Book excerpt: Excerpt from A Thoughtful Article for Thoughtful People on Prohibition and Local Option: Together With Methods Suggested for the Regulation of the Liquor Traffic and for the Promotion of Temperance Liquor legislation must necessarily fol low one of two general policies. It may aim at the abolition of the liquor traffic, or at the regulation of the traffic. These two policies are extreme Opposites at every point and in every feature. The object of one is to kill, that of the other is to cure. It is on this broad question of general policy that the peoeple are divided today. No. Legislative system has ever been more extensively nor fairly tested than that of prohibition. During the last sixty years it has been tried on the statewide scale in many different sections of the country and under the most diverse social and political conditions, the periods of trial ranging from three years in Nebraska to fifty-three years in Vermont. By its re cord, by what it has done and'by what it has not done, prohibition must be judged. On every page of that record, from be ginning to end, are written the words fail ure, folly, farce. Nowhere and at no time, in all its history, has prohibition aecom plished a single one of its avowed objects. Nowhere has it abolished the liquor traffic; nowhere has it prevented the. Consumption of liquor nor lessened the evil of intemper ance. Neither as a state-wide system nor under Local Option has prohibition ever made the slightest contribution toward the solution of the liquor problem. '1he one solitary service that it has rendered to society is that of furnishing a warning ex ample oi the supreme folly of attempting to legislate virtue into men's lives. Book excerpt: Excerpt from The Cyclopaedia of Temperance and Prohibition: A Reference Book of Facts, Statistics, and General Information on All Phases of the Drink Question, the Temperance Movement and the Prohibition Agitation Naturally, the practical aspects of the anti-liquor agitation are made most con spicnons - the aspects that are of greatest interest to the public and that excite warm est controversy. The results of the three leading systems of liquor legislation State Prohibition, Local Option and High License - have not until very recently been subjected to fair and comprehensive analysis. The relative qualities of these results must determine the future of the Prohibition struggle, and the editor has undertaken to show the main truths in a thorough and an orderly manner. To the chief Prohibition journal, the Voice, credit is due for most of the facts. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Available in PDF, EPUB and Kindle. Book excerpt: Strategies for gradually effecting social change are often dismissed as too accommodating of the status quo. Ann-Marie E. Szymanski challenges this assumption, arguing that moderation is sometimes the most effective way to achieve change. Pathways to Prohibition examines the strategic choices of social movements by focusing on the fates of two temperance campaigns. The prohibitionists of the 1880s gained limited success, while their Progressive Era counterparts achieved a remarkable—albeit temporary—accomplishment in American politics: amending the United States Constitution. Szymanski accounts for these divergent outcomes by asserting that choice of strategy (how a social movement defines and pursues its goals) is a significant element in the success or failure of social movements, underappreciated until now. Her emphasis on strategy represents a sharp departure from approaches that prioritize political opportunity as the most consequential factor in campaigns for social change. Combining historical research with the insights of social movement theory, Pathways to Prohibition shows how a locally based, moderate strategy allowed the early-twentieth-century prohibition crusade both to develop a potent grassroots component and to transcend the limited scope of local politics. Szymanski describes how the prohibition movement’s strategic shift toward moderate goals after 1900 reflected the devolution of state legislatures’ liquor licensing power to localities, the judiciary’s growing acceptance of these local licensing regimes, and a collective belief that local electorates, rather than state legislatures, were best situated to resolve controversial issues like the liquor question. "Local gradualism" is well suited to the porous, federal structure of the American state, Szymanski contends, and it has been effectively used by a number of social movements, including the civil rights movement and the Christian right.
