Available in PDF, EPUB and Kindle. Book excerpt: This unique analysis of Soviet and Russian defense affairs provides an authoritative and thoroughly documented assessment from a former Soviet foreign policy insider. As an active and informed participant, Sokov's discussion of the evolution of the Soviet and Russian strategic posture offers fascinating and illuminating firsthand insights into Soviet weapons systems, elite decisionmaking, and bureaucratic politics during both the Soviet and Russian periods. The book thus casts light not merely on the development of the Soviet ICBM and SLBM programs, but on a much broader spectrum of issues linked to Soviet and Russian security policy formulation. With its combination of informed analysis and use of new documentation, this work will be invaluable for all concerned with U.S.-Russian strategic relations.

Book excerpt: China’s emergence as a global economic superpower, and as a major regional military power in Asia and the Pacific, has had a major impact on its relations with the United States and its neighbors. China was the driving factor in the new strategy the United States announced in 2012 that called for a “rebalance” of U.S. forces to the Asia-Pacific region. At the same time, China’s actions on its borders, in the East China Sea, and in the South China Sea have shown that it is steadily expanding its geopolitical role in the Pacific and having a steadily increasing impact on the strategy and military developments in other Asian powers.

Book Synopsis Modernizing U.S. Strategic Offensive Forces: The Administration's Program and Alternatives by :
Download or read book Modernizing U.S. Strategic Offensive Forces: The Administration's Program and Alternatives written by and published by . This book was released on 1983 with total page 146 pages. Available in PDF, EPUB and Kindle. Book excerpt: In October 1981, the Administration announced its plan to modernize all parts of the U.S. strategic deterrent. Representing the most comprehensive and far-reaching such effort in the past 20 years, the plan would expand and upgrade the triad of strategic "offensive" forces: land-based and sea-based intercontinental ballistic missiles plus long-range bombers. It would also improve the triad's communications and control systems, and strengthen U.S. defenses against attack by Soviet bombers. U.S. strategic forces are primarily intended to deter the Soviet Union from initiating a nuclear war. To do so, they must be able to survive a Soviet nuclear strike and retaliate in an appropriate and timely manner. In recent years, the Soviets have expanded and improved their strategic forces. The Administration apparently believes that in response the United States must increase not only the numbers of its forces and their chance of surviving a Soviet strike, but also their destructive capability, endurance, and responsiveness. The broad scope of the buildup and the relative share of the nation's resources to be devoted to defense in general has sparked debate, as has the high cost of individual weapons systems. Most recently, debate has centered on the Administration's proposal to deploy the MX missile. This study assesses the scope and costs of the Administration's planned modernization, taking into consideration the effects that arms control agreements could have on it. The study also considers proposals to modify the Administration's program by (1) dropping the MX missile, (2) focusing modernization efforts on submarine-based missiles rather than land-based missiles, or (3) terminating the B-1B bomber program in favor of improving existing bomber capability.

Book Synopsis The Army Modernization Imperative by : Andrew Hunter
Download or read book The Army Modernization Imperative written by Andrew Hunter and published by Rowman & Littlefield. This book was released on 2017-06-16 with total page 77 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Army currently faces a difficult truth: without changes to its modernization strategy, the Army risks losing qualitative tactical overmatch. A lost procurement decade and recent, significant modernization funding declines have resulted in an Army inventory that remains heavily leveraged on the “Big Five” programs, originally procured in the 1970s and 1980s. Meanwhile, technology proliferation has made potential state and nonstate adversaries increasingly capable; shrinking the U.S. overmatch advantage and in some cases surpassing it. While current and projected future Army modernization funding is below historical averages, necessitating increased modernization funding to ensure continued U.S. qualitative tactical overmatch, the Army’s modernization problem cannot be fixed only by increasing modernization funding. Additional funds also need to be accompanied by an updated Army modernization strategy that presents a compelling case for modernization funding and sets clear priorities for fulfilling future operational requirements.

Book Synopsis Nuclear Modernization in the 21st Century by : Aiden Warren
Download or read book Nuclear Modernization in the 21st Century written by Aiden Warren and published by Routledge. This book was released on 2020-02-17 with total page 185 pages. Available in PDF, EPUB and Kindle. Book excerpt: This collection examines the extent to which nuclear weapons modernization has become a significant point of concern and consideration in international security. Recent statements and substantial investments by nuclear weapon possessor states in the upkeep and modernization of their nuclear postures – particularly the United States, Russia and China – illustrate a return of primacy and the salience of nuclear forces in international politics. The upgrading of systems, the introduction of new capabilities, the intermingling of new technologies, and the advancement of new strategic models, are all indicative of their elevation in importance and reliance. With contributions from leading thinkers in the nuclear weapons domain, this book elucidates the global strategic and policy implications such modernization efforts by the above-mentioned states will have on international security. In unpacking and conceptualizing this developing source of potential (in)security and tension, the collection not only provides a technical context, but also frames the likely effects modernization could have on the relations between these nuclear weapon powers and the larger impact upon efforts to curb nuclear weapons – both in terms of horizontal and vertical proliferation. The chapters have been arranged so as to inform a variety of stakeholders, from academics to policy-makers, by connecting analytical and normative insights, and thereby, advancing debates pertaining to where nuclear modernization sits as a point of global security consternation in the 21st century.
