The result is a gripping narrative that reveals why the public's immense investment in research has been badly misspent, why scientists seldom collaborate and share their data, why new drugs are so expensive yet routinely fail, and why our best hope for progress-- brilliant young scientists-- are now abandoning the search for a cure.

Available in PDF, EPUB and Kindle. Book excerpt: "Costly Fix addresses core questions about the Alberta oil sands boom that started in the 1990s: Why did this flood of investment pour into the oil sands of northern Alberta? What role has government played with respect to the oil sands rush, and why? Who benefited and who or what has paid the costs of exploiting the oil sands? By analyzing the interest, ideas, and institutions involved in the oil sands boom, Ian Urquart charts its development from the beginning to the present. In this process, we learn about the state's role in making the oil sands profitable, the environmental dimensions of oil sands development, and First Nations' roles in both opposing and supporting the industry. The final chapter examines the extent to which Alberta's new NDP government, in its first eighteen months, altered the legacies they inherited from the Progressive Conservatives on royalties, tailings reservoirs, and climate change."--

Book excerpt: Effective protection of the marine and terrestrial environment increasingly requires cooperation between neighbouring States, international organizations, government entities and communities within States. This book analyses key aspects of transboundary environmental law and policy and their implementation in Asia, Australasia and Australian offshore territories, and surrounding areas beyond national jurisdiction including Antarctica. It discusses the potential for implementing key transboundary environmental mechanisms such as the 1991 Convention on Environmental Impact Assessment in a Transboundary Context (Espoo Convention) and its 1997 Protocol on Strategic Environmental Assessment (Kiev Protocol) in Australia and Asia drawing on experience from other regions and the potential application of these agreements to all UN member states. The book makes an innovative contribution to research in the area of transboundary environmental governance particularly as it applies to Asia, Australasia and international areas, supplementing similar research which has predominantly focused on Europe and North America.

Available in PDF, EPUB and Kindle. Book excerpt: Why is the search for democratic renewal so elusive? This book examines both the political and policy implications of efforts by the centre-left to transform democracy. This is a story not only about democratic change, but also the identity crisis of centre-left political parties. The book offers a fresh critique of the Big Society agenda, and analyses why both left and right are searching for democratic renewal. Drawing on high-profile interviews and examining an in-depth series of comparative cases, the book argues that the centre-left’s search for democratic renewal contains a range of policy and political aims, contradictions and tensions. It will be of interest to students, academics, researchers, interest groups and policy analysts interested in consultation, democratic renewal, labour politics, and Australian and British politics.

Book excerpt: Planning for a City of Culture gives us a new way to understand how cities use arts and culture in planning, fostering livable communities and creating economic development strategies to build their brand, attract residents and tourists, and distinguish themselves from other urban centers worldwide. Goldberg-Miller brings a new, fresh perspective to the study of creative cities by using policy theory as an underlying construct to understand what happened in Toronto and New York in the 2000s.

Book excerpt: The expansion of the European Union in 2004 has had significant consequences for both existing and new members of the Union. New member states are assimilating into a new institutional and policy framework, while the changing geography of Europe provides a different context for policy development in pre-2004 member states. One of the more important fields in which these changes are impacting is regional development. The admission of the new countries changes patterns of economic and social disparities across the territory of the European Union, which in turn demands that existing approaches to regional development are reconsidered. An approach which has proved to be one of the most innovative is spatial planning. This book brings together a team of academics and policy makers from across the new Europe involved in regional development and spatial planning. Providing insights into different approaches, it offers a valuable opportunity to compare experiences across European borders.

Book excerpt: While traditionally framed as a national and international problem, climate change is also an important local issue. For the past fifteen years, while nations have fought over the terms of emissions reductions and the Kyoto Protocol, local governments and communities have been enacting innovative measures that not only prevent emissions of significant quantities of greenhouse gases but also reduce air pollution, save money, and improve the overall quality of life. In the absence of a serious national policy that addresses global warming, these grassroots efforts can and have made a difference. Since 1993, when fourteen pioneering local governments first began to develop programs to reduce greenhouse gas emissions, a national and international movement has formed to fight global climate change through concerted local action. These communities are having a significant effect. A handful of jurisdictions in the United States are preventing over twenty million tons of CO2 from entering the atmosphere annually and have saved over four hundred million dollars in the process. These initiatives include greening the local building codes, creating commercial waste reduction programs, encouraging water conservation, promoting bicycling and fuel-efficient vehicles, upgrading city buildings, advocating for the use of biodiesel for municipal transportation, and designing innovative systems and policies for reduced paper use. Two in-depth case studies-- Fort Collins, Colorado, and Portland, Oregon--demonstrate how two cities have created and implemented climate-friendly and environmentally sound habitats. While most books on global warming focus on national and international implications and policy approaches or serve as guides to help individuals live in an ecologically sound manner, Linstroth and Bell provide a blueprint for local governments to follow. Combining an analysis of existing federal policy with examples of successful local policy, they provide practical examples of measures that can be implemented by communities and local governments across the United States.
