Questions remain, however, about how much and in what areas the changes need to be made to effect the improvements. The study uses the Coast Guard's Office of Command, Control and Communications (G-T) as an example for improving the overall Coast Guard planning system. It describes the current planning system and identifies its successes and problems. A method for formally analyzing the quality and effectiveness of the planning system is illustrated through the use of Tichy's model for strategic change management. Recommendations for changes to the strategic planning system are derived from the analysis of G-T. The study shows the strategic planning system in G-T is in need of improvement. The current system has some advantages, but its problems make the system less effective than it should be. Further, the Tichy model provides a comprehensive insight into planning problems and makes possible the identification of solutions to improve the planning system. It is recommended that managers in G-T become familiar with the Tichy model for future use in aligning the organization with its environment. Technological advances in telecommunications and information systems accessibility have played a major role in the Coast Guard meeting these challenges. However, to meet new demands for even greater efficiency and effectiveness, the Coast Guard strategy for tighter interoperability between Coast Guard commands must continue to evolve. To support this evolution, the Command, Control, and Communication Branch of the Coast Guard must use a strategy for project management that will foster greater efficiency and effectiveness. This strategy should include a standardized approach to project management that fosters communication, attention to detail, and leads to interoperability of systems through standardization without extensively limiting creativity or use of technological advances. This paper demonstrates how the use of systems thinking, and in particular the Structured Approach Model, can encourage the management characteristics that will lead to the development of more effective telecommunications projects and completion of those projects in a more efficient manner. This paper explains the seven phases of the Structured Approach Model and views each using the functional, organizational, and physical prospectives. Steps for applying the model are given and are aimed at the Coast Guard project officer.

Book excerpt: This work builds on earlier publications in this series, particularly Occasional Paper Number Nine, The Creation of the National Imagery and Mapping Agency: Congress's Role as Overseer, by Anne Daugherty Miles. The author of the present paper has examined how the Coast Guard became a member of the Intelligence Community, how Congress was involved, and how Congress will likely be increasingly involved in the organization of the Community. Although the United States Coast Guard has utilized intelligence capabilities since the service's inception in 1790, the Coast Guard was not included as a formal member of the Intelligence Community until December 2002. Mr. Wirth describes the story behind the short but significant amendment to the National Security Act of 1947 which resulted in the Coast Guard's formal entry into the Intelligence Community. Researched within eighteen months of passage, this case study exhaustively documents extensive congressional and Coast Guard staff work. Interviews at the action officer level clearly reveal the view from the bureaucratic trenches, and additional attention to talking points, meeting minutes, and email summaries add immediacy as they further clarify positions from within departments, staffs and agencies. A brief examination of the surrounding political and geopolitical events, such as the bombing of the USS Cole, political changes in Congress, internal Coast Guard actions, and the tragic attacks of September 11th, provide context to the passage of this provision. Derived from a thesis completed in 2003, this paper illustrates the importance of gathering electronic data immediately, since much of the reference material on which this study is based existed only as informal e-mail or documents stored on computers. Much of it likely would have been erased had the research started even a year later.

Book excerpt: To help secure the nation's ports against a terrorist attack, federal regulations have required cargo and other maritime facilities to have security plans in place since July 2004. U.S. Coast Guard (USCG) guidance calls for an annual inspection to ensure that plans are being followed. Federal law enacted in October 2006 required such facilities to be inspected two times a year one of which is to be conducted unannounced. The USCG plans to conduct one announced inspection and the other as a less comprehensive unannounced spot check. GAO examined the extent to which the USCG (1) has met inspection requirements and found facilities to be complying with their plans, (2) has determined the availability of trained personnel to meet current and future facility inspection requirements, and (3) has assessed the effectiveness of its facility inspection program and ensured that program compliance data collected and reported are reliable. GAO analyzed USCG compliance data, interviewed inspectors and other stakeholders in 7 of 35 USCG sectors of varying size, geographic location, and type of waterway. What the GAO recommends. GAO recommends the USCG reassess the number of inspection staff needed, compare varying approaches taken by local units in conducting inspections, and improve its facility compliance data. The Department of Homeland Security agreed with GAO's recommendations.

The Coast Guard is a unique federal agency for several reasons. Unlike many federal agencies, it has numerous missions that are not closely related. Coast Guard units are located throughout the United States and the world. There are various other political and organizational pressures that confront the Coast Guard leadership. This thesis looks at the Coast Guard law enforcement organization with an eye towards the changing dynamics that must be dealt with in strategic planning, including the various pressures that specifically affect the Coast Guard's law enforcement mission. Field interviews were conducted to identify themes and problems that relate to law enforcement strategic planning for law enforcement missions. Additionally, a survey was developed based on theme constructs, which was used for quantitative analysis and model development. Based on a literature review, qualitative analysis, model review, qualitative analysis, we then detail conclusions and recommendations that may improve strategic planning for the law enforcement mission within the Coast Guard and can be applied to many organizations that face multiple missions in a complex environment, including the United States Naval Supply Systems Command.
