Book excerpt: Rekindling the critical analysis of the adoption of generic commercial (for-profit) management approaches in the non-profit context, Strategic Positioning in Voluntary and Charitable Organizations reveals that charities are positioning themselves in their evolving external environment in distinctive ways that are not adequately explained by existing positioning theories. Based on original research that examines, for the first time, the usefulness of contemporary theoretical perspectives and interpretations of strategic positioning derived from the existing literature in explaining the positioning activities of charitable organizations within the wider voluntary and non-profit sector. Using a three-stage approach, which involves an exploratory survey and multiple case studies, this book provides: • evidence showing the extent of strategic positioning, the components of a positioning strategy and the process of developing a positioning strategy in charitable organizations that are involved in the provision of public services, • analysis of the key factors that influence the choice of a positioning strategy in the charitable context, and the depiction of these factors in an original integrating model, and • an exploration into the extent to which existing strategy/marketing literature on positioning is applicable in the charitable context. By challenging the adoption of current perspectives on strategic positioning derived from commercial strategy and marketing management literatures into the non-profit and non-market contexts, the author develops a theoretical framework that accounts for the uniqueness of positioning strategy in the non-profit sector. This uniqueness is attributed to the difference in positioning goals, the process of developing a positioning strategy, and the influencing factors on the choice of a positioning strategy in charities compared to commercial organizations. The implications of the findings provide useful lessons for managers of voluntary and charitable organizations in planning and developing their positioning activities, and for other stakeholders, such as policy makers, funders, donors and industry bodies.

The use of vaccines to prevent infectious diseases has resulted in dramatic decreases in disease, disability, and death in the United States and around the world. The current political, economic, and social environment presents both opportunities for and challenges to strengthening the U.S. system for developing, manufacturing, regulating, distributing, funding, and administering safe and effective vaccines for all people. Priorities for the National Vaccine Plan examines the extraordinarily complex vaccine enterprise, from research and development of new vaccines to financing and reimbursement of immunization services. Priorities for the National Vaccine Plan examines the extraordinarily complex vaccine enterprise, from research and development of new vaccines to financing and reimbursement of immunization services. Available in PDF, EPUB and Kindle. Book excerpt: The book is based on practical experience gained during the planning and execution of e-governance projects in India coupled with extensive research based on six national/multi-state-level agriculture related projects. It assesses e-governance projects in terms of desired project outcomes and analyzes performance from the viewpoints of three key groups – planners, implementers and beneficiaries. It highlights six constructs: extent of planning, comprehensiveness of strategy formulation, effectiveness of strategy implementation, changing situation, stakeholder competence levels and flexibility of processes, which are applied to reveal shortfalls in the existing planning and implementation system for e-governance projects in India. It also identifies a set of significant strategic variables influencing performance based on three independent opinion surveys of stakeholders located across the country, and uses these variables as the basis of strategic gap analyses of some major ongoing agriculture related projects. Furthermore it presents lessons learned from cross-case quantitative and qualitative analyses in the form of a generalized strategic framework for improving performance. Offering an overview of major e-governance projects, it uses several illustrative examples to address the underlying issues and to support the study findings and recommendations. It also presents a novel approach of building strategic alliances across related departments to achieve effective e-governance. The book will be of interest to the practitioners in government as well corporates who are engaged in planning and implementation of e-governance projects spanning across various layers of government. In Indian context, the learning issues are likely to trigger appropriate corrective measures for generating better value from the several flagship projects envisaged under the Digital India Programme. Further, it will interest the academic audience working on the strategic framework and constituting constructs. It will also benefit business students and application software architectures who aspire for a consulting career in the area of e-governance.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides an overview of the major findings of the comparative research project, Changes in Networks, Higher Education and Knowledge Society (CINHEKS). The main aim of this international comparative research project is the analysis of how Higher education institutions are networked within distinct knowledge societies in two key regions of the world: Europe and the United States of America. This research project was carried out in four European countries (Finland, Germany, Portugal and the United Kingdom) and in two different states in the United States of America. In addition, during the course of the research, a team from the Russian Federation joined the CINHEKS study. The analysis is contextually grounded in a comparative policy analysis focused on the main developments and understandings of the ideas surrounding the term knowledge society, in all countries concerned. Empirical elaboration is established via a series of sequential studies, each building, incrementally, on the previous study. These studies include institutional profiles of higher education institutions, institutional case studies, and an international comparative survey that illuminates academics’ social networks. The research findings broaden our understanding of the differences and similarities in how higher education institutions and individual academics are networked within and between societies that understand themselves as knowledge societies. The book introduces a novel analytical synthesis, which asserts contemporary societies have evolved into Networked Knowledge Societies. Methodologically, the book both challenges and raises the bar for previous approaches in comparative higher education, in terms of research design, execution and lays the groundwork for a new generation of international comparative higher education research.

Available in PDF, EPUB and Kindle. Book excerpt: The volume of new municipal bond issues has increased dramatically over the past thirty years. This new book by Alan Steiss provides an essential and comprehensive guide to the various new fiduciary and fiscal instruments used in the capital budgeting and finance process in the public sector. Steiss convincingly argues that capital budgeting and debt administration, when pursued from a strategic planning perspective as opposed to the more conventional cost-based framework, provides a forward-looking alternative based on a jurisdiction's needs, its resource base, and growth potential. Strategic Facilities Planning illustrates how the allocation of fiscal resources to acquire or construct and maintain strategic facilities can serve as a primary instrument for the effectuation of long-range public policy objectives. This book will serve as an important reference or course text for students and a guide for practitioners in public and business administration and urban planning.

Book excerpt: The report reviews NASA's solid-earth science strategy, placing particular emphasis on observational strategies for measuring surface deformation, high-resolution topography, surface properties, and the variability of the earth's magnetic and gravity fields. The report found that NASA is uniquely positioned to implement these observational strategies and that a number of agency programs would benefit from the resulting data. In particular, the report strongly endorses the near-term launch of a satellite dedicated to L-band InSAR measurements of the land surface, which is a key component of the U.S. Geological Survey's hazards mitigation program and the multi-agency EarthScope program.
