Book excerpt: This monograph provides strategies to increase private-sector employment, including ways to reemploy civil-service workers in the private sector, in the Kurdistan Region - Iraq. Prepared for and at the request of the Kurdistan Regional Government (KRG), this monograph is based on a variety of research methods and analyses. These include a review of the existing literature, analyses of survey data, analysis of Kurdistan regional and Iraqi national documents and laws, and a qualitative assessment of numerous conversations with government officials and private-sector employers. The KRG can develop its private sector by removing obstacles to starting or expanding a business, by identifying sectors for which conditions are particularly favorable for private-sector growth and supporting them, and by outsourcing and privatizing some functions that the KRG currently performs. However, private-sector growth does not guarantee that civil-service workers will leave for private-sector employment. Civil-service workers will need the qualifications necessary for private-sector jobs and will have to expect that the benefits of private-sector employment outweigh the benefits of civil-service employment. At the same time, as the KRG devises methods for encouraging civil-service workers to leave for the private sector, a key challenge will be to ensure that the most productive employees stay with the KRG in order to ensure the proper functioning of government.

Book excerpt: Kurds and their Struggle for Autonomy: Enduring Identity and Clientelism is a comprehensive study of the roots of Kurdish identity, the processes of identity formation among the Kurds, and the Kurds’ seemingly never-ending struggle for self-determination. By relying on a hybrid theoretical model of identity politics, this book offers a thorough treatment of the origins, characteristics, and evolution of Kurdish culture in general, and political culture in particular. It also examines the historical explanations and nuances of Kurdish struggles for some form of autonomy, assesses economic imperatives that shape the potentials and challenges of Kurdish social and political life, and offers a critical review of the contemporary Kurdish institutional and policy dynamics in Iraq and Syria.

The book seeks to explore the dynamics of Iraqi Kurdistan at the stage of referendum for independence from a political economy perspective within its own debates, conflicts, and interests. Overall, the authors contribute to these debates by exploring key questions in novel ways, focusing on comparative methodology that serve to expand the scope of scientific inquiry and place it into more solid understanding.

Book excerpt: This Selected Issues paper discusses the need to reduce Iraq’s current expenditure to create fiscal space for inclusive growth. Iraq’s public spending is high in international comparison and is driven by its two largest components: compensation of public employees and social transfers. The reform of social welfare cash transfer programs promises to improve their large targeting errors and result in greater capacity to address poverty at a lower fiscal cost. The government also needs to introduce further amendments to the draft pension bill and critically review programs benefiting victims of war and political persecution to improve their targeting and limit their potential for abuse and a negative impact on the labor supply.

Available in PDF, EPUB and Kindle. Book excerpt: Beginning in 2003, diverse and significant actors, both domestic and international, engaged in reconstruction activities in Iraq. The total budget committed to Iraq’s reconstruction was unprecedented among postconflict operations mobilized by the international community. Despite the vast sums of money spent, and the implementation of its many projects and programs, the donors and the Iraqi people view the reconstruction efforts in Iraq in a negative light. The Reconstruction of Iraq after 2003: Learning from Its Successes and Failures focuses on the period between 2003 and 2014—that is, after the United States†“led invasion and overthrow of the Saddam Hussein regime, and before the sudden rise of the Islamic State of Iraq and the Levant (ISIL), also known as Daesh. This book assesses several dimensions of Iraq’s reconstruction. First, it considers the response of key international actors, such as the United Nations, the World Bank, the United States, and other bilateral donors—specifically, the European Union, Japan, and the United Kingdom—as well as nongovernmental organizations. Second, it analyzes the process and results of the reconstruction of key sectors (electricity, oil, education, and health), and the interventions geared to institution building and governance reform. Pursuing effective reconstruction within the context of conflict and fragility is a formidable challenge because of the uncertain, fluid, and complex environment. Based on the experience in Iraq, how can the international community support the effectiveness and durability of reconstruction? This book identifies lessons in seven areas and offers four recommendations for international and domestic actors and citizens engaged in reconstruction activities. The Reconstruction of Iraq after 2003 is important reading for development practitioners and policy makers who are or will be engaged in reconstruction efforts in fragile and conflict-affected environments.

This collection offers new ways of understanding borders by departing from statist approaches to territoriality. Bringing together the fields of border studies, human rights, international relations, and Indigenous studies, it features a wide range of voices from across academia, public policy, and civil society. The contributors explore the profound and varying impacts of borders on Indigenous Peoples around the world and the ways borders are challenged and worked around. From Bangladesh’s colonially imposed militarized borders to resource extraction in the Russian Arctic and along the Colombia-Ecuador border to the transportation of toxic pesticides from the United States to Mexico, the chapters examine sovereignty, power, and obstructions to Indigenous rights and self-determination as well as globalization and the economic impacts of borders. Indigenous Peoples and Borders proposes future action that is informed by Indigenous Peoples’ voices, needs, and advocacy. Contributors.
