Book excerpt: India's irrigated agriculture sector has been basic to India's economic development and poverty alleviation. One of India's major achievements is its rapid expansion of irrigation and drainage infrastructure. However, the major emphasis on development has been achieved at a cost. The importance put on new construction has diverted attention away from the need to ensure the quality, productivity, and sustainability of the services. Further, a governmental subsidy based approach has been used and this has resulted in irrigation and drainage services which, while enabling significantly higher productivity than from non-irrigated lands, are well below their potential. 'The Irrigation Sector' discusses directions for future growth, the framework for reform, and the reform agenda.

Book excerpt: The present water report is the final product emanating from efforts by FAO, IWMI and others to document and understand the implications of the irrigation sector embarking on a wide reform process. It is intended to be a knowledge synthesis document that captures the global experiences emerging from a wide-reaching process targeting the reform of the irrigation sector. This study indicates that irrigation management transfer (IMT) is an approach for irrigation sector reform with the potential to improve the sustainability of irrigation systems. The process requires inter alia strong political commitment, negotiations among stakeholders, and long-term capacity development. Irrigation management transfer should not be seen as a process that has a clear "beginning" and "end". While the former can be more easily identified, the latter is much more difficult to determine. In fact, IMT can be the initial stage of an evolving long reform process. The accompanying CD-ROM contains IMT country profiles and case studies, an international IMT e-mail conference, a bibliography and links.--Publisher's description.

Book excerpt: Few studies of resource management have paid as much attention or intelligently surveyed the operational aspects of Water Users Associations (WUAs) as Institution, Technology and Water Control. Relying on ethnographic research methods, Narain takes an interdisciplinary approach to examine how institutions are shaped by technology. Calling attention to the internal organisational dynamics of the WUAs, the author argues that the emergence of institutions for collective action is shaped by technology and social relationships.

This book was released on 2007-01-01 with total page 42 pages. Available in PDF, EPUB and Kindle. Book excerpt: Iran is facing a serious water scarcity and the Government of Iran is trying to implement technical and institutional measures to meet the challenge. One of the key strategies being persuaded by the Iranian authorities is the devolution of management responsibility to users. Thus, irrigation management transfer (IMT) has been adopted as a key strategy to improve the operation and maintenance, and thereby reduce losses, and enhance the sustainability of irrigation infrastructure. However, IMT efforts are at an inception stage and are largely happening in areas where infrastructure is under rehabilitation. The key objective of this paper, thus, was to review the ongoing IMT efforts in the two provinces of Iran, as well as the lessons from the neighboring countries, and propose a viable framework for implementing IMT. To get the first hand information of the IMT activities in Iran, field visits were carried out in the provinces of Qazvin and Kermanshah where two big pilot projects are being carried out. For comparative analysis of the IMT situation in neighboring countries, a comprehensive review of experiences in Sri Lanka, India, Pakistan, Turkey and Central Asia was carried out through literature survey. Based on the synthesis of lessons from this exercise, the paper proposes a framework for irrigation management transfer in Iran.

Mexico, Turkey and Philippines are some of the countries where the concept of Participatory Irrigation Management (PIM) has been tried and tested. In India, Andhra Pradesh is the first state to introduce PIM throughout the state. Today, the Andhra model is being watched with great interest and is being replicated in other states of India as well. This volume puts together some of the best research studies on the PIM programme being implemented in Andhra Pradesh. These give an insight into the political processes behind the reforms, the administrative, institutional and management issues, and finally based on the analysis, the way forward for the programme in Andhra Pradesh and a cumulative learning experience for other states in India and the world to incorporate and implement. The book has not only tackled theoretical issues and concepts but also practical ground level realities regarding PIM."

Book excerpt: A growing body of evidence on the impacts of irrigation management transfer (IMT) shows that IMT risks aggravating rural poverty. For governments that aim to continue irrigation management while ensuring that it contributes to poverty alleviation, a "pro-poor" mode of IMT needs to be designed and implemented. That is, a mode of IMT that benefits poor farmers while benefiting non-poor farmers equally, or perhaps to a lesser degree. The present research explores the scope for pro-poor modes of IMT in canal irrigation, focusing on large-scale canal irrigation schemes in India.
