Available in PDF, EPUB and Kindle. Book excerpt: This book provides a systematic analysis of the establishment and decision-making processes concerning the institutional design of the East African Community (EAC) throughout the 1990s and discusses to what extent these were impacted and inspired by other regional organizations from Africa and Europe. Analysing the decision-making processes that led to the set-up of the EAC, the book explores the extent to which they were impacted by several other regional organizations, namely the Organization of African Unity (OAU), the Common Market for Eastern and Southern Africa (COMESA), the Southern African Development Community (SADC), the European Union (EU), and the first EAC. The findings indicate that the relevant east African state and non-state actors adopted substantial aspects from the first EAC, the EU, and the COMESA and adapted them to set up the current EAC. This book demonstrates that the perception of other regional organizations and their institutional design considerably effected the construction of the EAC; here, its own past provided crucial learning objectives, which challenges the notion of mimicry or replica regional organizations of the EU in the Global South. This work will be of particular interest to scholars and students of regional and international organizations, international relations, multilevel governance approaches as well as diffusion literature.

Available in PDF, EPUB and Kindle. Book excerpt: The East African Community (EAC) has been among the fastest growing regions in sub-Saharan Africa in the past decade or so. Nonetheless, the recent growth path will not be enough to achieve middle-income status and substantial poverty reduction by the end of the decade—the ambition of most countries in the region. This paper builds on methodologies established in the growth literature to identify a group of countries that achieved growth accelerations and sustained growth to use as benchmarks to evaluate the prospects, and potential constraints, for EAC countries to translate their recent growth upturn into sustained high growth. We find that EAC countries compare favorably to the group of sustained growth countries—macroeconomic and government stability, favorable business climate, and strong institutions—but important differences remain. EAC countries have a smaller share of exports, lower degree of financial deepening, lower levels of domestic savings, higher reliance on donor aid, and limited physical infrastructure and human capital. Policy choices to address some of these shortcomings could make a difference in whether the EAC follows the path of sustained growth or follows other countries where growth upturns later fizzled out.

Available in PDF, EPUB and Kindle. Book excerpt: Celebrated as a beacon of democracy and reconciliation, many people in South Africa continue to live in severe poverty, particularly in the Eastern Cape Province. Backed by the United Nations Development Programme, the Eastern Cape's provincial government consequently launched an historically ambitious programme – the Provincial Growth and Development Plan – aimed at tackling the province's poverty, unemployment and inequality over a ten-year period in a radical policy overhaul. Drawing on the author’s first-hand engagement with the planning process, Development Planning in South Africa is an empirically rich study that utilises a strategic-relational approach to explore the ways in which this unprecedented challenge was negotiated and eventually undermined by the South African state. The first work of its kind, the book provides an indispensable micro-level study with profound implications for how state power is understood to be organised and expressed in state policy. Relevant beyond South Africa to policy implementation in both developing and developed states globally, the book is essential reading for students and scholars of government studies, political economy, development, policy studies and social movements.

Book excerpt: There are fewer grounds today than in the past to deplore a North‑South divide in research and innovation. This is one of the key findings of the UNESCO Science Report: towards 2030. A large number of countries are now incorporating science, technology and innovation in their national development agenda, in order to make their economies less reliant on raw materials and more rooted in knowledge. Most research and development (R&D) is taking place in high-income countries, but innovation of some kind is now occurring across the full spectrum of income levels according to the first survey of manufacturing companies in 65 countries conducted by the UNESCO Institute for Statistics and summarized in this report. For many lower-income countries, sustainable development has become an integral part of their national development plans for the next 10–20 years. Among higher-income countries, a firm commitment to sustainable development is often coupled with the desire to maintain competitiveness in global markets that are increasingly leaning towards ‘green’ technologies. The quest for clean energy and greater energy efficiency now figures among the research priorities of numerous countries. Written by more than 50 experts who are each covering the country or region from which they hail, the UNESCO Science Report: towards 2030 provides more country-level information than ever before. The trends and developments in science, technology and innovation policy and governance between 2009 and mid-2015 described here provide essential baseline information on the concerns and priorities of countries that could orient the implementation and drive the assessment of the 2030 Agenda for Sustainable Development in the years to come.

Book excerpt: This study formulates conditions for sustainable impacts of inclusive and responsive governance through 'invited spaces' offered by the government and 'claimed spaces' created by the poor. The study questions how increased contributions to poverty reduction and improvement of quality of life for Nairobi citizens can be realised in an equitable and responsible way, while contributing to development of the city and country. To adequately address this two-sided objective of economic growth and poverty reduction in the contemporary context, the study analyses both processes and impacts; moreover it examines impacts in terms of quality of life as well as influence and political rights. The study explores the individually claimed spaces of households in Nairobi's slums, the collectively claimed spaces of hybrid mechanisms for access to peri-urban land and tenure, and the invited spaces of city-wide governance networks.

Book excerpt: As towns and cities expand at unprecedented rates, sustainable urban development is one of the most pressing challenges facing the international community in the 21st century. This publication examines the realities faced by urban populations around the world, focusing on the impact of globalisation and the way cities are governed and planned, on the make-up and density of their population, and on their cultures and economies. Issues considered include: the impact of globalisation on urban culture; urban renewal and cultural strategies; the concept of metropolitanization; socio-economic and cultural impacts of international migration; urban poverty and homelessness, social inequality and exclusion; urban governance, safety and crime trends; contemporary planning strategies and the role of civil society; progress towards attainment of the Millennium Development Goals targets for sanitation and housing. The report highlights the need for a new culture of planning to establish multicultural and inclusive cities, involving civil society as well as public authorities.

Book excerpt: Over the past decade, the field of urban tourism has consolidated with the appearance of several books that concentrate upon the Western European and North American experience. Recently, the scope and range of urban research has widened considerably, including the welcome appearance of studies that examine the tourism phenomenon in cities outside the Euro-American heartland. Despite this growing international body of debate and scholarship on tourism and cities, particularly in the developed North, literature that relates to the developing world as a whole, and to Africa in particular, remains sparse. The task of Urban Tourism in the Developing World: The South African Experience is to augment the current international scholarship concerning urban tourism in the developing world. More especially, the contributors draw attention to a range of case studies from South Africa that provide some starting points to address the uneven scholarly coverage of urban tourism the African context has received to date. In addition, the research material presented here seeks to contribute toward raising the South African, and indeed the African profile, within growing international scholarship concerning issues of urban tourism and development. This collection aims to expand an emerging South African and African tourism research "voice" concerning the tourism and development nexus, as well as to stem critiques that this body of research appears to have developed in a theoretical vacuum, divorced from broader international tourism research discourses. This collection of essays not only further develops an independent South African tourism perspective, but also presents research that is closely tied to international urban tourism research debates. In addition, this analysis of urban tourism in the South African context enriches the rather Western-oriented theories of urban tourism discourse through its emphasis on how urban tourism is evolving in urban Africa. Christian M. Rogerson is professor of human geography in the School of Geography, Archaeology and Environmental Studies, University of the Witwatersrand, Johannesburg, South Africa. Gustav Visser is senior lecturer in human geography in the Department of Geography, University of the Free State, Bloemfontein, South Africa.

Book excerpt: As globalization and market liberalization march forward unabated the global commons continue to be commodified and privatized at a rapid pace. In this global process, the ownership, sale and supply of water is increasingly a flashpoint for debates and conflict over privatization, and nowhere is the debate more advanced or acute than in Southern Africa. The Age of Commodity provides an overview of the debates over water in the region including a conceptual overview of water 'privatization', how it relates to human rights, macro-economic policy and GATS. The book then presents case studies of important water privatization initiatives in the region, drawing out crucial themes common to water privatization debates around the world including corruption, gender equity and donor conditionalities. This book is powerful and necessary reading in our new age of commodity.
