Book excerpt: Available evidence suggests that poverty levels in Guatemala are higher than other Central American countries, with data for 2000 showing over half of all Guatemalans (about 6.4 million people) living in poverty, with about 16 per cent classified as living in extreme poverty. This report provides a multi-dimensional analysis of poverty in the country, using both quantitative and qualitative data, as well as examining the impact of government policies and spending on the poor. Policy options and priorities for poverty reduction strategies are identified under the key challenges of building opportunities and assets, reducing vulnerabilities, improving institutions and empowering communities.

Available in PDF, EPUB and Kindle. Book excerpt: Between the late 1970s and the late-1980s, Guatemala was torn by mass terror and extreme violence in a genocidal campaign against the Maya, which becameknown as "La Violencia." More than 600 massacres occurred, one and a half million people were displaced, and more than 200,000 civilians were murdered, most of them Maya. Buried Secrets brings these chilling statistics to life as it chronicles the journey of Maya survivors seeking truth, justice, and community healing, and demonstrates that the Guatemalan army carried out a systematic and intentional genocide against the Maya. The book is based on exhaustive research, including more than 400 testimonies from massacre survivors, interviews with members of the forensic team, human rights leaders, high-ranking military officers, guerrilla combatants, and government officials. Buried Secrets traces truth-telling and political change from isolated Maya villages to national political events, and provides a unique look into the experiences of Maya survivors as they struggle to rebuild their communities and lives.

The program assumes an acceleration of real GDP growth to 2.25 percent and a reduction in inflation to a 4–6 percent range.

Book excerpt: Fundamentals remain strong and growth has revived after three years of subpar performance. Improved budgetary execution and monetary accommodation, broadly in line with past staff advice, are providing demand support as the economy navigates weaker terms of trade. Near-term growth is poised for a rebound on the back of fiscal impulse from the 2019 expansionary budget, exports recovery after last year’s slump, and construction-driven investment. Lack of progress on long-delayed business climate and public sector reforms, the Sustainable Development Goals (SDG) agenda, and financial inclusion, dampen medium-term prospects.

Book excerpt: Her story reflects the experiences common to many Indian communities in Latin America today. Rigoberta suffered gross injustice and hardship in her early life: her brother, father and mother were murdered by the Guatemalan military. She learned Spanish and turned to catechist work as an expression of political revolt as well as religious commitment. The anthropologist Elisabeth Burgos-Debray, herself a Latin American woman, conducted a series of interviews with Rigoberta Menchu. The result is a book unique in contemporary literature which records the detail of everyday Indian life. Rigoberta’s gift for striking expression vividly conveys both the religious and superstitious beliefs of her community and her personal response to feminist and socialist ideas. Above all, these pages are illuminated by the enduring courage and passionate sense of justice of an extraordinary woman.

Book excerpt: How was life in 1820 and how has it improved since then? What are the long-term trends in global well-being? Trends in real GDP per capita may not fully reflect changes in other dimensions of well-being, such as life expectancy, educational attainment, personal security, and gender inequality. The product of collaboration between the OECD, the OECD Development Centre, and the CLIOINFRA project, this report represents the work of a group of economic historians to systematically chart long-term changes in the dimensions of global wellbeing and inequality, making use of the best sources and expertise currently available and the most recent research carried out within the discipline. The historical evidence reviewed in the report is organized on ten different dimensions of well-being that mirror those used by the OECD in its report, How's Life? (www.oecd.org/howslife): per capita GDP, real wages, educational attainment, life expectancy, height, personal security, political institutions, environmental quality, income inequality, and gender inequality

Book excerpt: Abstract: Studies have shown that learning outcomes are related to the amount of time students engage in learning tasks. However, visits to schools have revealed that students are often taught for only a fraction of the intended time, particularly in lower-income countries. Losses are due to informal school closures, teacher absenteeism, delays, early departures, and sub-optimal use of time in the classroom. A study was undertaken to develop an efficient methodology for measuring instructional time loss. Thus, instructional time use was measured in sampled schools in Tunisia, Morocco, Ghana, and the Brazilian state of Pernambuco. The percentage of time that students were engaged in learning vis-à-vis government expectations was approximately 39 percent in Ghana, 63 percent in Pernambuco, 71 percent in Morocco, and 78 percent in Tunisia. Instructional time use is a mediator variable that is challenging to measure, so it often escapes scrutiny. Research suggests that merely financing the ingredients of instruction is not enough to produce learning outcomes; students must also get sufficient time to process the information. The quantity-quality tradeoff that often accompanies large-scale enrollments may be partly due to instructional time restrictions. Time wastage also distorts budgetary outlays and teacher salary rates. To achieve the Millennium Development Goals students must get more of the time that governments, donors, and parents pay for.

Book excerpt: The volume includes a collection of peer-reviewed contributions from among those presented at the main conference organized yearly by the Mexican Statistical Association (AME) and every two years by a Latin-American Confederation of Statistical Societies. For the 2018 edition, particular attention was placed on the analysis of highly complex or large data sets, which have come to be known as “big data”. Statistical research in Latin America is prolific and research networks span within and outside the region. The goal of this volume is to provide access to selected works from Latin-American collaborators and their research networks to a wider audience. New methodological advances, motivated in part by the challenges of a data-driven world and the Latin American context, will be of interest to academics and practitioners around the world.
