Book excerpt: This Greater Mekong Subregion (GMS) Urban Development Strategic Framework, 2015-2022 sets out a broad framework to encourage and facilitate a coordinated approach to the development of urban areas throughout the GMS. The framework includes three pillars: (i) planning and development of key urban areas, (ii) planning and development of border areas, and (iii) capacity development in urban planning and management. Underlying these are four crosscutting themes---green development and climate change resilience, disaster risk management, inclusive development, and competitiveness. The GMS Urban Development Strategic Framework also provides the context for ongoing and planned projects in the six GMS member countries.

Book excerpt: The Greater Mekong Subregion (GMS) Economic Cooperation Program will begin its third decade in 2012. Since its inception, the program has achieved noteworthy successes in fostering cooperation in a region that, at the commencement of the program, was emerging from a period of prolonged conflict. The program has built a reputation as a flexible, results-oriented, project-delivering vehicle for promoting regional cooperation and contributing to economic growth and poverty reduction as well as to the provision of regional public goods. Increased recognition of the benefits of regional cooperation is manifested in the evolution of regionalism both in Asia and more broadly. New institutions have emerged while others have become more vigorous. Within this context of evolving regionalism, the GMS Program remains highly relevant. The start of a new decade is an opportune time for the GMS Program to assess its achievements and develop this new strategic framework for 2012–2022. The new strategic framework builds on the substantial progress the program has made and the likely global and regional trends. It also builds on the commitment that member countries have made in their national development plans to the promotion of regional integration, and will guide the efforts of member countries to steer the program during the new decade to the next level in terms of results.

Book excerpt: This new strategy for transport development in the Greater Mekong Subregion (GMS) consists of a strategic framework covering 2018–2030 and a set of performance indicators initially covering 2018–2022. It is mainly a strategic document providing a common framework for GMS cooperation in the transport sector. Cooperation in the transport sector has been at the core of the GMS Economic Cooperation Program since its inception in 1992. The main thrust of the program was eliminating the barriers to cooperation, and the significant lack of connectivity was a critical constraint on economic relations among the GMS countries.

Book excerpt: The large market size and abundant resources of the Greater Mekong Subregion (GMS), including a large, motivated and cheap workforce, a rich agricultural base, extensive timber and fisheries resources, considerable potential mineral resources, and vast energy resources have seen the subregion increasingly recognized as a new frontier of Southeast Asian economic strength. This book aims to assess the recent economic, social and political developments in the GMS and identify emerging opportunities and challenges facing the successful transition towards a market-driven economy. The countries of the GMS are at a critical juncture where subregional efforts and cooperation must be made to fully address the rapidly evolving issues that are vital to appropriate policy formation, yet which remain widely debatable. The deliberations here shed light on the development stages and offer policy recommendations for pushing forward subregional cooperation.

Book excerpt: The East–West Economic Corridor (EWEC) was launched in 1998 as a flagship initiative of the Greater Mekong Subregion. EWEC has since achieved many of its infrastructure targets and must now be transformed from a transport corridor into an economic corridor. This report reviews and updates the Pre-Investment Study for EWEC conducted in 2001. It consolidates the interests and concerns of stakeholders into a revised and updated strategy and action plan to provide a vision and framework, improve coordination, and assist in mobilizing resources for EWEC development. Preparation of this revised and updated strategy and action plan for EWEC involved a series of consultations with government officials of EWEC countries and representatives of the private sector, nongovernment organizations, and development partners. These consultations culminated in a regional workshop held on 24 April 2009 in Khon Kaen, Thailand. The revised and updated strategy and action plan for EWEC was endorsed at the 15th GMS Ministerial Conference held in Cha-am, Petchburi Province, Thailand on 17–19 June 2009.

Book excerpt: In A Procedural Framework for Transboundary Water Management in the Mekong River Basin: Shared Mekong for a Common Future, Qi Gao explores procedural implications of integrated water resources management and its application in the Mekong River Basin. As a problem-based study, enlightening conclusions are made based on the increasingly polycentric nature of transboundary cooperation in the Mekong region. The procedural requirements in the Mekong context, both the ideal and practical scenarios are considered, combined with selected case studies. Qi Gao convincingly asserts the necessity to enhance decision-making processes and suggests procedural legal mechanisms to institutionalize sustainability concepts in transboundary cooperation.

Book excerpt: The North–South Economic Corridor (NSEC), one of the priority economic corridors under the Greater Mekong Subregion (GMS) Economic Cooperation Program, was designated as a GMS flagship initiative in 2002. Efforts have been taken since then to develop NSEC but these were pursued mainly on a project-by-project basis. Consultations in NSEC countries were started in the last quarter of 2007 to initiate a holistic approach to the development of NSEC. The strategy and action plan for NSEC is the product of these and subsequent consultations with government officials, representatives of the private sector, and other stakeholders in these countries. Besides providing a vision and framework for developing NSEC, this strategy and action plan is aimed at improving coordination, ensuring effective implementation, and helping the mobilization of resources and the broadening of support for NSEC development. The strategy and action plan for NSEC was endorsed at the 15th GMS Ministerial Conference held in Cha-am, Petchburi Province, Thailand on 17–19 June 2009.

Book excerpt: Urban populations are projected to increase from 54% to 66% of the global population by 2050, with close to 90% of the increase concentrated in Asia and Africa. Cities and towns---a growing source of greenhouse gas emissions---will need to address challenges posed by climate change. A nature-based approach in identifying climate change vulnerabilities and developing relevant adaptation options was conducted in three towns of the Greater Mekong Subregion. Working with local governments, nongovernment organizations, women's groups, and professional associations, town-wide adaptation measures were defined by overlaying climate change projections on town plans and zoning schemes for strategic infrastructure. This publication captures valuable experience and lessons from the project.

Available in PDF, EPUB and Kindle. Book excerpt: As they provide a negotiating space for a diversity of interests, Multi-Stakeholder Platforms (MSPs) are an increasingly popular mode of involving civil society in resource management decisions. This book focuses on water management to take a positive, if critical, look at this phenomenon. Illustrated by a wide geographical range of case studies from both developed and developing worlds, it recognizes that MSPs will neither automatically break down divides nor bring actors to the table on an equal footing, and argues that MSPs may in some cases do more harm than good. The volume then examines how MSPs can make a difference and how they might successfully co-opt the public, private and civil-society sectors. The book highlights the particular difficulties of MSPs when dealing with integrated water management programmes, explaining how MSPs are most successful at a less complex and more local level. It finally questions whether MSPs are - or can be - sustainable, and puts forward suggestions for improving their durability.
