In the past decades, firms have faced grand challenges of fast-changing innovation environments, shortening product life cycles and increased global competition. Especially those firms that seek to establish and maintain a competitive advantage by following an innovation-related strategy have been pressured to ensure an effective and efficient innovation process. However, a centralized R&D configuration with one large in-house domestic location was in many ways no longer sufficient in achieving this. Instead, firms have increasingly crossed country boundaries, have opened up their organizational boundaries, or have done so simultaneously. While there are first insights on the performance implications of crossing country and organizational boundaries, further research is needed to understand better how firms can effectively manage boundary-crossing activities. This is where this thesis sets in. Despite the heterogeneity in methods and specific research questions, all thesis chapters focus on the related general question: How can firms increase their innovation performance through boundary-crossing activities? The thesis implies that through strategically opening up the R&D system and crossing organizational and country boundaries, firms can build and maintain a competitive advantage. However, managers need to assess whether their firm is especially vulnerable to potential downsides of crossing boundaries. Based on this thesis, the assessment can build on three major aspects: First, the specific characteristics of the firm. Second, its management practices. And third, the potential effects on the firm's employees.

Governance patterns can relate to hierarchical as well as to lateral coordination mechanisms. Enforcement can be based on law, p- fessional norms or informal and implicit norms or customs. Moreover, the regulatory structures or individual mechanisms inside them can be established and sanctioned by public as well as by private actors. There is in fact not necessarily an actor in charge of controlling outcomes as for instance in market competition. In the next section, I will introduce the reader to the changing role of the state in science policy. The third section presents the governance model for the p- lic research sector which was developed by the research group and underlies the 1 contributions in this anthology. Foreign-owned enterprises account for a rising share of national innovation expenditures and have become key actors in the national innovation systems of almost all OECD countries. Their new roles give rise to both hopes and concerns. The author examines the innovative activities of foreign-owned enterprises in Austria, a country with a huge share of overseas R&D investment. Empirical analysis reveals that foreign-owned enterprises exhibit a superior innovation performance compared to domestically owned enterprises. The performance differences, however, can be explained by factors such as firm size, sectoral affiliation, and export intensity, rather than by the ownership status. With respect to policy, the results neither confirm fears that foreign ownership could lead to an erosion of innovative activity in the host country, nor do they provide arguments for specific incentives to attract foreign-owned enterprises. Innovation policy should instead try to foster innovative capabilities of both foreign-owned and domestically owned enterprises.
