingly threatened by unsustainable and competing land uses. Particular threats exist to those public goods whose values are not well-represented in markets or whose deterioration will only affect future generations. As market forces alone are not sufficient, effective means for local and regional planning are needed in order to safeguard scarce natural resources, coordinate land uses and create sustainable landscape structures. This book argues that a solution to such challenges in Europe can be found by merging the landscape planning tradition with ecosystem services concepts. Landscape planning has strengths in recognition of public benefits and implementation mechanisms, while the ecosystem services approach makes the connection between the status of natural assets and human well-being more explicit. It can also provide an economic perspective, focused on individual preferences and benefits, which helps validate the acceptability of environmental planning goals. Thus linking landscape planning and ecosystem services provides a two-way benefit, creating a usable science to meet the needs of local and regional decision making.
