Book excerpt: This book examines the issue of nuclear disarmament in different strategic, political, and regional contexts. This volume seeks to provide a rich theoretical and practical insight to one of the major topics in the field of international security: global abolishment of nuclear weapons. Renewed calls for a nuclear weapons-free world have sparked a wide academic debate on both the attainability of such goal and the steps that should be taken. Comparably less attention, however, has been paid to theoretically informed considerations of the consequences of nuclear abolition. Comprising essays from leading scholars and experts within the field, this collection discusses the fundamental theoretical and conceptual foundations of nuclear disarmament and subsequently tries to assess its hypothetical impact in global and regional contexts. The varied methodological approach of the contributors aims to advance a multi-theoretical and multi-perspectival view of the issue. The book is organized in three main sections: ‘Strategic Perspectives’, dealing with the specific constraints and facilitators for the states to achieve their core objectives; ‘Political Perspectives’, with the focus on the power of norms, belief-systems and ideas; and ‘Regional Perspectives’, with the analyses of seven regional and/or state-specific nuclear contexts. As a whole, the volume provides a detailed, complex overview of the risks and opportunities that are embedded in the vision of a nuclear weapon-free world. This book will be of great interest to students of nuclear proliferation, arms control, war and conflict studies, international relations and security studies.

Available in PDF, EPUB and Kindle. Book excerpt: In this groundbreaking analysis, Stuart Croft brings the subject of arms control into the era of complex, multi-polar international relations. He moves beyond the narrow definitions of the phenomenon associated with the Cold War to show how it not only has a long past, but also a clear future. The author begins by tracing the history of agreements between polities over weapons back to ancient times. An understanding of this history allows him to put forward a typology of arms control. It occurs at the end of major conflicts, stabilises balances between states, develops norms of behaviour, manages weapons proliferation, and acts as a tool of international organisations. Stuart Croft examines the evolution of these five qualitatively different strategies, and applies the typology to arms control agreements in the post-Cold War world. This definitive new study will be of interest to students in international relations and security studies, as well as specialists in these disciplines.

Book excerpt: This Report contains a Consensus Report and the papers submitted to the April 6 -10, 1995 NATO Advanced Research Workshop on Strategic Stability In The Post-Cold War World And The Future Of Nuclear Disarmament, held in Washington D. C. , United States Of America of at The Airlie Conference Center. The workshop was sponsored by the NATO Division Scientific and Environmental Affairs as part of its ongoing outreach programme to widen and deepen scientific contacts between NATO member countries and the Cooperation Partner countries of the former Warsaw Treaty Organization. The participants recognize that the collapse of the former Soviet Union has left a conceptual vacuum in the definition of a new world order. Never before have the components of world order all changed so rapidly, so deeply, or so globally. As Henry Kissinger points out, the emergence of the new world order will have answered three fundamental questions:" What are the basic units of the international order? What are their means of interacting? and What are the goals on behalf of which they interact? " The main question is whether the establishment and maintenance of an international system will turn out to be a conscious design, or the outgrowth of a test of strength. The concept of a planning framework that could shape or govern these interactions is emerging and may now be at hand. Capturing this emerging framework is the thrust of this NATO-sponsored Advanced Research Workshop.

This book was released on 2020-12-01 with total page 191 pages. Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1977, the purpose of this book was to analyse the relationship between the security of two states mutually undergoing strategic disarmament at the time and the need for safeguarding their security by means of a verification system. The book thus studies some of the basic problems in the disarmament debate, issues that had been the subject of great political controversy. Previous studies had been mainly descriptive or historical, lacking in objective political analysis, and tending to political bias, depending on the political school of the author. There was thus some justification for the statement made by some outstanding authorities in the field that 'to date, no systematic analysis has been attempted to determine what disarmament measures would optimally require of verification methods...' Our ambition is to respond to this criticism, at least so far as the strategic context of disarmament is concerned. Chapter 1 introduces us to the enormous range of repercussions caused by a disarmament agreement. Chapter 2 examines the concept of verification, analysing the meaning of the term, presenting various definitions of what verification is and attempting to systematize the concept. It has been noted on many occasions that the verification set up in a disarmament treaty is only one of a number of factors working towards compliance with a treaty. In fact the role of verification in presenting the treaty, and therefore the security of its participants, is to a large extent limited. However, without many other conditions being satisfied verification on its own can do little to preserve the treaty regime. Chapter 3 discusses these conditions. Chapter 4 gives a brief analysis of the concept of national interests in general, and the concept of national security in particular. Among all the elements of 'security', it is military security that plays by far the largest role. Because of this. Chapter 5 considers a specific case of strategic military security, in which security, defined as stable strategic deterrence between two states, is analysed. Finally, Chapter 6 analyses the question of what happens to security based on strategic deterrence when states enter into the disarmament process. More specifically, the role of verification in preserving security in such circumstances is analysed, thereby answering the main problem of the book. The supporting data for Chapter 6 is given in the Appendix.

Available in PDF, EPUB and Kindle. Book excerpt: This volume, Nuclear Disarmament, provides a comprehensive overview of nuclear disarmament and a critical assessment of the way forward. Comprising essays by leading scholars on nuclear disarmament, the book highlights arguments in favour and against a world without nuclear weapons (global zero). In doing so, it proposes a new baseline from which an everchanging nuclear arms control and disarmament agenda can be assessed. Numerous paths to nuclear disarmament have been proposed and scrutinized, and with an increasing number of countries signing off on the Treaty on the Prohibition of Nuclear Weapons, it is vital to ask which path is the most likely and realistic to succeed. The chapters here also address the rapid pace of technological, political and climatic developments, in relation to nuclear disarmament, and how they add to the complexity of the issue. Taking care to unite the different tribes in the debate, this book provides a community of dissent at a time when academic tribalism all too often prevents genuine debates from taking place. This book will be of interest to students of nuclear proliferation, arms control, security studies and International Relations.

Available in PDF, EPUB and Kindle. Book excerpt: This book is about the future of nuclear weapons, geopolitics, and strategy. It examines the legacy of nuclear weapons on US thinking about some concepts of strategy and geopolitics, namely deterrence, extended deterrence, alliances, and arms control. The purpose of this is to demonstrate just how fundamentally nuclear weapons have influenced American thinking about these concepts. It argues that, given the extent of nuclear weapons' influence on these concepts and the implications for international security, further reductions beyond current Strategic Arms Reduction Talks (START) levels, and the more absolute idea of nuclear disarmament, may not necessarily be prudent ideas. Nuclear weapons have contributed to the avoidance of major war between states, made alliances more credible and last longer, and have made arms control relatively easier to conceptualize and manage. As such, the author argues, these concepts may become even more difficult to manage in a world where nuclear weapons are marginalized.

Available in PDF, EPUB and Kindle. Book excerpt: With sweeping changes in the Soviet Union and East Europe having shaken core assumptions of U.S. defense policy, it is time to reassess basic questions of American nuclear strategy and force requirements. In a comprehensive analysis of these issues, Charles Glaser argues that even before the recent easing of tension with the Soviet Union, the United States should have revised its nuclear strategy, rejecting deterrent threats that require the ability to destroy Soviet nuclear forces and forgoing entirely efforts to limit damage if all-out nuclear war occurs. Changes in the Soviet Union, suggests Glaser, may be best viewed as creating an opportunity to make revisions that are more than twenty years overdue. Glaser's provocative work is organized in three parts. "The Questions behind the Questions" evaluates the basic factual and theoretical disputes that underlie disagreements about U.S. nuclear weapons policy. "Alternative Nuclear Worlds" compares "mutual assured destruction capabilities" (MAD)--a world in which both superpowers' societies are highly vulnerable to nuclear retaliation--to the basic alternatives: mutual perfect defenses, U.S. superiority, and nuclear disarmament. Would any basic alternatives be preferable to MAD? Drawing on the earlier sections of the book, "Decisions in MAD" addresses key choices facing American decision makers. Originally published in 1990.
