Agriculture is part of the climate change problem, contributing about 13.5 percent of annual greenhouse gas (GHG) emissions (with forestry contributing an additional 19 percent), compared with 13.1 percent from transportation. Agriculture is, however, also part of the solution, offering promising opportunities for mitigating GHG emissions through carbon sequestration, soil and land use management, and biomass production. Climate change threatens agricultural production through higher and more variable temperatures, changes in precipitation patterns, and increased occurrences of extreme events such as droughts and floods. And if agriculture is not included, or not well included, in the international climate change negotiations leading up to the 15th Conference of Parties (COP15) of the UN Framework Convention on Climate Change in Copenhagen in December 2009, resulting climate change policies could threaten poor farming communities and smallholders in many developing countries. The policies could also impede the ability of smallholders to partake in new economic opportunities that might arise from the negotiations.

Its role in the development of the climate change regime, as well as the adoption of novel policy instruments such as the EU Emissions Trading Scheme in 2005, are frequently put forward as indicative of a determination to push the international climate agenda forward. However, there are numerous instances where the EU has failed to achieve its climate change objectives (e.g. the 2009 Copenhagen Conference of the Parties). It is therefore important to examine the reasons behind these failures. This book explores in detail the involvement of the EU in international climate talks from the late 1980s to the present, focusing in particular on the negotiations leading up to Copenhagen. This conference witnessed the demise of the top-down approach in climate change policy and dealt a serious blow to the EU’s leadership ambitions. This book explores the extent to which negotiation theory could help with better comprehending the obstacles that prevented the EU from getting more out of the climate negotiation process. It is argued that looking at the role played by problematic strategic planning could prove highly instructive in light of the Paris Agreement. This broad historical perspective of the EU’s negotiations in international climate policy is an important resource to scholars of environmental and European politics, policy, law and governance.

Two key features link the contributions of this volume: their underlying assumption that major powers are the central actors in determining global environmental politics; and their assessment of, and implications of, the approaches both of rising and established major powers for global climate norms. One key argument of this volume is that today’s geopolitics are about who gets how much in the fiercely competitive race over the available ‘carbon space’. The agreement will come into force no later than 2020. This book focuses on the prospects for global agreement, how to encourage compliance with any such agreement and perspectives of key players in the negotiations — the United States, India, China, and the EU.
