Book excerpt: Excerpt from Statistical Issues in Allocating Federal Funds and Estimation of Local Government Finances: Papers Presented at the Conference on Small-Area Statistics, American Statistical Association, Boston, Mass., August 25-26, 1976 Ideally, application of the allocation rules should be based on available accurate information. In practice this is usually not the case. The classifications and quantities used in alloca tion formulas may be subject to measurement error, and appli cation of decision rules by different individuals, or even the same individual at different times, may have different results. This paper deals with two aspects of equity in allocation processes which are subject to error. Part I, discusses the effects of sampling error on procedures for allocation of funds to political subdivisions through formula grants. Particular atten tion is given to the issue of equity in the allocation, among political subdivisions, of a sample to be used to estimate values used in the allocation formula. Book excerpt: In 2000, the federal government distributed over $260 billion of funding to state and local governments via 180 formula programs. These programs promote a wide spectrum of economic and social objectives, such as improving educational outcomes and increasing accessibility to medical care, and many are designed to compensate for differences in fiscal capacity that affect governments' abilities to address identified needs. Large amounts of state revenues are also distributed through formula allocation programs to counties, cities, and other jurisdictions. Statistical Issues in Allocating Funds by Formula identifies key issues concerning the design and use of these formulas and advances recommendations for improving the process. In addition to the more narrow issues relating to formula design and input data, the book discusses broader issues created by the interaction of the political process and the use of formulas to allocate funds. Statistical Issues in Allocating Funds by Formula is only up-to-date guide for policymakers who design fund allocation programs. Congress members who are crafting legislation for these programs and federal employees who are in charge of distributing the funds will find this book indispensable.

Book excerpt: Since the early days of the nation, the federal government has collected information on the revenues, expenditures, and other features of state and local jurisdictions and their operations. Today, these data are collected primarily by the Governments Division of the U.S. Census Bureau, which has conducted a census of governments every 5 years since 1957. The division also manages a program of related annual and quarterly surveys, as well as a comprehensive directory of state and local governments. All of this work is now taking place in an environment of constrained resources, and there have been cutbacks in the availability and dissemination of the data. In this context, State and Local Government Statistics at a Crossroads documents the uses of the state and local data and assesses the quality of the data for those uses. This book provides in-depth consideration of the efficiency of the surveys; the user base; and the timeliness, relevance, and quality of the data series. It also provides valuable background information and analysis and offers suggestions for program improvements. This information will be valuable to policy makers, state and local government workers, government contractors, budget analysts, economists, demographers, and others who rely on these data on government at the state and local levels and have a stake in ensuring that limited resources do not compromise the quality of the data on which they rely.

Book excerpt: Decennial census data need to be as accurate as possible because the population counts are used for, among other purposes, allocating federal grants to states and local governments. The U.S. Census Bureau (Bureau) used statistical methods to estimate the accuracy of 1990 and 2000 Census data. Because the Bureau considered the estimates unreliable due to methodological uncertainties, they were not used to adjust the census results. Still, a key question is how sensitive are federal formula grants to alternative population estimates, such as those derived from statistical methods? GAO was asked to identify (1) the top 20 formula grant programs based on the amount of funds targeted by any means, and (2) the amount of money allocated for Medicaid and Social Services Block Grant (SSBG), and the prospective impact of estimated population counts from the 1990 and 2000 Censuses on state allocations for these two programs. Importantly, as agreed, GAO's analysis only simulates the formula grant reallocations. We used fiscal year 2004 Medicaid state expenditure and 2005 SSBG state allocation data, the most recent data available.

Book excerpt: Traditionally, economics training in public finances has focused more on tax than public expenditure issues, and within expenditure, more on policy considerations than the more mundane matters of public expenditure management. For many years, the IMF's Public Expenditure Management Division has answered specific questions raised by fiscal economists on such missions. Based on this experience, these guidelines arose from the need to provide a general overview of the principles and practices observed in three key aspects of public expenditure management: budget preparation, budget execution, and cash planning. For each aspect of public expenditure management, the guidelines identify separately the differing practices in four groups of countries - the francophone systems, the Commonwealth systems, Latin America, and those in the transition economies. Edited by Barry H. Potter and Jack Diamond, this publication is intended for a general fiscal, or a general budget, advisor interested in the macroeconomic dimension of public expenditure management.

Book excerpt: Federal government statistics provide critical information to the country and serve a key role in a democracy. For decades, sample surveys with instruments carefully designed for particular data needs have been one of the primary methods for collecting data for federal statistics. However, the costs of conducting such surveys have been increasing while response rates have been declining, and many surveys are not able to fulfill growing demands for more timely information and for more detailed information at state and local levels. Innovations in Federal Statistics examines the opportunities and risks of using government administrative and private sector data sources to foster a paradigm shift in federal statistical programs that would combine diverse data sources in a secure manner to enhance federal statistics. This first publication of a two-part series discusses the challenges faced by the federal statistical system and the foundational elements needed for a new paradigm.
