Available in PDF, EPUB and Kindle. Book excerpt: For U.S. defense planners, these are the best of times and the worst of times. On the one hand, with the collapse of our erstwhile Cold War adversary, basic questions of national security strategy are once again in play. In light of this change, there has never been greater scope for reviewing U.S. national objectives and threats to them, creatively weighing these against resources available, and crafting a strategy suitable to new and emerging conditions. At the same time, extraordinary developments emerging from the technology base are opening up possibilities for radically new ways of conducting military operations. Taken together, these trends should spark a wide-ranging set of debates about the best way for this nation to go about protecting and advancing its interests in the future, the roles that military power should play in U.S. national security strategy, and the appropriate size and mix of U.S. military forces. Yet, to date, these debates have seemed constricted, if not stillborn. Perhaps one reason for this is that Americans have not yet embraced a broad set of guiding objectives for U.S. foreign policy and security strategy. Too, the shrinking of the defense budget poses a seemingly endless set of management challenges as we try to downsize the defense establishment without severely disrupting the activities of commanders and forces in the field. Resource constraints have also heightened sensitivities, so that at the level of military force structure and program analysis, it is difficult to escape the feeling that every position is evaluated first through the lens of Service parochialism.

Available in PDF, EPUB and Kindle. Book excerpt: Change--in international relations, in technology, and in society as a whole--has become the idiom of our age. One example of these changes has been an increasing recognition of the value of air and space assets for handling nearly every contingency from disaster relief to war and, onsequently, increasing demand for such assets. These developments have created both challenges and opportunities for the U.S. Air Force. This, the fourth volume in the Strategic Appraisal series, draws on the expertise of researchers from across RAND to explore both the challenges and opportunities that the U.S. Air Force faces as it strives to support the nation's interests in a challenging technological and security environment.Contributors examine the changing roles of air and space forces in U.S.national security strategy, the implications of new systems and technologiesfor military operations, and the role of nuclear weapons in U.S. securitystrategy. Contributors also discuss the status of major modernizationefforts within the Air Force, and the bill of health of the Air Force, asmeasured by its readiness to undertake its missions both today and in thefuture.

It provides theory and framework for considering and formulating all state strategy. It is an examination of theory, exploring those aspects of strategy that appear to have a universal application. With the proper environmental assessment and appraisal, it argues key strategic factors can be identified and strategy appropriately formulated in rational expression of ends, ways, and means. This book also demonstrates how to develop and clearly articulate the objectives, concepts, and resources in strategy, as well as how to avoid common errors and pitfalls in strategy formulation. It offers practical tests for determining the validity of a particular strategy and ways in which to articulate risk.

Book excerpt: Strategy and Defence Planning: Meeting the Challenge of Uncertainty explores and examines why and how security communities prepare purposefully for their future defence. The author explains that defence planning is the product of interplay among political process, historical experience, and the logic of strategy. The theory of strategy best reveals both the nature and the working of defence planning. Political 'ends', strategic 'ways', and military 'means' all fed by reigning, if not always recognized, assumptions, organize the subject well with a template that can serve any time, place, and circumstance. The book is designed to help understanding of what can appear to be a forbiddingly complex as well as technical subject. A good part of the problem for officials charged with defence planning duties is expressed in the second part of the book's title. The real difficulty, which rarely is admitted by those tasked with defence planning duty, is that defence planning can only be guesswork. But, because defence preparation is always expensive, not untypically is politically unpopular, yet obviously can be supremely important, claims to knowledge about the truly unknowable persist. In truth, we cannot do defence planning competently, because our ignorance of the future precludes understanding of what our society will be shown by future events to need. The challenge faced by the author was to identify ways in which our problems with the inability to know the future in any detail in advance-the laws of nature, in other words-may best be met and mitigated. Professor Gray argues that our understanding of human nature, of politics, and of strategic history, does allow us to make prudent choices in defence planning that hopefully will prove 'good enough'.

Available in PDF, EPUB and Kindle. Book excerpt: How can countries decide what kind of military forces they need, if threats are uncertain and history is full of strategic surprises? This is a question that is more pertinent than ever, as countries across the Asia-Pacific are faced with the military and economic rise of China. Uncertainty is inherent in defence planning, but different types of uncertainty mean that countries need to approach decisions about military force structure in different ways. This book examines four different basic frameworks for defence planning, and demonstrates how states can make decisions coherently about the structure and posture of their defence forces despite strategic uncertainty. It draws on case studies from the United States, Australian and New Zealand, each of which developed key concepts for their particular circumstances and risk perception in Asia. Success as well as failure in developing coherent defence planning frameworks holds lessons for the United States and other countries as they consider how best to structure their military forces for the uncertain challenges of the future.

Book excerpt: The analysts at the Strategic Studies Institute (SSI) assess the strategic equation. They address those issues and factors that will affect U.S. national security strategy over the next 12-18 months. The strategic context in 1997 will be similar to that of 1996 In that it remains complex and uncertain. This year, the way the analysts assess the world of the 21st century is even more important because the Army, along with the other services, are engaged in the congressionally-mandated Quadrennial Defense Review (QDR). These conceptions of the future have implications not orly for Force XXI and Army XXI, but also for the kind of Army that will serve the nation when Army XXI systems near obsolescence in 15-20 years. Getting the strategic context about right is important because the Army After Next, although hIghly capable, will also be small by comparison to those forces of only a few years past. Furthermore, decisions made in 1997 as to weapons development and force structure will be evident in the Army of 2010-2015.

Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Army has moved along the path of preparing for the 21st century. This process began with the conceptual examinations and assessments carried out under the "Louisiana Maneuvers" and the Army's Battle Labs, and matured through the Force XXI process. The Army recently completed its first series of Advanced Warfighting Experiments that will shape the redesign and restructure of the future force, Army XXI, for the early years of the new millennium. While the broad outlines of Army XXI have been sketched out, many of the details remain to be filled in. Undoubtedly, these efforts will be influenced by the recent reports of the Quadrennial Defense Review (May 1997) and the National Defense Panel (December 1997). Indeed, debates over details of the force structure and the ultimate size of the Army are not likely to abate any time soon. To assist in the further conceptual development, Dr. William T. Johnsen places Army XXI in a broad strategic context. He briefly examines the anticipated international security environment and the roles that the U.S. Armed Forces and the Army can be expected to perform. He then assesses a wide range of general factors that will influence the capabilities needed to carry out the anticipated roles. Finally, he examines general and specific criteria that can be used to determine the appropriate size of Army XXI.

As an active and informed participant, Sokov's discussion of the evolution of the Soviet and Russian strategic posture offers fascinating and illuminating firsthand insights into Soviet weapons systems, elite decisionmaking, and bureaucratic politics during both the Soviet and Russian periods. The book thus casts light not merely on the development of the Soviet ICBM and SLBM programs, but on a much broader spectrum of issues linked to Soviet and Russian security policy formulation. With its combination of informed analysis and use of new documentation, this work will be invaluable for all concerned with U.S.-Russian strategic relations.

Book excerpt: This report provides three policy recommendations, based on the overarching theme of more closely integrating DoD with industry. The Sub-Panel believes that improved integration with industry is the critical element that will enable the acquisition system to perform better, faster, and cheaper in support of the warfighter. The recommended policy initiatives are that DoD should: 1. Restructure its Research, Development, Test, and Evaluation (RDT & E) organizations and associated workforce to enable the Department to make better use of the capabilities of industry and other government agencies, to concentrate in-house capabilities in areas where there is no external capability, and to eliminate duplicative capabilities. 2 Expand the use of price-based forms of contracting to reduce the cost of doing business with Department of Defense (DoD) for existing Defense contractors and to give DoD access the segments of industry that currently choose not to do business with the Department because of the costs and complexities associated with cost-based contracts. 3. Expand the oursourcing of sustainment activities to eliminate duplicative capabilities between DoD and industry, to enable the Department to capitalize on industry's advancements in applying technology to these functions, and to provide better support to the user.

It now deals with issues affecting all nations and not just the super powers. A new framework for approaching non-proliferation of weapons of mass destruction and arms control could focus on a two-fold policy initiative. The first policy would be a new strategic "triad" built around conventional capability including rapidly deployable forces, regional ballistic missile defense, and long-range precision-strike capability. The second policy would employ an information strategy using the current diplomatic initiatives that appear to be the most productive, or unilateral and multilateral export controls, military assistance in the form of infrastructure, and confidence building measures. Continued success in arms control requires abandoning Cold War policies. Emerging policies will need to appreciate different world views. Good intelligence will be a key factor in the success of any policy orientation and its implementation. The focus needs to change from arms control involving the superpowers to arms control involving everyone.

Available in PDF, EPUB and Kindle. Book excerpt: For more than 3 decades, the U.S. Army War College (USAWC) Department of National Security and Strategy has faced the challenge of educating future strategic leaders on the subject of national security, or grand strategy. Fitting at the top of an officer's or government official's career-long professional development program, this challenge has been to design a course on strategy that incorporates its many facets in a short period of time, all within the 1-year, senior service college curriculum. To do this, a conceptual approach has provided the framework to think about strategy formulation. The purpose of this volume is to present the USAWC strategy formulation model to students and practitioners. This book serves as a guide to one method for the formulation, analysis, and study of strategy--an approach which we have found to be useful in providing generations of strategists with the conceptual tools to think systematically, strategically, critically, creatively, and big. Balancing what is described in the chapters as ends, ways, and means remains at the core of the Army War College's approach to national security and military strategy and strategy formulation.
