Climate change is predicted to lead to an increased intensity and frequency of natural disasters. An increase in extreme weather events, global temperatures and higher sea levels may lead to displacement and migration, and will affect many dimensions of the economy and society. Although scholars are examining the complexity and fragmentation of the climate change regime, they have not examined how our existing international development, migration and humanitarian organizations are dealing with climate change. Focusing on three institutions: the United Nations High Commissioner for Refugees, the International Organization for Migration and the United Nations Development Programme, the book asks: how have these inter-governmental organizations responded to climate change? And are they moving beyond their original mandates, given none were established with a mandate for climate change? It traces their responses to climate change in their rhetoric, policy, structure, operations and overall mandate change. Hall argues that international bureaucrats can play an important role in mandate expansion, often deciding whether and how to expand into a new issue-area and then lobbying states to endorse this expansion. They make changes in rhetoric, policy, structure and operations on the ground, and therefore forge, frame and internalize new issue-linkages. This book helps us to understand how institutions established in the 20th century are adapting to a 21st century world. Book excerpt: The Religious Society of Friends and its service organization, the American Friends Service Committee (AFSC) have long been known for their peace and justice activism. The abolitionist work of Friends during the antebellum era has been well documented, and their contemporary anti-war and anti-racism work is familiar to activists around the world. Quaker Brotherhood is the first extensive study of the AFSC's interracial activism in the first half of the twentieth century, filling a major gap in scholarship on the Quakers' race relations work from the AFSC's founding in 1917 to the beginnings of the civil rights movement in the early 1950s. Allan W. Austin tracks the evolution of key AFSC projects such as the Interracial Section and the American Interracial Peace Committee, which demonstrate the tentativeness of the Friends' activism in the 1920s, as well as efforts in the 1930s to make scholarly ideas and activist work more theologically relevant for Friends. Documenting the AFSC's efforts to help European and Japanese American refugees during World War II, Austin shows that by 1950, Quakers in the AFSC had honed a distinctly Friendly approach to interracial relations that combined scholarly understandings of race with their religious views. In tracing the transformation of one of the most influential social activist groups in the United States over the first half of the twentieth century, Quaker Brotherhood presents Friends in a thoughtful, thorough, and even-handed manner. Austin portrays the history of the AFSC and race--highlighting the organization's boldness in some aspects and its timidity in others--as an ongoing struggle that provides a foundation for understanding how shared agency might function in an imperfect and often racist world. Highlighting the complicated and sometimes controversial connections between Quakers and race during this era, Austin uncovers important aspects of the history of Friends, pacifism, feminism, American religion, immigration, ethnicity, and the early roots of multiculturalism.

It became the longest teachers strike in New York State's history. Even though they are personal memoirs, both authors try to give as full a picture of the personalities, institutions, and issues driving the struggle as each experienced it. The narrative is in two parts, side by side, and event by event. Both are impressionistic accounts that do not claim to be objective. Dr. Leon Bock's account is the viewpoint of a leader of a major institution, the Lakeland School District. In representing the district he had the heavy responsibility to merge the interests of students and parents, faculty, the taxpaying community, and the Board of Education. Mr. Thomas Kavunedus, a faculty member, served as a negotiator for the Lakeland Federation of Teachers. He saw his responsibilities as extending to the promotion of learning and teaching environment which would foster excellence. The contract with the school district, which Mr. Kavunedus had participated in promulgating years earlier, was a major step in raising teachers out of the dark ages of coffee in the boiler room, and hopefully greater professionalism. Both authors disagree with one another on many of the issues. Most of these issues bedevil our schools today. Yet, there is enough civility to recognize that partisanship need not be so all engulfing that it demonizes the other side and its objectives. No narrative of such a complex event can be totally accurate and objective. The authors try to focus on the interpersonal relationships, rather than serve as a textbook history of this series of complex events. There is no intention to discredit, or malign any of the personalities in the narrative; rather they are presented as the writers experienced them under conditions of stress.
