While there has been a lively discussion about ‘new German foreign policy’, this book argues that it has not engaged substantially with international and foreign policy theory, especially with respect to its more recent developments. Reviewing the recent literature on German foreign policy, this book posits that the most discussed works are still largely provided by the ‘Altmeister’ (Maull, Szabo, Bulmer and Paterson) who were already dominating the field a quarter of a century ago. While there is a general decline in the academic study of German foreign policy, the chapters in this edited volume show that a range of novel, theoretically sophisticated but often disconnected scholarship has appeared on the margins. This book contributes to this emerging work by providing conceptual interrogations, which question the existing research and provide theoretically-grounded alternatives; initiating critical discussions and evaluations of the nature of Germany’s actorness and the environment in which it operates and proposing applications of less familiar perspectives on German foreign policy. The responses of democratic states throughout the world to the September 2001 terrorist attacks have varied greatly. It seeks to explain differences in the security policies and practices of Australia, Canada, France, Germany and the UK regarding the war in Afghanistan, domestic counterterrorism measures and the Iraq War. To this end, the book combines the concepts of strategic culture and securitisation into a theoretical model that disentangles the individual structural and agential causes of the use of force by the state and sequentially analyses the impact of each causal component on the other. It argues that the norms of a strategic culture shape securitisation processes of different expressions, which then bring about distinct modes of the use of force in individual security policy decisions. While governments can also deviate from the constraints of a strategic culture, this is likely to encounter a strong reaction from large parts of the population which in turn can lead to a long-term change in strategic culture. The European defence market is characterised by a mixture of inter-state competition and European cooperation, and this work assesses why countries sometimes decide to cooperate with their partners, while in other instances they refrain from doing so. In order to shed light on this empirical puzzle, the book focuses on state-defence industry relations in the four major European arms producers: France, Germany, Italy and the UK. The main argument is that the public or private governance of industrial suppliers and market size are the two decisive variables that explain the simultaneous presence of cooperation and competition in European defence procurement. Specifically, it argues that in public governance ecosystems, arms industries are able to "capture" the state's decision-making processes to their own advantage. In private governance ecosystems, the state is relatively autonomous from defence industry's influence and able to pursue larger macro-economic and military benefits. Moreover, the strategy pursued by governments and defence firms is decisively shaped by market size because of its importance in determining the relative costs and benefits of collaborative arrangements.
