In view of this, there appears the issue of the policy of support of such development because market mechanisms are not sufficient in this respect. An effective policy requires relying on developed and politically adopted strategy of development, in which vision and strategic social goals will be defined. Among social goals, being in the field of view of the sustainable agricultural and rural development policy, the most important ones relate to the food security, natural environment, vitality of the rural environment and family farms. The purpose of the study is to identify the most important dilemmas of strategic importance for each of the distinguished goals and their appropriate justification.
Book Synopsis An Agricultural Strategy for Poland by : Polish-European Community-World Bank Task Force
Download or read book An Agricultural Strategy for Poland written by Polish-European Community-World Bank Task Force and published by . This book was released on 1990 with total page 344 pages. Available in PDF, EPUB and Kindle. Book excerpt: Poland embarked on the road toward a market economy with its economic reform program of January 1990, aimed at stabilizing the macroeconomy. The productive sectors, including agriculture and related industries, will be able to build on the solid foundations of this program. But the productive sectors are difficult and time consuming to reform, and it is not always easy to identify the actions that will bring about the desired changes and differentiate them from those that slow down the reform process. Both categories often look dangerously alike. A strategic plan is needed to help orient decision-makers in the maze of complex relations and detailed actions that are constantly required. The agricultural sector, because of its social and economic importance, has the potential to be either a brake or an engine for the reform program. The present farm crisis is only a reminder of this fact. This report is an attempt to define such a strategy for agriculture.

Available in PDF, EPUB and Kindle. Book excerpt: With the larger role that the agricultural sector plays in the Eastern Europe and Central Asian (ECA) region, emphasis must be placed on the sector's sustained growth and prosperity. The Bank strategy for rural development in the ECA region during the early phase of transition emphasized the reform of agricultural policies and assistance in privatizing, restructuring, and rebuilding agriculture and agro-industrial complexes. In retrospect, it can be seen that the ECA countries concerned made the right choice when they set their objective to transform their socialized agriculture into a private-ownership and market-based system. Given the developments of the past decade, it is clear, however, that the initial expectations for the outcomes of such reforms were overly optimistic. The transition process in agriculture is far more complex than originally envisaged by both the countries themselves and the international community, including the Bank. Increased social problems and alarming growth of poverty have added a new, unexpected, dimension to the transition process. As the analysis indicates, the region's rural economy is still struggling to adjust to new economic realities, and this will require further refinement and adjustment of the Bank's approach as well. This volume, based on an overview of recent regional developments, summarizes the revised World Bank assistance strategy for rural development in the ECA region.

Book Synopsis The Polish Dilemma by : Lawrence S Graham
Download or read book The Polish Dilemma written by Lawrence S Graham and published by Routledge. This book was released on 2019-07-11 with total page 231 pages. Available in PDF, EPUB and Kindle. Book excerpt: Although much has been written about contemporary Poland, discussions that provide a balanced assessment of the current situation are in short supply. To correct that problem, this book offers a cross-section of intellectual opinion within Poland, including original research and works of synthesis that draw on Polish research and writing that have been, for the most part, inaccessible to scholars outside Poland. The contributors' views avoid the extremes of condemnation or defense of the system and make possible a more complete understanding of present-day realities. Their perspectives are moderated by the fact that, although the authors recognize the need for reform and change, they also take into consideration the great constraints facing all who would confront serious national issues. The discussions range from examinations of social structure and class to evaluations of the significance of the state apparatus in the analysis of policy and assessments of economic performance.

Download or read book Rural, Environment, and Social Development Strategies for the Europe and Central Asia Region written by and published by World Bank Publications. This book was released on 2000-01-01 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report proposes a World Bank strategy for assisting the rural, environmental, and social development of Eastern Europe and Central Asia. It has been produced for a general audience partly for consultation purposes, and is therefore a work in progress. Each of the three areas of development is examined in separate chapters, and each summarises the World Bank assistance strategy in that area. The conclusion is that the challenge posed by the objectives of this report are far beyond the World Bank's abilities to achieve on its own.
