Book excerpt: In 2002 the Bush administration completed a Nuclear Posture Review that introduced a ‘new triad’ based on offensive-strike systems, defences and a revitalized defence infrastructure. The new triad is designed for a new strategic threat environment, characterized not by a long-standing nuclear rivalry with another superpower, but by unstable relationships with rogue-state proliferators, alongside more ambiguous relations with nuclear-weapon powers. Providing a historical context to these modifications to US nuclear strategy, Nuclear Superiority details how the new triad, which strongly emphasizes the need to bolster the credibility of the nuclear deterrent and to prepare for nuclear use when deterrence fails, is founded on previous efforts to secure nuclear superiority against the Soviet Union and counter-proliferation capabilities against WMD-proliferant adversaries. It illustrates how the evolution of American nuclear strategy towards more effective counter-force capabilities, regardless of the current threat environment, has led to a host of counter-force developments. David S. McDonough explores how this strategy is based on the long-standing American desire to control conflict escalation and how it may invite crisis instability with regional adversaries and disquiet among established nuclear powers.

Available in PDF, EPUB and Kindle. Book excerpt: The first full history of US nuclear secrecy, from its origins in the late 1930s to our post–Cold War present. The American atomic bomb was born in secrecy. From the moment scientists first conceived of its possibility to the bombings of Hiroshima and Nagasaki and beyond, there were efforts to control the spread of nuclear information and the newly discovered scientific facts that made such powerful weapons possible. The totalizing scientific secrecy that the atomic bomb appeared to demand was new, unusual, and very nearly unprecedented. It was foreign to American science and American democracy—and potentially incompatible with both. From the beginning, this secrecy was controversial, and it was always contested. The atomic bomb was not merely the application of science to war, but the result of decades of investment in scientific education, infrastructure, and global collaboration. If secrecy became the norm, how would science survive? Drawing on troves of declassified files, including records released by the government for the first time through the author’s efforts, Restricted Data traces the complex evolution of the US nuclear secrecy regime from the first whisper of the atomic bomb through the mounting tensions of the Cold War and into the early twenty-first century. A compelling history of powerful ideas at war, it tells a story that feels distinctly American: rich, sprawling, and built on the conflict between high-minded idealism and ugly, fearful power.

Book excerpt: For decades, the reigning scholarly wisdom about nuclear weapons policy has been that the United States only needs the ability to absorb an enemy nuclear attack and still be able to respond with a devastating counterattack. So long as the US, or any other nation, retains such an assured retaliation capability, no sane leader would intentionally launch a nuclear attack against it, and nuclear deterrence will hold. According to this theory, possessing more weapons than necessary for a second-strike capability is illogical. This argument is reasonable, but, when compared to the empirical record, it raises an important puzzle. Empirically, we see that the United States has always maintained a nuclear posture that is much more robust than a mere second-strike capability. In The Logic of American Nuclear Strategy, Matthew Kroenig challenges the conventional wisdom and explains why a robust nuclear posture, above and beyond a mere second-strike capability, contributes to a state's national security goals. In fact, when a state has a robust nuclear weapons force, such a capability reduces its expected costs in a war, provides it with bargaining leverage, and ultimately enhances nuclear deterrence. This book provides a novel theoretical explanation for why military nuclear advantages translate into geopolitical advantages. In so doing, it helps resolve one of the most-intractable puzzles in international security studies. Buoyed by an innovative thesis and a vast array of historical and quantitative evidence, The Logic of American Nuclear Strategy will force scholars to reconsider their basic assumptions about the logic of nuclear deterrence.

They use the current Minuteman III as a baseline to develop a framework to characterize alternative classes of ICBMs, assess the survivability and effectiveness of possible alternatives, and weigh those alternatives against their cost.

Book excerpt: Global stability in the early twenty-first century will be conditioned largely by how the United States handles its relations with China, Europe, and Russia -- the "geostrategic triad"-according to Zbigniew Brzezinski. Thus, the United States needs a well-defined strategy to manage the two "Eurasian power triangles": the United States, Japan, and China, and the United States, Europe, and Russia. With this work, he offers a comprehensive geostrategic road map for such U.S. engagement.

Book excerpt: Organizations of all kinds forge their brand's strategic trajectory on a daily basis, whether consciously or unintentionally. This occurs through deliberate planning and execution, chastening of market fads, or response to a competitive threat. Whatever the root cause, a direction emerges and the consequences unveil themselves somewhere along the brand's journey. The primary value of the Brand Triad Model is that of a strategic assessment and repositioning tool for business managers and marketers alike. This is, by no means, a "silver bullet" axiom for all business ailments. The real value lies in the discovery and recognition process to uncover your brand's current state. In a world that moves at breakneck speeds, parsing out time to step back and take stock of your business and future direction is not only important, but healthy.

The United States first developed these three types of nuclear delivery vehicles, in large part, because each of the military services wanted to play a role in the U.S. nuclear arsenal. However, during the 1960s and 1970s, analysts developed a more reasoned rationale for the nuclear "triad." They argued that these different basing modes had complementary strengths and weaknesses. They would enhance deterrence and discourage a Soviet first strike because they complicated Soviet attack planning and ensured the survivability of a significant portion of the U.S. force in the event of a Soviet first strike. The different characteristics might also strengthen the credibility of U.S. targeting strategy. For example, ICBMs eventually had the accuracy and prompt responsiveness needed to attack hardened targets such as Soviet command posts and ICBM silos, SLBMs had the survivability needed to complicate Soviet efforts to launch a disarming first strike and to retaliate if such an attack were attempted, and heavy bombers could be dispersed quickly and launched to enhance their survivability, and they could be recalled to their bases if a crisis did not escalate into conflict. According to unclassified estimates, the number of delivery vehicles (ICBMs, SLBMs, and nuclear-capable bombers) in the U.S. force structure grew steadily through the mid-1960s, with the greatest number of delivery vehicles, 2,268, deployed in 1967.
