In particular, they investigate global processes and political forces that determine networks of crime, commerce and terror, and reveal the economic, social and cultural fragmentation of transnational networks. In a critical introduction, Friedman evaluates how transnational capital represents a truly global force, but geographical decentralization of accumulation still leads to declining state hegemony in some areas and increasing hegemony in others. The authors examine the growth and increasing autonomy of indigenous populations, and the massively destabililizing effect of migration processes. They describe the rapid increase in criminalization of ethnic and immigrant groups as well as an increase in class stratification, creating new forms of social confrontation and violence. In addition to ethnic, identity-based conflict there are analyses of transnational criminal networks, which also represents disintegration of larger homogeneous territories or hierarchical orders. The authors ask us to reevaluate the dynamics of globalization—the contradictions of centralization and fragmentation around the world—as we discover how best to transform these conditions for the future. This research was originally funded by the Harry Frank Guggenheim Foundation. It has been widely argued that rapid economic change, particularly the introduction of capitalism, leads to an increase in beliefs in, and representations of, evil and the devil. These beliefs, it is argued, constitute forms of resistance to, or rejection of, "modernity." This volume builds on these arguments, suggesting that rather than an indigenous resistance to capitalism, such representations signal a profound moral ambivalence towards the socio-economic process inherent in capitalist economy. Using a range of examples, from Surinamese zombies to American horror films, it demonstrates the extent to which evil imagery is linked to a fear of excess, particularly in situations where people find themselves, or perceive themselves, to be peripheral to the centers of political, economic, and cultural power.

Today, Africa's NGO boom has been followed by a bust--as the fickle development industry moves its money to other types of institutions. In spite of this funding bust, the explosion of NGOs in Africa during the 1990s transformed African societies and economies in fundamental ways. In the wake of Africa's NGO boom, it is imperative that these transformations be understood and placed in historical context. Such an understanding will help us to learn from the mistakes of this brief historical period--as well as to build on its opportunities. The case studies presented in the body of this work provide the missing details of this historical moment. Through these case studies, this book examines two questions that are fundamental to development and governance in Africa--and around the world: The nature of the relationship of NGOs to Civil Society; and The effectiveness of NGOs at promoting economic development with equity. The book begins with a comprehensive introduction, which outlines the theoretical debates surrounding Africa's NGO boom--and the question of civil society in Africa. This section is followed by detailed ethnographic accounts of the NGO boom from Zimbabwe to Mali and the types of social tranformations these organizations were part.
