Book excerpt: The recently promulgated environmental regulations concerning volatile organic compounds (VOC) and certain hazardous heavy metals have had a great impact on the bridge painting industry. As a response to these regulations, many of the major coating manufacturers now offer "environmentally acceptable" alternative coating systems to replace those traditionally used on bridge structures. The Federal Highway Administration sponsored a 7-year study to determine the relative corrosion control performance of these newly available coating systems. The most promising coating systems were selected for long-term field evaluation based on accelerated test performance. The long-term exposure testing was conducted for 5 years in three marine locations. Panels were exposed on two bridges, one in New Jersey and one in southern Louisiana. The third long-term exposure location was in Sea Isle City, New Jersey. Thirteen coating systems were included for long-term exposure testing.

Book excerpt: The purpose of this project was to identify efficient and cost-effective methodologies for maintenance painting of steel bridges for MnDOT bridge crews to extend the service life of the coating system by at least five years before complete coating rehabilitation would be warranted. Five generic coating systems, chosen for their compatibility with existing MnDOT coating systems and minimal requirements for surface preparation and application, were applied over minimally prepared surfaces on two St. Paul bridges. Coating performance was evaluated annually over a three-year period through visual field observation following the MnDOT Steel Bridge Coating Condition Assessment Photographic Field Guide and MnDOT Bridge and Structure Inspection Program Manual. Adhesion testing was performed in accordance with ASTM D3359 in conjunction with the third-year evaluation. The results were photographed and documented in a matrix, identifying key performance characteristics. The predominant failure affecting two of the coating systems was delamination due to application over an anti-graffiti finish coat. Otherwise, each system performed to a standard aligning with the pre-established project goal for expanded serviceability of five years. Because developing a Bridge Maintenance Coating Program requires critical timing in the inspection process to identify existing coating condition, a Bridge Coating Repair Reference Table was developed to assist MnDOT crews with determining the appropriate preventive maintenance painting strategy based on condition and existing coating system. This work also determined that surface conditions demonstrating pitting with rusting, or surfaces with an anti-graffiti coating should not be addressed through maintenance painting but instead should be considered for coating removal and replacement.

Corrosion is caused by the interaction of steel and atmospheric conditions. It can be prevented by adding a protective layer to the steel or by using a protective steel, collectively known as corrosion protection systems. The purpose of this study is to evaluate the performance of six of the most common corrosion protection systems: uncoated weathering steel (UWS), uncoated stainless steel, galvanizing, metallizing, 1-coat inorganic zinc paint, and a 3-coat organic zinc paint system, in relatively corrosive environments. The severely corrosive environments considered in this research are coastal environments where natural chlorides are present and environments where chlorides are present via the high use of deicing salts. Performance was evaluated first through a statistical analysis of existing field data and subsequently through implementation of laboratory accelerated corrosion testing on each of the corrosion protection systems for 80 cycles, representing 80 years in the field. The statistical analysis of field data showed the relative ranking in order of descending performance to be: galvanizing, UWS, then paint, with metallizing having variable performance over different age ranges; this ranking was affirmed by longevity estimates determined through laboratory testing when lower, more conservative percent mass loss and percent rusted benchmarks were used to determine the longevity estimates. Stainless steel corroded more than expected during laboratory testing and requires further investigation. The implications of the longevity estimates show that steel can provide a long service life even in a relatively severe environment. Use of any of these corrosion protection systems can improve performance, increase service life, decrease required maintenance, and provide economical steel bridges.

Book excerpt: The purpose of this study was to conduct a preliminary assessment of the Virginia Department of Transportation's (VDOT's) bridge coating practices to identify areas where process improvements and or cost savings could be realized. The assessment included reviewing VDOT's coating procedures, coating performance, and costs associated with bridge coating work, including containment systems, surface preparation techniques, and coating systems. In addition, information on bridge coating products and programs from bridge coating industries and organizations was gathered. The study found that the predominant methods VDOT uses to prepare and coat steel bridge components are adequate and are consistent with industry and compliance standards. These methods include dry abrasive blasting and the use of power tool cleaning for surface preparation conventional full containment that achieves minimal emissions; and use of a three-coat zinc-based coating system. However, enacting changes in some of the preliminary work for a bridge coating project could improve VDOT's coating process and potentially reduce costs. These changes include providing additional guidance for coating treatment decisions and preventive maintenance; providing contractors more project scope details in the bid and contract documents; and requiring discussion of job specific tasks in the preconstruction meeting. Combining the data from Site Manager and the Pontis Structure Inventory appears to be an efficient means of evaluating expenditures and trends. Analyzing costs for recoating work VDOT's most common coating method can be expedited by using "bridge deck area" (a field in the Pontis Structure Inventory) rather than "steel tonnage" which must be drawn from individual contracts.
