Book excerpt: Xi Jinping has made his ambitions for the People's Liberation Army (PLA) perfectly clear, there is no mystery what he wants, first, that China should become a "great maritime power" and secondly, that the PLA "become a world-class armed force by 2050." He wants this latter objective to be largely completed by 2035. China as a Twenty-First-Century Naval Power focuses on China's navy and how it is being transformed to satisfy the "world class" goal. Beginning with an exploration of why China is seeking to become such a major maritime power, author Michael McDevitt first explores the strategic rationale behind Xi's two objectives. China's reliance on foreign trade and overseas interests such as China's Belt and Road strategy. In turn this has created concerns within the senior levels of China's military about the vulnerability of its overseas interests and maritime life-lines. is a major theme. McDevitt dubs this China's "sea lane anxiety" and traces how this has required the PLA Navy to evolve from a "near seas"-focused navy to one that has global reach; a "blue water navy." He details how quickly this transformation has taken place, thanks to a patient step-by-step approach and abundant funding. The more than 10 years of anti-piracy patrols in the far reaches of the Indian Ocean has acted as a learning curve accelerator to "blue water" status. McDevitt then explores the PLA Navy's role in the South China Sea and the Indian Ocean. He provides a detailed assessment of what the PLAN will be expected to do if Beijing chooses to attack Taiwan potentially triggering combat with America's "first responders" in East Asia, especially the U.S. Seventh Fleet and U.S. Fifth Air Force. He conducts a close exploration of how the PLA Navy fits into China's campaign plan aimed at keeping reinforcing U.S. forces at arm's length (what the Pentagon calls anti-access and area denial [A2/AD]) if war has broken out over Taiwan, or because of attacks on U.S. allies and friends that live in the shadow of China. McDevitt does not know how Xi defines "world class" but the evidence from the past 15 years of building a blue water force has already made the PLA Navy the second largest globally capable navy in the world. This book concludes with a forecast of what Xi's vision of a "world-class navy" might look like in the next fifteen years when the 2035 deadline is reached.

Specifically, it focuses on the U.S. Navy's Sea Power 21 strategy and its most transformational pillar, Sea Basing. This Strategic Research Paper analyzes the operational concepts, key issues, and recent fleet experience with Sea Basing. My thesis is that an incremental, evolutionary approach to Sea Basing is appropriate as the U.S. Navy transitions from its role as Cold War Superpower to 21st Century Hegemon. The majority of the research on this strategic research project is less than 18 months old, with a significant portion less than three months old. A critical view of all sources is required since their purposes are fundamentally based on visions of future requirements as well as proposed plans to meet these future requirements. A strong Navy-Marine Corps bias runs through most sources; vetting of this concept through the joint process (Joint Integrating Concept) is in progress.

Book excerpt: In Buying Military Transformation, Peter Dombrowski and Eugene Gholz analyze the United States military's ongoing effort to capitalize on information technology. New ideas about military doctrine derived from comparisons to Internet Age business practices can be implemented only if the military buys technologically innovative weapons systems. Buying Military Transformation examines how political and military leaders work with the defense industry to develop the small ships, unmanned aerial vehicles, advanced communications equipment, and systems-of-systems integration that will enable the new military format. Dombrowski and Gholz's analysis integrates the political relationship between the defense industry and Congress, the bureaucratic relationship between the firms and the military services, and the technical capabilities of different types of businesses. Many government officials and analysts believe that only entrepreneurial start-up firms or leaders in commercial information technology markets can produce the new, network-oriented military equipment. But Dombrowski and Gholz find that the existing defense industry will be best able to lead military-technology development, even for equipment modeled on the civilian Internet. The U.S. government is already spending billions of dollars each year on its "military transformation" program-money that could be easily misdirected and wasted if policymakers spend it on the wrong projects or work with the wrong firms. In addition to this practical implication, Buying Military Transformation offers key lessons for the theory of "Revolutions in Military Affairs." A series of military analysts have argued that major social and economic changes, like the shift from the Agricultural Age to the Industrial Age, inherently force related changes in the military. Buying Military Transformation undermines this technologically determinist claim: commercial innovation does not directly determine military innovation; instead, political leadership and military organizations choose the trajectory of defense investment. Militaries should invest in new technology in response to strategic threats and military leaders' professional judgments about the equipment needed to improve military effectiveness. Commercial technological progress by itself does not generate an imperative for military transformation. Strategy is traditionally understood as the linkage of ends, ways, and means to achieve specific objectives, while the Department of Defense Dictionary of Military Terms narrows the definition to "A prudent idea or set of ideas for employing the instruments of national power in a synchronized and integrated fashion to achieve theater, national, and/or multinational objectives." OPNAV's task, however, is to formulate an organizational strategy that enables the Navy to support higher-level policy objectives. This type of strategy ideally should be framed by a conceptual analysis of the future security environment and U.S. defense policy. For OPNAV, Navy strategy is transformative in the sense that it offers a plan to create the Navy of tomorrow out of the Navy of today. The prospect of declining budgets and a changing geostrategic environment impose an urgent need for a more rigorous ends, ways, and means decision-making cycle when it comes to this Navy strategy. Over the next several years, the Navy faces the prospect of building fewer ships and airplanes than would be necessary to maintain current fleet size. Without a dramatic change in Congressional budgetary politics, the Navy will get smaller over the next quarter century.
