Book excerpt: After a decade of sharp economic decline, Russia switched to an impressive period of economic growth. Yet the economic record is still mixed, and many key problems remain unresolved, both in the economic sphere and the political system. The focus is on economic dynamics in Russia, reasons for its hesitant opening up process as well as the special role of the natural resources sector which is expected to continue to grow. This analysis highlights the existing deficiencies of the Russian economic system and raises doubts about the sustainability of growth. Twin focus is on required reforms and endogenous forces that impair liberalizing trade and investment in an orderly way. Russian discussions on WTO and other international topics are reflected.

Book excerpt: World Development Report 1995: Workers in an Integrating World addresses labor and employment--issues that are important for South Asia. Expanding employment and increasing the remuneration of workers are essential to poverty alleviation, which is the primary objective of all countries in the region. This regional perspective examines ways in which workers in South Asia can benefit from greater integration of the global economy through improving their skills or cushioning their transition to new jobs. The paper emphasizes that governments need to develop a framework for labor policies that defines the rights of employers, workers, and labor unions and the framework for collective bargaining and settlement of disputes. Liberalization will lead to market-based development, which is the best way to raise workers' living standards--it encourages firms and workers to invest in physical capital, new technologies, and skills.

Available in PDF, EPUB and Kindle. Book excerpt: Public debate about energy relations between the EU and Russia is distorted. These distortions present considerable obstacles to the development of true partnership. At the core of the conflict is a struggle for resource rents between energy producing, energy consuming and transit countries. Supposed secondary aspects, however, are also of great importance. They comprise of geopolitics, market access, economic development and state sovereignty. The European Union, having engaged in energy market liberalisation, faces a widening gap between declining domestic resources and continuously growing energy demand. Diverse interests inside the EU prevent the definition of a coherent and respected energy policy. Russia, for its part, is no longer willing to subsidise its neighbouring economies by cheap energy exports. The Russian government engages in assertive policies pursuing Russian interests. In so far, it opts for a different globalisation approach, refusing the role of mere energy exporter. In view of the intensifying struggle for global resources, Russia, with its large energy potential, appears to be a very favourable option for European energy supplies, if not the best one. However, several outcomes of the strategic game between the two partners can be imagined. Engaging in non-cooperative strategies will in the end leave all stakeholders worse-off. The European Union should therefore concentrate on securing its partnership with Russia instead of damaging it. Stable cooperation would need the acceptance that the partner may pursue his own goals, which might be different from one’s own interests. The question is, how can a sustainable compromise be found? This thesis finds that a mix of continued dialogue, a tit for tat approach bolstered by an international institutional framework and increased integration efforts appears as a preferable solution.

Book excerpt: This paper examines the level and structure of fiscal revenues from the Baltics, Russia, and other former Soviet Union countries’ (BRO) energy sector and suggests reforms in energy tax policy. Revenues from the oil and gas sectors are about half the level that might be expected from international comparisons. Low oil revenues result from infrastructure constraints on oil exports, weak tax administration, and inappropriate tax structures. Low gas revenues are due to low statutory tax rates, a tax structure that does not capture monopoly or resource rents, and weak tax administration. Taxation of oil products could be increased.

Book excerpt: Energy has become a major element to Russia's attempts, under Putin, to restore its influence over former Soviet territories and reaffirm itself as the dominant regional power. This book investigates how Russia has manipulated the energy of its neighbours on Russian energy supplies to achieve its foreign policy goals, focusing in particular on relations with Ukraine. This book, based on a multitude of primary Ukrainian and Russian primary sources until now not brought to the attention of Western readers, examines important events such as Russia's January 2006 suspension of gas supplies to Ukraine, and the implications for Ukraine's 'Orange Revolution', other post-Soviet states and Western Europe. However, it goes further in showing how domestic political conditions in non-Russian states may facilitate Russia's use of energy as a foreign policy weapon, investigating the local groups that often receive significant profits from allowing Russia to control energy markets and energy transit possibilities. With European countries becoming more dependent upon Russian energy, this book will be of interest not only to Russian Studies and Eastern European Studies experts, but to scholars of international relations and European politics.

These countries have a long tradition of managing natural resources. Many of the applications are therefore founded on such examples. The book contents are based on a workshop that took place during May 15–16, 2008 in Bergen, Norway. The aim of the workshop was to create a meeting place for researchers who are active in the area of Energy, Natural Resource, and En- ronmentalEconomics, andat the same time celebrate ProfessorKurtJorns ̈ ten’s60th birthday. Thebookis dividedintofourparts. The rst part considerspetroleumandnatural gas applications, taking up topics ranging from the management of incomes and reserves to market modeling and value chain optimization. The second and most extensive part studies applications from electricity markets, including analyses of market prices, risk management, various optimization problems, electricity market design, and regulation. The third part describes different applications in logistics and management of natural resources. Finally, the fourth part covers more general problems and methods arising within the area.

Available in PDF, EPUB and Kindle. Book excerpt: Ukraine is without doubt geographically a part of Europe. And yet, the integration process into international and European structures, which Ukraine has consistently pursued since its independence in 1991, is not firmly anchored in the perceptions of either Ukrainians or most international observers. To many Ukrainians the road to Europe is synonymous with membership in the EU or at least with a treaty of association. To travel this road, however, Ukraine will have to first mobilise its economic potential by accelerating and intensifying the process of transformation and by opening its economy. In this volume the authors - German advisors to the Ukrainian Government, researchers and politicians from neighbouring countries and representatives of European institutions - provide proposals for the reform of the Ukrainian economy that will help it move closer to Europe. Europe is many things - certainly more than the EU, and certainly Ukraine is part of it.
