Subsequently, the book adopts a horizontal perspective by focusing on the effects of national decisions on other states, thereby addressing transnational administrative acts. National expulsion decisions and entry bans can be given effect throughout European countries, with the consequence that other states are in principle obliged to enforce them by refusing foreigners access to their territory. This obligation arises despite the fact that expulsion decisions and entry bans are adopted on the basis of diverging national provisions. Even though the margin of discretion of national decision makers has already been limited, the remaining differences call for further recommendations, which are put forward in this book.

The chapters in the volume inquire critically into the relations and tensions inherent in divisions between the Global North and the Global South as well as internal regional differentiation within Europe itself. In doing so, the volume stresses the need to consider Europe from critical interdisciplinary perspectives, highlighting historical and contemporary issues of racism and colonialism. While recent discussions of migration into ‘Fortress Europe’ seem to assume that Europe has clearly demarcated geographic, political and cultural boundaries, this book argues that the reality is more complex. The book explores margins conceptually and positions margins and centres as open to negotiation and contestation and characterized by ambiguity. As such, margins can be contextualized in relation to hierarchies within Europe, with different processes involved in creating boundaries and borders between different kinds of Europes and Europeans. Deploying case studies from different places, such as Iceland, Italy, Poland, Spain, Turkey, the UK, Romania, Cyprus, Greece, Sicily, European colonies in the Caribbean and the former Yugoslavia, the contributors analyse how different geopolitical hierarchies intersect with racialized subject positions of diverse people living in Europe, while also exploring issues of gender, class, sexuality, religion and nationality. Some chapters draw attention to the fortification of Europe’s ‘borderland,’ while others focus on internal hierarchies within Europe, critiquing the meaning of spatial boundaries in an increasingly digitalized Europe. In doing so, the chapters interrogate the hierarchies at play in the processes of being and becoming ‘European’ and the ongoing impacts of race and colonialism. This timely and thought-provoking collection will be of considerable significance to those in the humanities and social sciences with an interest in Europe. He makes a persuasive case for his thesis that presidential leadership of Congress is typically at the margins, not the core, of policymaking. Edwards focuses on three important resources for presidential leadership: party, public opinion, and legislative skills. For each source of influence he analyzes the president's strategic position, the theoretical potential of the resource as an instrument of leadership. He then examines presidents' attempts to employ each resource to obtain support in Congress, showing that they are rarely able to expand their resource base or manipulate their resources reliably. Integrating quantitative analysis with documentary and historical research, Edwards argues that the effective leader is not the dominant chief executive of political folklore who restructures the contours of the political landscape to pave the way for change but is rather a facilitator who works at the margins of coalition building to exploit opportunities presented by a favorable configuration of political forces in his environment. Presidents are not by themselves going to bring about major changes in public policy, says Edwards, and we must adjust accordingly our expectations of their leadership. The implications of his book are broad, and his findings are an important corrective for those who personalize politics and attribute more influence to a single person or strategy than is usually merited.

Book excerpt: Despite a decade of sociological research documenting black fathers’ significant level of engagement with their children, stereotypes of black men as “deadbeat dads” still shape popular perceptions and scholarly discourse. In Fathering from the Margins, sociologist Aasha M. Abdill draws on four years of fieldwork in low-income, predominantly black Bedford-Stuyvesant, Brooklyn, to dispel these destructive assumptions. She considers the obstacles faced—and the strategies used—by black men with children. Abdill presents qualitative and quantitative evidence that confirms the increasing presence of black fathers in their communities, arguing that changing social norms about gender roles in black families have shifted fathering behaviors. Black men in communities such as Bed-Stuy still face social and structural disadvantages, including disproportionate unemployment and incarceration, with significant implications for family life. Against this backdrop, black fathers attempt to reconcile contradictory beliefs about what makes one a good father and what makes one a respected man by developing different strategies for expressing affection and providing parental support. Black men’s involvement with their children is affected by the attitudes of their peers, the media, and especially the women of their families and communities: from the grandmothers who often become gatekeepers to involvement in a child’s life to the female-dominated sectors of childcare, primary school, and family-service provision. Abdill shows how supporting black men in their quest to be—and be seen as—family men is the key to securing not only their children's well-being but also their own.
