Book excerpt: This book examines the need to bridge strategic intelligence and community collaboration. It explores intelligence collection, analysis, and operations as they relate to conflicts that can be solved through community collaboration. Its argument sits at the nexus of intelligence collection, operations and academic research, supporting the use of analytical frameworks, process theories, critical thinking, and pragmatic approaches in intelligence data analysis to provide a seamless end-product for effective decision making by policy makers, business, and military strategists. The book insists that public opinion matters, in the sense that leaders must shape it using collected intelligence and not wait for things to just happen. For any intelligence–community collaboration to succeed, intelligence agencies must succeed in framing and setting public opinion. The book also sheds light on competitive intelligence, arguing that turbulent times and threatening environments necessitate that corporate organizations engage in competitive intelligence the same way security organizations and agencies constantly shift and change paradigms. They must be innovative, create new labor practices, and use self-motivating management approaches and dynamic imaginative models to invent new strategic intelligence tactics and resolutions for optimal performance and productivity.

Book excerpt: While several fine texts on intelligence have been published over the past decade, there is no complementary set of volumes that addresses the subject in a comprehensive manner for the general reader. This major set explains how the sixteen major U.S. intelligence agencies operate, how they collect information from around the world, the problems they face in providing further insight into this raw information through the techniques of analysis, and the difficulties that accompany the dissemination of intelligence to policymakers in a timely manner. Further, in a democracy it is important to have accountability over secret agencies and to consider some ethical benchmarks in carrying out clandestine operations. In addition to intelligence collection and analysis and the subject of intelligence accountability, this set addresses the challenges of counterintelligence and counterterrorism, as well covert action. Further, it provides comparisons regarding the various approaches to intelligence adopted by other nations around the world. Its five volumes underscore the history, the politics, and the policies needed for a solid comprehension of how the U.S. intelligence community functions in the modern age of globalization, characterized by a rapid flow of information across national boundaries.

Book excerpt: "The ongoing COVID-19 pandemic marks the most significant, singular global disruption since World War II, with health, economic, political, and security implications that will ripple for years to come." -Global Trends 2040 (2021) Global Trends 2040-A More Contested World (2021), released by the US National Intelligence Council, is the latest report in its series of reports starting in 1997 about megatrends and the world's future. This report, strongly influenced by the COVID-19 pandemic, paints a bleak picture of the future and describes a contested, fragmented and turbulent world. It specifically discusses the four main trends that will shape tomorrow's world: - Demographics-by 2040, 1.4 billion people will be added mostly in Africa and South Asia. - Economics-increased government debt and concentrated economic power will escalate problems for the poor and middleclass. - Climate-a hotter world will increase water, food, and health insecurity. - Technology-the emergence of new technologies could both solve and cause problems for human life. Students of trends, policymakers, entrepreneurs, academics, journalists and anyone eager for a glimpse into the next decades, will find this report, with colored graphs, essential reading.

Book excerpt: A highly valuable resource for students of intelligence studies, strategy and security, and foreign policy, this volume provides readers with an accessible and comprehensive exploration of U.S. espionage activities that addresses both the practical and ethical implications that attend the art and science of spying. Essentials of Strategic Intelligence investigates a subject unknown to or misunderstood by most American citizens: how U.S. foreign and security policy is derived from the information collection operations and data analysis by the sixteen major U.S. intelligence agencies. The essays in this work draw back the curtain on the hidden side of America's government, explaining the roles of various intelligence missions, justifying the existence of U.S. intelligence agencies, and addressing the complex moral questions that arise in the conduct of secret operations. After an introductory overview, the book presents accessibly written essays on the key topics: intelligence collection-and-analysis, counterintelligence, covert action, and intelligence accountability. Readers will understand how intelligence directly informs policymakers and why democracies need secret agencies; learn how the CIA has become deeply involved in the war-like assassination operations that target suspected foreign terrorists, even some individuals who are American citizens; and appreciate how the existence of—and our reliance on—these intelligence agencies poses challenges for democratic governance.

Book excerpt: Intelligence is critical to ensuring national security, especially with asymmetric threats making up most of the new challenges. Knowledge, rather than power, is the only weapon that can prevail in a complex and uncertain environment awash with asymmetric threats, some known, many currently unknown. This book shows how such a changing national security environment has had profound implications for the strategic intelligence requirements of states in the 21st century. The book shows up the fallacy underlying the age-old assumption that intelligence agencies must do a better job of connecting the dots and avoiding future failures. It argues that this cannot and will not happen for a variety of reasons. Instead of seeking to predict discrete future events, the strategic intelligence community must focus rather on risk-based anticipatory warnings concerning the nature and impact of a range of potential threats. In this respect, the book argues for a full and creative exploitation of technology to support ? but not supplant ? the work of the strategic intelligence community, and illustrates this ideal with reference to Singapore's path-breaking Risk Assessment and Horizon Scanning (RAHS) program.

The authors have - across a range of areas of interest -identified some of the practices that work best "to bring about" good intelligence. The focus is on analysis rather than operations and includes pieces from currently serving professionals in the armed forces, CIA, and NSA. Editor Dr. Russell G. Swenson directed the Center for Strategic Intelligence Research at the Joint Military Intelligence College when this book was published by the Joint Military Intelligence College.

Book excerpt: U.S. intelligence relations with foreign counterparts offer a number of benefits: indications and warning of an attack, expanded geographic coverage, corroboration of national sources, accelerated access to a contingency area, and a diplomatic backchannel. They also present risks of compromise due to poor security, espionage, geopolitical turmoil, manipulation to influence policy, incomplete vetting of foreign sources, over-reliance on a foreign partner's intelligence capabilities, and concern over a partner's potentially illegal or unethical tradecraft. Because intelligence failures involving a foreign partner sometimes become public, the risks to the IC of cooperating with a foreign intelligence service are more easily understood. Nevertheless, the persistent cultivation of intelligence relations with foreign partners suggests that the IC remains confident that the benefits outweigh the risks. These benefits are not always widely recognized due to their sensitivity and the potential for compromising the scope and details of what amounts to intelligence collection. The best known of these intelligence relationships are the decades-long ties to America's closest allies, who have shared history, values, and similar perspectives on national security threats. Such ties are often one component of a broader security cooperation arrangement. Less well known are liaison relationships with U.S. adversaries over a particular issue of mutual concern, or relations with non-state foreign intelligence organizations such as Kurdish groups. Regardless of the partner, the U.S. Intelligence Community's aim is to enhance national intelligence resources and capabilities and to further U.S. national security by better understanding the threat environment and thereby enabling informed strategic planning, better policy decisions, and successful military operations. Thus, U.S. foreign intelligence relationships can be an overlooked component of public discussion of various aspects of international cooperation. Foreign intelligence agencies with ties to U.S. intelligence have often escaped the reach of congressional oversight. Yet Congress, at various times, has been interested in both the benefits and the risks of foreign intelligence relationships to U.S. national security. While sometimes extolling the value intelligence foreign partners can provide, Congress has also been critical of occasions when the IC has become too dependent on such partners at the expense of IC investment in its own intelligence capabilities. Congress has also been concerned with the IC's ability to independently assess the credibility of foreign intelligence sources, as well as the vulnerability of a foreign intelligence partner's telecommunications infrastructure to compromise by a hostile foreign intelligence service. Of particular sensitivity to Congress has been the poor record of human rights by certain foreign intelligence agencies and the potential for foreign intelligence partners to collect and share with the United States information on U.S. persons.
