Book excerpt: Oregon Department of Transportation (ODOT) requires a minimum density for the construction of dense-graded hot mix asphalt concrete (HMAC) pavements to ensure the likelihood that the pavement will not experience distresses that reduce the expected service life of the pavement. Currently, the ODOT Standard Specifications call for density measurements for both quality control and quality assurance testing to be made using nuclear density gauges that are calibrated using reference blocks. Hence, acceptance (i.e., purchase) of the HMAC pavement (or portions thereof) relies on the accuracy of the measurements. However, it has been observed that density measurement results using nuclear gauges have been questionable on a number of projects and that repeatability and reproducibility with the same gauge and between gauges have also been unattainable. Further, these observations have called into question the confidence placed in the use of nuclear gauges for determining HMAC pavement density. The overall objective of the project was to recommend a system that accurately quantifies density of dense-graded HMAC pavements. This involved critically evaluating how ODOT currently measures HMAC density, investigating and evaluating what other agencies do to measure HMAC density, and conducting testing and analysis of alternate ways of measuring HMAC density (e.g., by measuring the density of cores). Statistical analyses comparing nuclear gauge measurements to core densities provided convincing evidence that correlation of nuclear gauge measurements to core densities is necessary to ensure accurate results from nuclear gauges. Analyses comparing correlation factors across lifts of pavements constructed under three differing construction scenarios provided strong evidence to suggest correlation factors established for one lift can be used on other lifts under certain constraints. Correlations are recommended for all gauges on each lift and whenever a new mix design is introduced. ODOT should implement use of the CoreLok device for measuring densities of pavement cores and laboratory-prepared specimens as well as further investigate the use of electromagnetic gauges for in-place HMAC density measurement.

Book excerpt: The use of volumetric-based specifications that utilize air void and asphalt content for the quality control of asphalt pavements is a major concern as there is a lack of fundamental correlation between these mixture properties and long-term pavement performance. In addition to that, the input variabilities' influence on target reliability and pavement performance is not addressed in these volumetric-based specifications. The aim of this article is to introduce a reliability-based specification for the quality control of top-down cracking in asphalt concrete pavements. The reliability-based specification criteria are developed for two traffic level categories and using design inputs such as hourly equivalent single axle load traffic, asphalt layer thickness, base modulus, and dissipated creep strain energy limit. For the development of the reliability-based specification, several field pavement sections with well-documented performance history and high-quality laboratory and field data were analyzed using the mechanics-based design framework for variability conditions that are representative of actual field conditions. Variation in dissipated creep strain energy limit and asphalt concreter layer thickness has been observed to influence target reliability and overall pavement performance significantly, in comparison with base modulus and hourly equivalent single axle load traffic. The proposed reliability-based specification can complement existing performance-based specifications for the quality control of top-down cracking in asphalt concrete pavements.

Book excerpt: Statistical specifications for highway construction are usually part of a statistical quality control process. These specifications provide the means to measure the important quality control attributes and ensure their compliance. The pay adjustments, part of these specifications, reflect the amount of deduction or bonus and the optimized risk distributed between the owner and the contractor. The Kansas Department of Transportation (KDOT) has built a comprehensive database of as-constructed properties of materials for Superpave pavements from the tests required as part of the Quality Control/Quality Assurance (QC/QA) program. Currently, KDOT pays incentives/disincentives for air voids and in-place density for Superpave pavements and thickness and strength for PCC pavements. A practical performance model and a composite index that include air voids, in-place density, asphalt content, and voids in mineral aggregate for Superpave pavements and thickness and strength for PCC pavements, respectively are needed to reflect the factors that affect their performance. The main objectives of this study were to investigate the effect of levels of significance and lot size, and to develop practical performance models and composite index for Superpave and PCC pavements in Kansas. Thirty-five Superpave pavements and 13 PCC projects from six administrative districts of KDOT were selected for this study. Lot-wise comparison showed that QC/QA means are significantly different in most cases. The number of cases with a significant difference in means increases with an increase in significance level. Practical performance models and composite index values from multiple quality characteristics have been proposed as integral parts of performance-related specifications (PRS) for Superpave and PCC pavements in Kansas.
