The Universe Unraveling is a provocative reinterpretation of U.S.-Laos relations in the years leading up to the Vietnam War. Seth Jacobs argues that Laos boasted several advantages over South Vietnam as a battlefield, notably its thousand-mile border with Thailand, whose leader was willing to allow Washington to use his nation as a base from which to attack the communist Pathet Lao.More significant in determining U.S. policy in Southeast Asia than strategic appraisals of the Laotian landscape were cultural perceptions of the Lao people. Liberal democracies flourished briefly, only to be discarded for dictatorships and other authoritarian regimes as the disorder and inefficiencies inherent to democracy appeared unequal to postcolonial and Cold War challenges. Uniquely within the region, Laos maintained a stable democracy until 1975, surviving wars, coups, and revolutions. But Lao history during this period has often been flattened, subsumed within the tug-of-war between the global superpowers and their puppets. Forsaken Causes offers a groundbreaking intellectual history of the Royal Lao Government (RLG) from 1945 to 1975. In Ryan Wolfson-Ford's account, the Lao people emerge as not merely pawns of the superpowers but agents in their own right, with the Lao elite wielding particular influence over the nation's trajectory. Their prevailing ideologies--liberal democracy and anticommunism--were not imposed from outside, but rather established by Lao themselves in the fight against French colonialism. These ideologies were rooted in Lao culture, which prized its traditional monarchy, Buddhist faith, French learning, and nationalist conception of a Lao race. Against histories that have dismissed Lao elites as instruments of foreign powers, Wolfson-Ford shows that the RLG charted its own course, guided by complex motivations, rationales, and beliefs. The author sees insurgency not just as a matter of technique – military tactics or organizational skill – nor as the result of ‘force and fraud’, but as ‘people’s war’: the conditions in which the mass of the people become involved, voluntarily or otherwise, on either side. He quotes Nasution’s statement, ‘The guerrilla movement is only the result, not the cause of the problem’. People’s war brings the peasantry, hitherto ignorant, apathetic or rejected, into the political process. For ‘war is ... the continuation of politics by other means’. In Asia this was essentially a peasant’s war, arising when peasant grievances, interests or demands cannot be met under the existing ‘legitimate’ but urban or landowner-orientated system of rule. It shows little understanding to blame outside intervention when peasant – and nationalist – unrest leads to revolt. The Chinese Communists did not owe success to Soviet aid, the Vietminh to Chinese assistance or the Vietcong to North Vietnamese intervention. The conclusion applies to governments as to insurgents: no amount of outside aid can win the war for them if they themselves are incapable and the people – on whom they depend for support – have no will to fight. This book, based on first-hand experience of the area and on study of original sources, offers (1) an analysis of ‘people’s war’ in China, Indochina and Vietnam, (2) a critique of US policy in Laos and Vietnam and (3) a comparison with counter-measures in Malaya, the Philippines and Indonesia. It is both original and constructive.

Amry Vandenbosch and Richard Butwell here trace the development of the eight nations which comprise Southeast Asia and appraise their current role in international affairs. Although led to adopt state forms similar to those of the departing colonial powers, each nation traditionally had quite different political systems. It is the authors' thesis that their historical patterns of political and social behavior are re-emerging and that the chief differences among the national political systems and related ways of life can largely be explained in these terms. They feel that the main changes in Southeast Asia in the past two decades reflect the peculiar wedding of such historical considerations and the worldwide forces of democracy, communism, and economic development. Southeast Asia, the authors hold, can be viewed as a single collective political entity, for no country is free from direct or indirect influence from its neighbors and this interaction is increasing in quantity and intensity. The pattern of political development, the authors assert, is much colored by national variations of common occurrences, but paradoxically Southeast Asia has never meant more in terms of an interdependent unit historically than it does today.
